ANSWERS TO QUESTIONS

1. Question :After reviewing the tender documents we have a few remarks regarding the "time schedule" of the project. As the project is planned now we have to submit our offer on the 1st of May 2013. Then the Government has 120 days to accept and give Notice to Proceed. Performance shall proceed 10 calendar days after this. Then the calendar will show approximately 9 September 2013. The performance period is set to 365 days and this will mean that we shall finish the project in the beginning of September 2014.

The problem is that we will not have any materials ready to use at the base· until in the middle of July 2014. The first ship from Denmark will arrive to Thule in the beginning of July 2014 and then the materials have to be loaded off the ship and transported to the BMEWS building. Ship from USA? We believe that this time schedule is not realistic and ask for a postponement of the finishing date to the end of 2014.

Response: The government understands the concern; as a result the duration of performance has been extended to 540 calendar days. Also the bid acceptance duration has been revised. Please review this information in this amendment.

2. Question: In the solicitation document it says in page 57 that the contractor shall provide a field office for the use of Government representatives with different equipment. Among others the contractor shall provide a 2-line phone connection and a DSL or Cable Modem Service. As after our preliminary investigation there are no commercial possibilities regarding phone service/internet at the BMEWS building.

Response: The government understands the limitation of the services available at the site, the requirement has been revised in this amendment to provide at a minimum an international phone at the project location, and the internet will be used at the main base office.

3. Question: In appendix A "Photos from throughout the BMEWS Facility" photos of areas are as/part (ex. Doors and Roll-up doors). This is not a part of the section 01 02 10.00 06 (Project description and design Requirements). Please provide information about why section 01 02 10.00 06 does not specify the complete scope of work.

Response: The photos have been crossed out of the Appendix A and are not part of the scope of work; however they are remaining as part of the file for information only.

4. Question: In all areas with old sprinkler piping it is required "Provide laser sighting of all sprinkler pipe to verify correct pitch. Re-pitch all sprinkler pipe as required to comply with NFPA 13 (201 0 edition); Chapter 8.16.2.3.2. Flush all sprinkler piping in accordance with NFPA 25 (2011 edition)" However there is not any drawings or specifications that provide us with information about the size and amount of old piping. Please advise.

Response: Due to nature of the facility and availability of as-build drawings, we were able to locate only limited number of drawings. For best available drawings about the existing sprinkler systems please refer to Appendix B of the solicitation.

Many drawings provide the sprinkler pipe dimensions as well as distances; other drawings provide column separations off of which sprinkler pipe lengths can be estimated.

5. Question: Will the water used for flushing be free of charge delivered to BWEWS and what shall we do with the waste from the flushing?

Response: The water for flushing, if needed to be trucked in will be at the expense of the contractor. However, the possibility of using the fire water from the storage tank exists for flushing of pipes, prior to draining, or if stored in a separate tank at the site. The water from the flushing can be drained using existing buildings drainage system, provided screens for large debris is included prior to discharge.

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 01-May-2013 02:00 PM to 08-May-

2013 02:00 PM.

The offeror acceptance period has decreased by 67 from 120 to 53.

The contractor period of performance end date has increased by 175 days from 365 days to 540 days.

SECTION 00700 - CONTRACT CLAUSES

The following have been modified:

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 540 days from NTP. * The time stated for completion shall include final cleanup of the premises.
