Question No. 87: Please provide a copy of the sign-in sheet from the 8-25-11 Site Visit.

Answer No. 87: Provided with this amendment.

Question No. 88: With respect to the CLIN’s for this project, we request that the scope of work descriptions for the CLIN’s be revised for most of the CLIN’s in order to make it clearer to the bidders as to what work is to be included in the various lump sum items.

For example, it is not clear why some structures such as the Ops/Storage Building and Ammo Breakdown structure are paid separately, yet the Offense/Defense Building, which is the most complex structure on this project, is not covered by a separate pay item. We are concerned that the proposal, as it reads now, can be misinterpreted to imply that the Offense/Defense Building is not included in the bid proposal. In addition to this type of issue, some CLIN’s appear to include duplicative scopes of work. Other CLIN’s are not clear as to the extent to which site work is to be included, and on other CLIN’s that apply to the roads it would be much easier to follow if the roadway stationing were used to define the various portions of the roads that are to be allocated to the CLIN’s. The following questions address most of these issues as they relate to specific CLIN’s.

Answer No. 88: Offense/Defense building is also known as station #4 and is CLIN 001.

Price schedule revised in this amendment to be more clear.

Question No. 89: CLIN #0002 is described as “All work associated with Station #1”. Yet, CLIN #0008 and #0009 include the pricing for two of the structures that are located at Training Station #1. Therefore, it would be helpful if the description of CLIN #0002 were revised to identify the scope of work is to be included and to specifically exclude the work at Station #1 that is covered by other CLIN’s. A complete CLIN description should also address whether or not the Training Structure to be included or excluded from the

CLIN.

Answer No. 89: Station #1 is just the training station. It does not include any of the support facilities.

Question No. 90: CLIN #0005 is described as “All work associated with Station #2”. Yet, CLIN #0010 appears to include the site work associated with Training Station #2. Please clarify.

Answer No. 90: When a facility or structure is referenced it means all work for that structure up to 5 feet outside the facility. Site work is typically a different CLIN.

Question No. 91: With respect to CLIN’s #0003, 0004, 0011 and 0012 it would be much easier to understand the scope of work to be included in these CLIN’s if the roadway stationing were used to define the start and stop limits for each portion of the roads in these CLIN’s.

Answer No. 91: CLINs revised with this amendment.

Question No. 92: Please clarify CLIN #0010 and CLIN #0005 as it appears that they both include the sitework at Training Station #2.

Answer No. 92: CLINs revised with this amendment.

Question No. 93: With regard to CLIN #0008, which is described as including All work associated with the Ops/Storage Building, please clarify if this pay item is intended to include the entire Ops/Storage Building, including the foundation, HVAC, lighting, power and the lightning protection system, but excluding the sitework for this structure.

Answer No. 93: When a facility or structure is referenced it means all work for that structure up to 5 feet outside the facility. Site work is typically a different CLIN.

Question No. 94: With regard to CLIN #0009, which is described as including the Ammo Breakdown Pad, please clarify if this pay item is intended to include the entire Ammo Breakdown Building, including the foundation, lighting, power and the lightning protection system, but excluding the sitework for this structure.

Answer No. 94: When a facility or structure is referenced it means all work for that

Question No. 95: With regard to CLIN’s #0009 and #0010, it appears that both pay items include the Ammo Breakdown Pad. Please clarify.

Answer No. 95: When a facility or structure is referenced it means all work for that

Question No. 96: With regard to CLIN #0002 and #0010, it appears that both pay items include the sitework for Training Station #1. Please clarify.

Answer No. 96: When a facility or structure is referenced it means all work for that

Question No. 97: With regard to CLIN #0010, we believe that the beginning of the description needs to be revised. Presently, it reads “All work site work associated with the . .“. In our opinion, the description should be revised to “All work associated with the . .”, or “All site work associated with the . . .“. Please clarify.

Answer No. 97: The price schedule is revised with this amendment.

Question No. 98: Please clarify which CLIN’s are to include the following structures: the Offense/Defense Building, the Underground Training Structure, the Control Building, Grenadier/Gunnery Structure, and the various training buildings at Station #1 and Station #2.

Answer No. 98: The offense/defense building is station #4, the underground training structure is station #5, the control building and the grenadier/gunnery structure are a part of station #3, Station one is CLIN 002 and station #2 is CLIN 005.

Question No. 99: Please clarify which CLIN’s are to include the pricing of the following detention basins: Detention Basin #1 on Dwg. #CE-104, Detention Basin #2 on Dwg.

#CE-104 & 105, Detention Basin #3 on Dwg. #CE-101, and Detention Basin #4 on Dwg.

#CE-101

Answer No. 99: Price schedule is revised to make this clear.

Question No. 100: CLIN #0010 is titled “Wayment Pond Road”, and is described as including among other things, “the Access Road to Wayment Pond Road”. However, our interpretation of Dwg’s CS-101 and CG-101 indicates that this section of road is an existing gravel road that is not to be cleared, re-graded or resurfaced with gravel.

Therefore, we are not clear as to what scope of roadway work is to be included in this pay item. Please clarify.

Answer No. 100: All work associated with improving the access and drive area in that site are around Station #1.

Question No. 101: CLIN #0011 is described as including “All work associated with the Access Road connecting Stations #1 & #2 and the Ops/Storage Building to Station #3”.

As we find this description to be unclear, please clarify if this pay item is to include all work associated with the new Access Road from Training Station #1 to Training Station #3, starting at roadway station 0+00 and ending at approximate roadway station 10+40.

Answer No. 101: Price schedule is revised with this amendment.

Question No. 102: With regard to CLIN #0012, we find the description to be unclear.

Therefore, please clarify if this pay item is intended to include the new Access Road from Training Station #3 to the Spur Road, from roadway station 10+40 to roadway station 21+20.

Answer No. 102: Price schedule is revised with this amendment.

Question No. 103: With regard to CLIN #0003, please clarify if this pay item is intended to include the improvements to the existing Spur Road from roadway station 0+00 to roadway station 7+24.

Answer No. 103: CLIN 003 goes from road station 0+00 to 5+00.

Question No. 104: We suggest that broad scope items such as erosion control, tree clearing and site restoration be paid as separate lump sum items, rather than be divided amongst the various CLIN’s, as this approach will it easier to understand and easier to allocate the pricing in the bid proposal. For example, at Training Station #1, which CLIN’s are to cover the erosion control and tree clearing limits that are shown on Dwg. #CS-101?

Answer No. 104: No.

Question No. 105: Since the power and telecommunications systems feed all training stations, we request that the pricing of these two items be covered by their own CLIN’s rather than subdivide and allocate portions of the these items amongst the various CLIN’s. Please clarify.

Answer No. 105: Price schedule is revised with this amendment.

Question No. 106: Please clarify if the Aggregate Surface Pavement detail on Dwg.

#CS-503 is to be used for the construction of all new access roads and the improvement to the existing Spur Road.

Answer No. 106: Yes, the Aggregate Surface Pavement detail is for new access roads and improvement of existing Spur Road.

Question No. 107: Please provide a typical cross section through the new access roads that depicts how the new access roads are to be crowned and graded, the thicknesses of the roadway layers, how the typical drainage swale geometry relates to the typical roadway cross section, the typical offset distance between the edge of the new roads and the top of the swale, and how the typical roadway section is blended and sloped to meet the existing topography.

Answer No. 107: Grading information about roadway and ditches can be determined from contours. The total thickness of the roadway layers is 12 inches.

Question No. 108: The plans do not provide cross sections at regular intervals through the new roads and through the five training station sites. This type of information is typically provided in bid documents for similar site development projects, typically at 100 feet on center along the baselines or centerlines. We believe that these types of cross sections are fairly simple to obtain through the government’s CAD files that were used to generate the grading plans that are included in the set of plans. Therefore, we request that these cross sections be provided to the bidders for this project as soon as possible.

Answer No. 108: Cross Sections will not be provided.

Question No. 109: It is not clear from our review of the bid documents how the Contractor is to permanently restore the disturbed land areas on this project that are not being covered with structures or other surface treatment. The plans do not provide any typical details or typical sections that illustrate the finished vegetated areas and topsoil thickness. Please clarify.

Answer No. 109: See Spec Section 32 92 19, Seeding paragraphs 3.1.1 and 3.1.1.1.

Question No. 110: Please clarify if the government has performed any testing of the existing surface soils in the project areas to determine if those soils meet the topsoil composition requirements stated on pages #4 and #5 of Specification Section #32 92 19.

Answer No. 110: The government has not performed any testing on the existing top soils.

Question No. 111: The Technical Specifications include Section #32 12 17 – Hot Mix Bituminous Pavement. Is this section applicable to this project? We have found only gravel roads to be constructed.

Answer No. 111: This section will be deleted with this amendment.

Question No. 112: Please be advised that the plans do not provide any typical trenching, bedding and backfilling details for new drainage pipes. Please provide this missing information as soon as possible. These trenching details should differentiate between pipes installed in rock cuts versus pipes installed in fills, and there should be a typical trench detail for pipes that cross under roads and a typical trench detail for pipes in landscape areas.

Answer No. 112: See Spec Section 33 40 00.

Question No. 113: Dwg. #ES-103 and ES-104 include notes that call out concrete encased ductbanks to be constructed, but the notes do not specify a length of these encased ductbanks or which encasement detail on Dwg. #E-505 is to be used. Please clarify.

Answer No. 113: ES-103 & ES-104: Sections that depict which section requires concrete encase ductbank is already shown in the drawing. Concrete encasement shall extend a minimum of 12" beyond edge of roadbed. For the ES-104, the concrete encasement for the EF-2 circuit at Station 5 (Fed from Station 4) shall be concrete encased for the sections that crosses underneath the road as shown in ES-104, and direct buried for the rest as shown, but it enters into the underground MH it should be installed in RGS Conduit as stated in E-111. Contractor also needs to understand which detail to apply based the type of circuit required in the contract, and in compliance with the code.

Question No. 114: With regard to the typical trench detail for the underground secondary power distribution system on Dwg. #E-505, please clarify which cables are to be installed within PVC conduits and which cables are to be direct buried. As presently depicted in this typical section, all cables have been drawn as if all cables are to be installed in PVC conduits, yet the notes state otherwise. Please clarify.

Answer No. 114: Most installations in the drawings are direct buried, as shown, but in certain areas it shall be encased and in conduits. Contactor needs to understand the definition of direct buried cables and its proper installation requirement as stated in NEC, and apply such installation per requirements in the contract accordingly.

Question No. 115: Dwg. #CS-105 shows two pipe gates. Please clarify if these gates are existing or are they to be constructed under this contract, and if so, under which CLIN’s would these two gates be paid.

Answer No. 115: Gates are to be constructed under contract. This work is under CLIN #6.

Question No. 116: Please clarify why the site plans indicate encircled areas that are not to be excavated. Why are these areas to be protected?

Answer No. 116: Clarification and reason these areas are protected will not be provided.

Question No. 117: A geomembrane liner is called out on Dwg. #CG-104 for Detention Basin #2, and a typical detail is provided on Dwg. #CE-502. With regard to this liner, please clarify the following: (a) please clarify if the geomembrane liner is to extend around the entire perimeter of Detention Basin #2, or is it intended for the liner to be installed for only a portion of the embankment that surrounds Detention Basin #2; (b) please confirm that the other detention basins are not to receive a geomembrane liner; (c) please clarify the thickness and type of geomembrane liner to be used, as the specification section mentions the use of both polyethylene and non-polyethylene seams; (d) please clarify the specifications to allow for various equivalent liner materials to be used, such as Bentomat, PVC, or VLDPE, as this the geomembrane liner on this project appears to be intended only for water retention; (e) please revise the geomembrane liner detail to identify the type and thickness of the bedding material that is needed as a cushion underneath the liner in order to ensure that the liner is not punctured during placement; (f) please revise the geomembrane liner and specifications to identify the type of protection course that is to be placed on top of the liner to prevent the liner from being punctured during the placement of the cover soil; (g) the note on the detail states that the liner shall be placed under the topsoil layer, but the thickness of the topsoil layer is not specified; and, (h) we wish to point out that that the thickness of the cover soil needs to be sufficient to allow for machine placement methods, and that a 4” to 6” thick topsoil layer placed directly on top of the liner is too thin to allow machines to place the topsoil over the liner. Typically, cover soils are placed a minimum of 12” thick on top of geomembrane liners for this reason, and this same 12” thick loose lift thickness is specified in the geomembrane specification section, in paragraph #3.9 on page #02 56 13.

Answer No. 117: Geomebrane liner is for only a portion of Detention Basin # 2 to retain water. Other materials for the liner would be subject to approval by the Contracting Officer. The liner is a core to a small embankment that would retain water. It would not be practical to have a bedding material within the embankment since the soils should not puncture the liner.

Question No. 118: The notes on Dwg. #A-302, #A-303 and #A-304 call out a waterproofing membrane to be installed on all exterior basement walls and underneath the concrete floor slab of the Offense/Defense Building. It is assumed that the elastomeric waterproofing Detail “B” on Dwg. #A-501 is intended for these basement walls. Please provide a typical detail that shows how the waterproofing is to be applied underneath the basement floor slab.

Answer No. 118: THERE IS NO WATERPROOFING UNDERNEATH THE BASEMENT SLAB. THE

DETAIL ON A-501 DOES NOT APPLY.

Question No. 119: Please clarify if the Fluid Applied Waterproofing Specification Section #07 14 00 is applicable to the elastomeric waterproofing called-out in the elastomeric waterproofing Detail “B” on Dwg. #A-501 or is there a different set of specifications that apply to the basement waterproofing system. Also, if this waterproofing specification is applicable to the basement waterproofing, please clarify that the Flood Test will not be required.

Answer No. 119:

NO, THIS SECTION APPLIES FOR THE BASEMENT WATERPROOFING. FLOOD TESTING WOULD

NOT BE REQUIRED FOR THE BASEMENT WATERPROOFING AND THE FLUID APPLIED

WATERPROOFING SPEC WOULD NOT APPLIED TO THE BASEMENT WATERPROOFING.

Question No. 120: With regard to the Fluid Applied Waterproofing Specification Section #07 14 00, please provide suggested manufacturers or products that will produce the required system.

Answer No. 120:
