AMENDMENT 0005
Replace 60 psi Steam Line and Plumbing Upgrades Stratton VA Medical Center
Albany, New York
Amendment 0005
AMENDMENT 0005 to DRAWINGS and SPECIFICATIONS for Replacement of 60 psi Steam Line and Plumbing Upgrades, Stratton VA Medical Center, Albany, New York
SPECIFICATIONS
1. The following SPECIFICATIONS have been REVISED but NOT REISSUED:
‐ Section 00 80 00– replace paragraph G Phasing Requirements in its entirety with the following: “The contractor can perform work on multiple chase locations (remove the ceiling, set up the containment barrier, demolish the wall, remediate asbestos...) except the pipe replacement shall be reserved to only one chase at a time to limit the disruption of the system to a minimum. It may be possible for contractor to perform multiple chase pipe replacements only at the direction of the Contracting Officer, these decisions will be made on case by case basis during construction. The work sequence of the utility chases will be determined by the Contracting Officer.”
BIDDER’S QUESTIONS AND GOVERNMENT REPLY
1. Can one individual perform Site Supervision, QA/QC & SSHO activities? Response: No, please follow the requirements as stated in the solicitation.
2. Specification indicates that QA/QC & SSHO activities can be performed by one person. Can a Site Superintendent perform site supervision, QA/QC & SSHO activities? Response: No, please follow the requirements as stated in the solicitation.
3. Is it the government’s intent to allow only one column enclosure from the basement to the roof to be worked on at a single time? If so, in order to complete the base bid scope of work in the allowable 365 days, we would have to complete one entire riser every 5-1/2 days and work 7 days/week in order to complete the 66 different plumbing locations. To expand, this would mean that we would need to remove the ceiling, set up the containment barrier, demolish the wall, remediate asbestos, complete the mechanical work, test, insulate, patch, trim, paint, remove the containment barrier, and replace the ceiling for each of the six floors in 5-1/2 days-this is not feasible. Or, is it the government’s intent that this restriction only apply to the steam risers and associated chases? Response: Please refer to the revised section 00 80 00 paragraph G for phasing requirements. The construction duration will remain as stated paragraph 1 of the same specification section. The phasing requirement applies to the entire contract.
