PERFORMANCE WORK STATEMENT (PWS)

Washington Aqueduct Division Crane Inspection and Maintenance Service Contract

PART 1

GENERAL INFORMATION

1. GENERAL INFORMATION: This is a non-personnel services contract to provide Maintenance, and Inspection of Cranes and Hoist at Washington Aqueduct Facilities. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Background: In connection with the performance of its potable water treatment program, the Washington Aqueduct Division maintains five Facilities with Crane and Hoist capability located in Five locations in Washington, D.C., and Maryland. These Cranes and hoist range from ½ ton up to 25 Ton capacity and require periodic preventive maintenance, inspection, and to maintain safety standards for safe operation.

1.2 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform preventive Maintenance and Inspections on 34 Crane and Hoist as defined in this Performance Work Statement.

1.2.1. Point of Contact:

1.3. Scope: The contractor shall perform preventive maintenance and inspections for 34 cranes and hoist systems at the Washington Aqueduct as well as provide an inspection report in accordance with all applicable regulations, standards, instructions, and commercial practices. Crane and hoist systems to be serviced under this contract are listed on Attachment 1, (Washington Aqueduct Crane and Hoist Inventory).

1.4. Period of Performance: The Period of Performance shall be a base year of 12 months with 4 option years and option to exercise six-month extension if needed. The Period of Performance will commence immediately following award of contract.

1.5. Hours of Operation: The contractor is responsible for conducting business, between the hours of 06:00 through 14:30 Monday thru Thursday except Federal holidays (listed below) or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must, always, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6. Place of Performance: All work activities will be completed within a 10-mile radius of the Dalecarlia Water Treatment Plant Located at 5900 MacArthur Blvd. NW, Washington, DC, 20016.

1.7. Type of Contract: The government will award a Firm Fixed Price (FFP) type of contract for this requirement.

1.8. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS.

1.10. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). The government will designate a Subject Matter Expert (SME) will be responsible for administering the government’s Quality Assurance Program.

1.11. Security Requirements:

1.11.1. The Washington Aqueduct is a secure access facility. All contractor and all associated sub-contractors’ employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the Everify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file. The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.

1.11.2. ACCESS CODE CONTROL: The Contractor shall establish and implement methods of ensuring that any access code numbers issued to the Contractor by the Washington Aqueduct are not lost, misplaced, or used by unauthorized persons. The Contractor shall report the occurrence of a lost access code to the COR, or if after normal Government working hours to the Security duty officer. In no event shall the report be later than the next duty day. The Contractor shall be required to replace or reimburse the Government for any security system modifications required as a result of the Contractor’s losing access codes. It is the responsibility of the Contractor to prohibit the use of access codes to Government facilities by any persons other than the Contractor’s authorized employees or authorized Government personnel. The Contractor shall not open locked areas to permit entrance by unauthorized persons.

1.11.3. "OFF LIMITS” AREAS OF FACILITIES: Certain buildings and real property parcels are "off limits" to the public. The Contractor personnel shall not enter any "off limits" facilities without specific permission from the COR to do so. Other areas where the Contractor is authorized to enter must be closed except when entering or leaving the area. The Contractor shall ensure these areas are closed following entrance, remain closed while working within, and are re-locked upon egress.

1.11.4. Physical Security: Contractor personnel will be escorted during the performance of this contract. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.

1.12. Contractor Technical POC: The contractor shall provide a contractor point of contact who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 6:00 a.m. to 15:30 p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.3. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.4. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.5. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

PART 3

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1. General: The Contractor shall furnish all supplies, materials, equipment, facilities, and services required to perform work under this contract. The Contractor shall be responsible for complying with any municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work.

4.1.1. Materials: All materials used, partially or totally, to perform works required in this contract and not furnished by the U.S. Government, shall be included in the total contract cost and cannot be reimbursed by the U.S. Government.

4.1.2. Equipment: The Contractor shall furnish all necessary equipment, tools, supplies, and any other material necessary for the efficient, safe performance of this contract. Equipment shall be the type and size suitable for commercial operations.

4.2. Accidents: The Contractor shall also be responsible for all damages to persons or property that occurs as a result of the Contractor’s fault or negligence.

4.3. Conduct of Operations and Personnel: The Contractor shall ensure all work is conducted in a manner that will minimize interference with the work of the Government personnel and other Contractors.

4.4. Clean-up and Disposal: The Contractor shall clean up the work area at the completion of the specific task, or at the close of each workday, whichever comes first, and properly dispose of waste generated in the performance of this contract. Waste disposal will be off site, by the Contractor.

PART 5

SPECIFIC TASKS AND DELIVERABLES

5. SPECIFIC TASKS AND DELIVERABLES:

5.1. Specific Tasks:

5.1.1. Inspections: The Contractor shall coordinate with the point of contact (POC) within 7 business days of contract award to schedule inspections that are deconflicted with ongoing operations. Inspections will be completed 10 business days after the scheduled inspection date, and a final inspection report will be provided to the POC no later than 10 business days after the inspection.

5.1.1.1 All work performed by the contractor shall conform to the latest editions of applicable specifications and standards, including but not limited to the following:

-OSHA 29 CFR 1926 Construction Standards
-Army Corps of Engineer EM 385-1-1
-American Society of Mechanical Engineers (ASME)/American National Society Institute (ANSI) B30 Crane Standard Codes
-Crane Manufacturer’s Association of America (CMAA)
-American Gear Manufacturers Association (AGMA)
-Manufacturer’s Recommendations & Warranty Requirements

5.1.1.2. If any repairs are identified during the inspection the contractor will provide an itemized quote broken down by parts and labor and will accompany the Inspection report.

5.1.2. Equipment: The contractor shall provide all personnel, equipment, tools, test weights, high reach equipment, materials, supervision, and other items and services, necessary to perform the maintenance, inspection, weight testing and certification of crane and hoist system owned by the Washington Aqueduct.

See Attachment 1, Washington Aqueduct Crane and Hoist Inventory, for the locations and description of the crane and hoist systems.

5.1.3. Certification Documentation: Upon successful annual certification of a crane or hoist, the contractor shall neatly post the month and year (i.e. “May 2000”) of certification as well as the next service date in an easily seen location on the crane. The placement of the crane or hoist certification need to be agreed by the POCs prior to placement.

5.1.4. Inspection: The services performed under this contract shall provide an annual inspection for crane and hoist system in the Washington Aqueduct. During inspection, the contractor shall identify conditions that require repair to mitigate more serious and costly problems.

5.1.5. Preventive Maintenance: All preventive maintenance shall be in accordance with industrial standards referenced above in paragraph 5.1.1.1.

Preventive maintenance shall include all major components of the equipment, to include complete preventative maintenance inspections, lubrication, to include all gear box lubricants, and operational and load testing as required by regulation. Any identified problems or required repairs shall be documented and submitted to the point of contact. The contractor shall include an itemized estimate for parts and labor costs denoting the pertinent ASME/ANSI or OSHA defect code or paragraph.

Inspection and maintenance shall comply with manufactures technical specifications and shall consist of but not limited to the inspection, alignment, lubrication, adjustment, load testing, cleaning, and certification of the listed minimum requirements.

Crane and Hoist Minimum Inspection and Maintenance Requirements:

a) All braking mechanisms.

b) Hoist systems and hoist limit devices.

c) Load carrying wire ropes, chains, and sprockets,

d) Hook and block assemblies.

e) Supporting structure trolley, rails and bridges.

f) All controls and operating mechanisms.

g) Load limit switches and overload safety devices.

h) Drums, sheaves, gear assemblies, motors and couplings, shafts and bearings.

i) All electrical systems and components on cranes and all power supply and feed systems necessary for proper operation of cranes and hoists.

It is the responsibility of the contractor to obtain and comply with the operation and maintenance inspections issued by the manufacturers of the individual equipment listed in Attachment 1.

5.2. Annual Crane and Hoist Inspection and Maintenance: The Washington Aqueduct require an annual inspection for each individual crane or hoist. The contractor is responsible for compiling all maintenance and discrepancy data necessary to bring each facility crane or hoist to full operational status. The Annual Crane and Hoist Inspection/Maintenance Sheet shall contain, as a minimum, the following:

a.Crane/hoist identification number.
b.Facility number.
c.Description of equipment including manufacturing name, serial number, etc.
d.Date of inspection.
e.Last known inspection date.
f.Rated capacity of crane or hoist.
g.Checklist of inspection items.
1.Preventive maintenance to be performed.
J.Date of last inspection.
k.Number, description, and location of components.
l.The O.S.H.A. and ASME/ANSI reference standards for discrepancy.
m.Comments/recommendations.
n.Signature of the Point of Contact.
o.The estimated labor costs for repairs.
p.Remarks section.

5.3. Contractor Duties: The contractor shall provide a manager who shall be responsible for the performance of the work. The name of this person and alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer.

The contractor’s manager or alternate shall have the authority to act for the contractor on all matters relating to the daily operation of this contract. The contractor’s manager or alternate shall be available during normal duty hours.

The contractor shall be required to sign in with the POCs at the beginning of each work period. He/she will notify the POCs his/her work schedule for the day.

The contractor shall ensure that only qualified journeyman mechanics will be employed in performance of services under this contract. The contractor shall furnish the contracting office and contracting officer representative with certificate copies for all current and new employees who will work on Washington Aqueduct cranes and hoists, showing they have successfully completed an industry recognized crane and hoist certification course. Additionally, the contractor shall provide documentation for each employee, verifying and detailing that they are competent, qualified, and experienced journeyman mechanics in the trade and that they have a minimum of 2 years continuous crane and hoist inspection, test, and certification experience. Under no circumstances will unskilled or inexperienced laborers be permitted to work on cranes and hoists at Washington Aqueduct.

Contractor shall take precautions to ensure that all operations are conducted in a manner which will not interfere with the normal operations of the surroundings facilities nor the safety and convenience of the occupants. Contractor shall coordinate activities with the POC to minimize effect on other projects taking place around the facilities.

The contractor shall protect Government property and furnishings that may be in, or adjacent to, the work area with appropriate clean drop cloths, barricades, dust-stops or other provisions as determined by, or approved by, the SME prior to starting work. The contractor shall remove debris, tools, and equipment when work is completed in a particular area.

The contractors’ employees shall wear all appropriate PPE to include safety shoes, hard hat, restraint harnesses, ear protections, and/or any other safety equipment required to comply with all OSHA requirements and USACE EM 385-1-1 requirements.

5.4. Environmental and Hazardous Materials Handling: The contractor is responsible for the disposal and handling of all environmentally hazardous materials generated under this contract. If the lubricants and hazardous waste falls under the RCRA the contractor is to provide an estimate of that waste stream (quantity and type) to Washington Aqueduct prior to generation. All waste will be disposed of under the Dalecarlia WTP EPA ID number and must be handled under the regulations of a Small Quantity Generator. Contractor will coordinate with WQE to ensure that all hazardous waste streams are accounted for.

The manifest of the disposal of waste will be signed by our Water Quality and Environmental Technician. We will require copies of the final manifest for our records.

The contractor shall ensure that all environmentally hazardous materials are disposed of in accordance with all applicable local, state, and federal laws and regulations. No environmental or hazardous materials shall be disposed of on Washington Aqueduct properties or through any government facility or organization on the Washington Aqueduct.

Certification Documentation. Annual certification of each of the 34x cranes and hoists as prescribed in Attachment 1 of the PWS to be to be posted in consultation with the POC indicated in PWS 1.2.1.
