The RFI provides responses to several questions from potential contractors regarding the scope of work, including the length and configuration of the existing guardrail, the acceptable guardrail system, delivery requirements for submittals, and the type of surface the guardrail will be installed on. The related federal contract opportunity is a Request for Proposal (RFP) issued by the U.S. Army Corps of Engineers, Baltimore District, for the removal and installation of a new galvanized steel W-beam guardrail system with steel I-beam posts along the dam crest access road. The contract will be a 100% Women Owned Small Business (WOSB) set-aside, with a fixed-firm price contract and a period of performance of 180 days. Proposals are due by 11:00 AM on May 3, 2024.

Solicitation Notice ID W912DR24R0026-East Sydney Guardrail Replacement

Request for Information (RFI’s)

Q1. Is the new rail going to extend farther down the access road toward Triverfield Rd?

Government Response: The exact length of existing guardrail is 1,154 feet on each side.

However, it is encouraged that each contractor makes their own exact measurements on-site.

Q2. Can you please provide railing limits and/or quantities for each side of the road.

Government Response: To get the 2,500 feet listed in the Statement of Work, each side was added along with a buffer amount.

Q3. There are two separate W-beam systems that are approved by the NYSDOT. Is there a preference for which system is installed?

Government Response: Follow the Weak post guard rail – 606-07-230901 standards.

Q4. Will buried concrete anchor blocks (as shown in the links above) be required at all 4 corners?

a. If so, the railing would fail to remain at mounting height well before reaching the dam.

b. If not, would parking lot style 180° wrap ends be acceptable?

Government Response: The parking lot style 180-degree wrap ends are acceptable.

Q4. The SOW states the below as deliveries but does not define when they are required to be delivered. (Not observed in pre-work or post-work deliverables.) Can you please advise the desired delivery timeline of these items?

a. Schedule of construction activities

b. Manufacturer’s Catalog Cut Sheet (or equivalent)– submit data describing and depicting the material in enough detail to demonstrate specification compliance for approval.

Government Response: The schedule of construction activities and cut sheets should be provided at the pre-work conference.

Q5. The SOW Deliverables states Pre-work Submittals to be submitted 20 days ARO, however Special Conditions states Pre-Work Submittals to be submitted 30 days ARO.

a. Can you please clarify which is correct? It would be desirable for the pre-work submittals to be delivered within 30 days. Vs. 20, if possible.

Government Response: 30 days is the correct time frame.

Q6. Will the guardrails be installed in concrete or asphalt?

Government Response: Posts will be installed adjacent to an asphalt roadway. The material is placed in material that may include some rocks.

Q7. Please confirm that the SOW solely involves the removal and immediate reinstallation of the existing guardrail system to meet DOT standards.

Government Response: The SOW involves the removal and immediate reinstallation of the existing guardrail system to meet DOT standards.

Q8. Please provide the exact linear footage of the currently installed guardrail system.

Government Response: The exact length of existing guardrail is 1,154 feet on each side.

NOTE: A formal amendment will be posted to sam.gov on or about 14 May 2024.
