Question 10: On the solicitation, it states the North American Industry Classification System (NAICS) code is 561730 size standards of $9,500.00 PSC code S208. Does this mean any total small business that earned more than $9,500 aren’t able to win bid let alone submit bid of this solicitation?
Answer:
Qualifying as small is one of the basic requirements your business needs to meet before you can compete for government contracts that are set aside for small businesses.
You can find out if your business qualifies as small by using the Size Standard Tool on U.S. Small Business Administration, found at:
https://www.sba.gov/size-standards/index.html
Input NAICS 6-Digit Code: 561730
Input how much average annual receipts or revenue. When you calculate the size of your business, you must include the annual receipts and the employees of your affiliates. When another person or business can control your business, they are an affiliate. This is true even if they don’t exercise their control.
For additional assistance on size standards and affiliation rules for participating in government contracts, please reach out to sizestandards@sba.gov
Question 11: I just came across this opportunity and I see the site visit has already passed. If I am able to reach out to companies and they are interested in coming to see the site, can they still do so? Do they need clearance, or can they do the site survey themselves?
Answer: No clearances are needed to enter the sites where mowing will be performed. If an area is restricted, it will be signed “Authorized Personal Only.” Do not enter the restricted areas unless accompanied by an Authorized Person. Using the maps in the contract solicitation you can conducted your own site surveys. If you have questions or want to meet with the POC please contact Nate Perry at (607)744-1309.
Question 12: Regarding the "Past Performance Questionnaire", I am new to Government contracting and although I have placed bids, I have not won anything just yet. Will it be ok to use the past performance of the company that are experts in the field?
Answer: Present the past performance of your organization. An award does not have to be made by the Government to showcase relevant information regarding a contractor’s actions under previously awarded contracts. Past performance can showcase the contractor’s record of conforming to contract requirements, standards of good workmanship, record of forecasting and controlling costs.
