About this file

This document provides an amendment to a solicitation for mowing and trimming services at Southern New York Local Flood Protection Projects in Broome and Steuben counties. The U.S. Army Corps of Engineers, Baltimore District is seeking a contractor to perform grass mowing, trimming, and related landscaping services across approximately 150 acres for one base year with four optional one-year extensions. Services are required at multiple project sites and include mowing of levees, berms, drainage ditches and other areas using equipment suitable for steep slopes near streams. By-hand trimming is required around structures not accessible by mowers. The solicitation is designated for small businesses with average annual receipts less than $8 million. Interested vendors must register in the System for Award Management to receive a contract award. No pre-bid site tour is scheduled but can be arranged by contacting the project contact. Questions about the solicitation were due by May 20, 2022.

SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been added by full text:

Questions and Responses for Mowing and Trimming Services at Southern New York Local Flood Protection

Projects Broome and Steuben counties, New York

Question 1: Are you seeking new bids to obtain better pricing, or are they dissatisfied with the current contractor? If they are unhappy with them, could you elaborate on why so? I want to ensure that we can provide proper services.

Will there be a site visit?

Answer 1:

The previous base plus 4 option year contract had expired and we are seeking a new contract. A site visit can be scheduled with Nathan Perry by calling at (607)744-1309.

Question 2: The attachment has maps, but there is no address for the place of performance. Can you provide an address to give me a landmark? I also wanted clarity that the only service is mowing the grass? Is that correct?

Approximately how many acres?

Answer 2:

If the contractor contacts Mr. Perry for a site visit, he can provide a location address or take them for a site visit.

The service only includes mowing and trimming services. The trimming is around structures that don’t allow mowers to cut close to like riprap, fences, or walls.

The acreages are listed in the SOW on the first page. For each site the acres are broken down by “flat”, “levee” or “riverbank”. The reason it is broken out in these categories is for complexity of mowing. The levee and riverbanks are steep and require a mower that can handle the slope.
