Will there be any docking space available for use or will the contractor need to provide a floating temporary pier?
On: Jun 25 2021.
Government Response. . There is no consistent docking space available for the Contractor's crew boat at Poplar Island. The Contractor should provide their own temporary floating pier to allow for safe crew boat docking and personnel access. The Contractor's pier location must be coordinated and approved by USACE prior to mobilization to the site. Potential locations for installation of a temporary pier are near the existing government personnel pier, within the embayment, or along the south side of Cell 11. On: Jun 30 2021

Can we bring barges and equipment in and offload near the inlet structure?
Government Response. . The water depths near the Cell 1C inlet structure will limit barge access, particularly at low tides. As shown on C-101 and C-102, the existing contours directly in front of the inlet are approximately -2 to -3 ft Poplar Construction Datum (PCD). In general, elevations in Poplar Harbor range from -3 to -6 ft PCD. On: Jun 30 2021

Government Response. . There are no restrictions on the type of fuel used on the site. All fuel must be stored safely and in accordance with the USACE
Safety Manual EM 385-1-1 (dated 30 November 2014). Fuel cubes and tanks of to 500 to 1000 gallons are often used by Contractors at Poplar Island, and can typically be stored in the vicinity of the Contract staging area (at least 25 feet away from office buildings/temporary storage structures).
Most tanks/cubes used on site are double-walled and technically do not need containment berms; however, most Contractors still use a containment berm under the tanks to avoid contaminating the island's soil, wetland areas and waterways. All single-walled tanks and cubes are required to have containment berms. The Contractor should coordinate the placement and storage of these tanks with the USACE Site Representative. On: Jun 30 2021

Are there any specific first aid requirements for the job?
Government Response. . In accordance with the Contract Specifications and the EM 385-1-1, a designated Site Safety and Health Officer (SSHO) is required for this job and a detailed Accident Prevention Plan must be submitted and approved prior to mobilization. One site specific requirement is that the Contractor have a boat remain at the island during work hours to be used for personnel transport off the island in the event of an emergency. Since this is a remote site, the Contractor should have an effective means of communication so all personnel can call for assistance in the event of an emergency.
Standard USACE safety/first aid requirements also apply, including (but not limited to): at least 2 persons on each shift should be qualified to administer first aid and CPR, and at least one first aid kit for every 25 people. For more details on what- at minimum- should be included in the kits, please see Table 3-1 in the EM 385-1-1. The Contractor should also have a Blood-Borne Pathogen kit on hand, and it is highly recommended but not required to have an AED on site. On: Jun 30 2021

Will the army corps provide specifications for the MSE wall or is it up to the prime contractor to have this engineered?
Government Response. . The Contractor is responsible for the design of the MSE wall. Please review Specifications Section 32 32 22 for details. On: Jun 30
9299470 Other NA will you make the sign in sheet available?
Government Response. . The site visit sign-in sheet has been posted on SAM.gov. On: Jun 26 2021 https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicReportAll&strReportType=AllCont 3/3
