Regarding Section 3.1 Requirement 1 (Volume 1, Tab A)
– Experience. Section 3.1.1.2 states “Projects shall include experience in two (2) to three (3) of the elements listed below”. There are five (5) “elements” listed under this Section. The last element is “The submitted projects shall be in the $10M - $25M range”.
The range appears to be listed as one of the elements, to be chosen as two (2) to three (3) elements of experience.
Question: Are all projects submitted for each element required to be in the range of $10M - $15M?
All projects are not required to be in the $10M - $25M range; Projects shall include experience in two (2) to three (3) of the elements listed. The $10M - $25M range is an element that can be chosen as one of the 2-3 elements of experience.

The submission requirement states 3.2.1.1. The project will require the contractor to have an active TOP SECRET Facility Site Clearance.
Question: Does this TOP SECRET Facility Site Clearance include Safeguarding? We are inquiring as a contractor can have a TOP SECRET Facility Site Clearance, but not be cleared for Safeguarding.
There is no requirement for production or storage of TS material at the contractor’s office, FOUO only. Site clearance for access is necessary, but there is no need to be cleared for Safeguarding.

Futron Incorporated is a small Design-Build Construction business. We maintain active Top Secret Facility Clearance. We are interested in pursuing the above project and has teamed with a local company in Colorado. Futron do not have the size of past performances required for prequalification.
Question: Will the Government consider lowering the size of past performance?
Note: Follow-up clarification email sent to determine if question was in reference to the minimum of 3 and maximum of 5 projects or the dollar value of the submitted projects.
Responding Email clarified question is referencing the dollar value of the submitted projects.
