If so, please designate a window type and location.
Government Response. Refer to window types W1 and W2 for units that are referenced in the specification.
The window designation of "F-CW30" is not unique to Pella and is generally defined as follows:
"F" designates the window as fixed; "CW" designates the window as a heavy-duty commercial product with higher loading and deflection limits; and "30" designates the minimum performance grade that defines the minimum pressure requirements.
10.) Section D.6 states proposals should be submitted to the Bid Room. Section 3.b of "A Note to Offerors" states bids should be received at Room 03-G-23. Please clarify the room where proposals should be delivered.

Government Response. Demountable partitions are provided as part of the furnishing, fixtures, and equipment package that will be issued by the Government at a later date. The Government recognizes that prospective offerors may wish to better understand the planned demountable partition system and therefore Specification Section 10 22 19 is provided in this amendment for coordination purposes only.
25.) Per the pricing schedule, please confirm if CLIN 0006 (rock removal - mass excavation) and CLIN 0007 (rock removal - trench) are all the costs associated with this bid or are these CLIN items above and beyond the work shown in the bid documents and rock removal work costs shown and/or specified will need to be included in CLIN Item 0002.
Government Response. CLIN 0001 through CLIN 0009 represent the total estimated base bid amount and should be counted only one time each.
26.) Referencing sheet E-002, please confirm a 4-way duct bank should run from the power pole to EMH-1 where it then splits into two separate 2-way duct banks, with one duct bank running to the new transformer and another running to the existing transformer at building #810.
Government Response. The intent is for two separate 2-way ductbanks as shown on Sheet No. E-002 and Detail No. 3

Government Response. Outside plant fiber cabling and pathways shall be provided between MH-42B and Telecom/035.
31.) Drawing A-444 states that all millwork in the lactation room, copy rooms, and pantry/lounge is part of the FF&E package and all countertops and backsplashes will be provided by the Contractor. Is the intent that millwork (By FF&E) and countertops/backsplashes (By Contractor) will be installed concurrently during the construction phase or should the Contractor provide-only countertops/backsplashes to be installed by FF&E contractor after the construction phase?
Government Response. Refer to CLIN 0011. Prospective offerors should include providing and installing of countertops and backsplashes (including coordination with others) during the installation the furnishing, fixtures, and equipment package that will be issued by the Government at a later date.

37.) Are column covers required at the columns shown on details 7/A-511 and 1/A-511? If so, please provide the material and a specification or BOD.
Government Response. Column covers are not required. Provide painted round hollow structural sections (HSS10x0.250) as indicated on Sheet No. S-602.
38.) There are no door hardware sets indicated for doors 009, 010-A, 010-B, 106, RT1-A, and RT1-B on drawing A- 621 or in Spec. Section 08 71 00. Please clarify the door hardware sets required for these doors.
Government Response. Provide all hardware as listed in Specification Section 08 41 13 unless otherwise qualified in the "Comments" column of the Door Schedule on Sheet No. A-621.
39.) We request a proposal due date extension.
Government Response. Please see Box13.
40.) Spec. Section 08 81 00, Section 3.5 calls for glazing type GL-1 at South-West & South-East, GL-1S at South- West & South-East, GL-2 at North-East & North-West, and GL-2S at North-East & North-West. This conflicts with glazing types shown on A-201, A-632, and A-633. Please clarify.
Government Response. The specification is stating the general rule or principle for the glazing – GL-1 on the more solar exposed sides and GL-2 on the less exposed sides. However, there are exceptions to the rule for the window walls as shown on drawings A-632 and A-633 (the drawings are correct). The specification is expressed in true north while the elevations use plan north. To clarify the above passage in the specification using plan north we would have:
-GL-1 and GL-1S for the punched windows on South and East elevations – but refer to drawings for the window walls.
-GL-2 and GL-2S for the punched windows on North and West elevations – but refer to drawings for the window walls.
41.) Details 6/S-502 and 7/S-502 indicate "micropile reinforcement by micropile contractor". However, no reinforcement details are shown. Please provide reinforcement details.
Government Response. Reinforcing as shown is diagrammatic and shall be provided only to the extent required by the micropile delegated design engineer as described in Sheet No. S-002, Note No. H and Sheet No.
S-001, Note No. C3.
42.) Are the Type D Demountable Partitions part of the FF&E package that is provided by the owner and not in our scope? If not, please provide a spec.
43.) Refer to Drawing CS-100. Regarding Optional Bid Item #0010, in the area of the proposed 55 parking spaces, what is the proposed condition of this area if the optional parking spaces are not constructed?
Government Response. Reference plan note on Sheet No. CS-100 indicating "PROPOSED 61 PARKING SPACES TO BE PART OF BASE BID". Reference plan note on Sheet No. CS-100 indicating "PROPOSED 55 PARING SPACES TO BE PART OF BID OPTION" for area to be included in CLIN 0010.
44.) Micropile question. Section 01 22 00.00, 1.1.3.2 says "The total drilling depth of all micropiles for which payment will be made will be the theoretical quantity greater than 20% of the cumulative length as could be reasonably determined by evaluating the existing geotechnical information provided with the Contract Document and as necessary to achieve the required frictional resistance as prescribed in the drawings and specifications. Potential bidders shall include a minimum of 3300 linear feet of micropile drilling within their proposals. When supported by verifiable documentation, additional micropile drilling will be compensated on a unit as provided by the Contractor in the proposed Bid Schedule." The Price Schedule Item #0008 tells us to include 4000 LF of micropiles. This conflicts with the spec. Please clarify what quantity of micropiles to include. Since we are being provided an exact bid quantity, shouldn't additional / reduced footage be based on field measured quantity vs. bid quantity?
Government Response. Follow the requirements as outlined in the Price Schedule. Section 01 22 00.00 10 is revised in this amendment.
45.) Rock question. Section 01 22 00.00, 1.1.2.2 says "The total quantity of excavated rock material for which payment will be made will be the difference between the quantities that can be reasonably determined in Section 31 00 00 EARTHWORK and the ultimate volume of rock removed." The Price Schedule item #0006 tells us to include 3000 CY of mass rock, and item #0007 tells us to include 320 CY of trench rock. This conflicts with the spec. Please confirm if we are to include only the 3000 CY of mass rock and 320 CY of trench rock per the Price Schedule.
Government Response. Follow the requirements as outlined in the Price Schedule. Section 01 22 00.00 10 is revised in this amendment.
46.) Reference Spec Section 071400 - Bituminous Damp proofing. Is this spec applicable to the project? No bituminous damp proofing is shown on the drawings.
Government Response. Section 071400 Bituminous Damp proofing is not applicable and can be deleted from the project specification.
47.) Reference sheet AS-001. Please provide specifications and details on the site furnishing outdoor benches.
Government Response. Benches will be provided as part of the furnishing, fixtures, and equipment package that will be issued by the Government at a later date.
48.) Reference sheet CS-100, site plan key note 20. Please confirm how many barrier gates there are for this project.
Government Response. Provide and install a double active vehicle barrier gate at the entrance to the Loading Area east of the building.
49.) Reference Spec Section 347113.19 - Active Vehicle Barriers. Please provide details, including foundation design, height, width.
Government Response. Design of the active vehicle barriers should be a delegated design responsibility of the manufacturer.
50.) Reference Spec Section 323113.53 - Security Fences and Gates. Please confirm the location of the fence and gates. If fences and gates apply to this project, please provide details and the height of said items.
Government Response. Fences and gates beyond those required for temporary construction are limited to those shown at the Utility Yard east of the building (reference Sheet No. A-421).
51.) Reference sheet CD-100, demolition keynotes 5 and 6. Please confirm that the existing building 843, and existing concrete sidewalks for building 843 are not in this contract, and to be demolished by others.
Government Response. All above grade structure associated with existing Building 843 as noted in Note No. 5 will be demolished by the Government prior to the notice to Proceed. Sidewalks as shown should be removed by prospective offerors.
52.) Reference sheet CD-100. Please confirm if the Existing Metal Building located South from Ex. Metal Building T-818 is to be demolished by others? This building currently has two conflicting demolition keynotes, Note #2 stating that it's to be demolished, and Note #5 stating it's to be demolished by others.
Government Response. All above grade structure associated with existing Building 843 as noted in Note No. 5 will be demolished by the Government prior to the Notice to Proceed.
53.) Please clarify the RCP to identify the correct ceiling tiles. On level 02 Segment A it shows ACT-04 along the South side of the Core, with part of segment B showing the ACT-04. On level 02 Segment B is shows what appears to be ACT-01 or 02 in the same area, south of the core build. Similar on Level 03.
Government Response. ACT-04 is limited to the area shown on Level 01, between Column Lines "C6" and "D5".
54.) Option 10, the extension of the chandler parking area, already looks like a parking area exists. Please verify what the scope of work is for this area. Is it just added storm drains and site lighting with pavement markings as there are no asphalt paving sections contained in the contract drawings?
Government Response. Reference plan note on Sheet No. CS-100 indicating “PROPOSED 61 PARKING SPACES TO BE PART OF BASE BID”. Reference plan note on Sheet No. CS-100 indicating “PROPOSED 55 PARKING SPACES TO BE PART OF BID OPTION” for area to be included in CLIN 0010.
55.) Please provide specification for the writable film indicated on the demountable partitions.
Government Response. Demountable partitions are provided as part of the furnishing, fixtures, and equipment package that will be issued by the Government at a later date. The Government recognizes that prospective offerors may wish to better understand the planned demountable partition system and therefore Specification Section 10 22 19 is being provided for coordination purposes only.
56.) Please provide a specification for the demountable partitions or confirm whether these are a part of the government's FFE package.
57.) Please provide specifications for the cast stone indicated on the contract drawings.
Government Response. Refer to Specification Section 04 20 00 (and ASTM C1364 as referenced therein).
58.) Please provide specifications for the mechanical enclosure which is stated to be a delegated design feature.
Government Response. The delegated design is limited to the fencing system as described on Sheet No. A-421 and Specification Section 32 31 13.53.
59.) Please identify where the damp proofing is required as there seem to be no indications on the drawings as to where this applies.
Government Response. Section 071400 Bituminous Damp proofing is not applicable and can be deleted from the project specification.

Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.80 for calendar year 2020 applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January
1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.80 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2020. If this contract is covered by the EO and a classification considered necessary for performance of work on the contract does not appear on this wage determination, the contractor must pay workers in that classification at least the wage rate determined through the conformance process set forth in 29 CFR 5.5(a)(1)(ii) (or the EO minimum wage rate,if it is higher than the conformed wage rate). The EO minimum wage rate will be adjusted annually. Please note that this EO applies to the above-mentioned types of contracts entered into by the federal government that are subject to the Davis-Bacon Act itself, but it does not apply to contracts subject only to the Davis-Bacon Related Acts, including those set forth at 29 CFR 5.1(a)(2)-(60). Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.
