RFI Questions
Q1: In Section I Technical: A. Technical Requirements: the solicitation reads, “This information consists of the offeror’s intended approach to executing the contract. The submission for this section shall not exceed 5 pages in length, excluding resumes.” Does the 5 page limit count for just the technical approach, or the technical approach and past performance combined?
A1: The 5 page limit is imposed on the technical approach only.
Q2: In Section II Past Performace: A., the solicitation reads, "The Installing Contractor shall be certified by the manufacturer of the roof system to be installed." What does this pertain to?
A2: This sentence was a misprint and shall be removed from the evaluation criteria.
Q3: In section II. Past Performance, A. Technical Requirements, it states, "Submit at least 3 detailed examples of relevant work that are currently well underway or performed within the past 10 years. Work experience shall be demonstrated for at least 10 years." Then in section B. Evaluation Criteria, it states, "The Government will evaluate how well the Offeror demonstrated their recent (within three years of the issue date of the RFQ), relevant experience with similar projects." Should the Past Performance examples be within 10 or 3 years?
A3: Demonstrating work experience for at least 3 years will be acceptable.
Q4: In section I, Technical, 2. Staffing plan, it states, "The proposed staffing plan shall include both numbers of personnel proposed and position titles. Resumes for proposed key personnel, consisting of experience and other pertinent information, inclusive of superintendents, quality control inspectors, and foremen must also be submitted."
Can the superintendent and quality control inspector wear dual hats?
A4: The superintendent may also be the quality control inspector. They may also serve as the Site Safety and Health Officer.
Q5: The SOW states PennDot material. Does that mean that it has to be tested and approved by PennDot or does it simply have to meet PennDot spec and no testing is required?
A5: Rock and aggregate must meet the standards established by PennDOT and be so certified by the supplier. It does not need to be inspected by PennDOT. Suppliers approved by PennDOT as producing qualified materials are listed in PennDOT Bulletin 14.
Q6: Is sandstone R4 acceptable material if the size is correct?
A6: Sandstone is a sedimentary rock and is therefore acceptable as long as it meets the R-4 standard and does not contain the deleterious material listed in Section 5. Riprap of the specifications.
Q7: What are the start and completion dates for the project?
A7: Notice to proceed will be issued following award. The work shall be completed within 90 calendar days of the notice to proceed.
Q8: Can we work from 7:00am till Dark?
A8: As noted in the Special Conditions 2. Performance of Work, work shall only be performed during normal duty hours, 7:00 a.m. to 3:30 p.m. An exception may be granted for extended hours based on the availability of dam maintenance staff and at the approval of the Operations Manager. We cannot grant approval until a construction schedule is formulated.
Q9: Will the dam site roads handle heavy truck traffic? Is the contractor responsible for repairing the roads?
A9: Rock placed at the project during and after initial construction used the paved dam maintenance roads. The gravel access road at the toe (base) of the dam would likely sustain significant damage from heavy trucks if used though. Damage to the road will be performed at the Contractor’s expense.
Q10: Does the on-site spoils area need to be graded and seeded at the completion of the project? or do we just dump the material and leave it.
A10: The spoils may be stockpiled at a location directed by the head dam operator for use at the site. The stockpile must be seeded or surrounded by silt sock or fence to prevent runoff.
Q11: I have tried to call several contacts attempting to clarify a submission question on the above referenced bidding opportunity. I have worked previously on USACE Contracts and am highly familiar with Standard Form 1442 which incorporates boxes for bid guarantee and other requirements. I have checked on the FAR Clauses referenced in this solicitation format (SF 1449) and can not find anywhere for a required bid bond (SF 24) or if awarded a SF 25 and SF 25a required. Can you clarify?
A11: No bid bond, performance bond, or liquidated damages were required in the solicitation.

SUBMISSION REQUIREMENTS
The Government will award a firm-fixed-price (FFP) contract to the responsible offeror whose offer conforms to the requirements as stated in this request for quotation (RFQ). The award will be made using the Lowest Price Technically Acceptable (LPTA) method based on the following three (3) evaluation factors: Technical, Past Performance, and Price.
The Government intends to evaluate quotes and make award without questions to offerors.
Therefore, the Offeror's initial quote should contain the Offeror's best terms from a Technical and Cost standpoint. Unclear quotes may not result in questions for clarifications. Offers with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed cost/price, and will be rated unacceptable. In that case, the Offeror may be found unacceptable, and ineligible for award. The Government reserves the right to ask questions of offerors if the Contracting Officer determines them to be necessary.
Site Visit (Pre-Bid tour) –
Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost or contract performance, to the extent that the information is reasonably obtainable.
In no event shall failure to inspect the site constitute grounds for a claim after contract award.

The scheduled site visit will be performed on 28 August, 2020 at 1:00 AM EST.

Evaluation Criteria Factors/Ratings: REVISED
I. TECHNICAL:
A. Technical Requirements: This information consists of the offeror’s intended approach to executing the contract. The submission for this section shall not exceed 5 pages in length, excluding resumes.
1. Equipment plan: The proposed equipment list should only include the equipment which will be used on this contract. Include size, make, model, and ownership (owned or rented) of equipment.
2. Staffing plan: The proposed staffing plan shall include both numbers of personnel proposed and position titles. Resumes for proposed key personnel, consisting of experience and other pertinent information, inclusive of superintendents, quality control inspectors, and foremen must also be submitted.
3. Capabilities plan: The proposed capabilities should include adequate documentation to illustrate the Offeror’s capabilities to successful complete the work identified within the solicitation.
B. Evaluation Criteria: The Government will check Offeror’s equipment, staffing and capabilities plans for each project for completeness and reasonableness. A complete and reasonable equipment, staffing and capabilities plan will receive an Acceptable rating. Incomplete or unreasonable plans will receive a rating of Unacceptable.
Government will evaluate the clarity and strength of the overall organization and how well it is organized and structured to execute the entire scope of work. The Government will evaluate the capability of the firm to execute the project. The Government will evaluate the Contractor’s resources to determine if it has the capability to self-perform the required amount of the project, in accordance with public policy to assure adequate interest in and supervision of all work.
II. PAST PERFORMANCE:
A. Technical Requirements: The offeror shall demonstrate recent, relevant experience on similar projects. If the offeror is a joint venture, each firm shall demonstrate experience. Submit at least 3 detailed examples of relevant work that are currently well underway or performed within the past 3 years.
B. Evaluation Criteria: The Government will evaluate how well the Offeror demonstrated their recent (within three years of the issue date of the RFQ), relevant experience with similar projects. If the Offeror is a joint venture, each entity must demonstrate qualifying experience comparable to its role on the project. The Government reserves the right to verify the experience record of cited projects or other recent projects or to interview owners or references. The Government reserves the right to check any or all cited references to verify supplied information. A rating of Unacceptable will be given to an Offeror who cannot demonstrate a history of recent, relevant experience. The Government will consider extent of recent experience, degree of relevance of such experience to this project, demonstrated familiarity with similar sites and local conditions. Some examples of relevancy to this project may include, but not be limited to: (1) Number, size, type work, location; (2) Dates (completion within last 10 years);
and (3) Firm's role and extent of work self-performed (subcontracting out all work is an examples of less relevant experience).
III. Price: Price will be evaluated by utilization of price analysis. Offerors shall complete the
Bidding Schedule by filling out the pricing data blanks in the solicitation. This submission item is not rated. Award will be made for the lowest-price, technically acceptable offer.
The lowest-price will be evaluated for the sum of the contract.
