TWO-STEP SEALED BID
GENERAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS, EVALUATIONS, AND CONTRACT
AWARD
1. OVERVIEW
1.1. This is a “Two-Step Sealed Bid” for the renovation of six (6) flag officer single family buildings; buildings one
(1) through with six (6) 6,985 Gross Square Feet (GSF) per building; built from 1903-1905; and five (5) senior non-commissioned officer duplex buildings; buildings 23, 24, 25, 26 and 27 (total of ten (10) housing units) with 6,047 GSF per building; built from 1905-1908; located on Fort McNair, Washington, DC. The Contracting Officer will award a firm fixed-price contract to the responsive and responsible Bidder, whom the Government determined had an acceptable Step 1 bid, conforms to the solicitation, is fair and reasonable, and bids the lowest overall price.
Specifications are not currently at a level sufficient to issue a conventional Request for Bid.
The renovations are “down to the stud” and include repair/replacement to: existing slate roofs, leaking gutters/downspouts, exterior masonry/foundation cracking, exterior windows/doors, porches and exterior stairs, interior ceilings, interior stairs/floors (wood, tile, carpet), interior doors and trim including crown molding/baseboards, Interior kitchens and bathrooms (to include cabinets, fixtures, range, hood, fan, etc.)
Mechanical, electrical and plumbing (replacement of all wiring, panels, piping, and systems), Smoke detectors, Minor repairs to exterior sidewalks, grading for adequate drainage, landscaping, waterproofing for infiltration in basement and stairwells, floor-joist, building structure.
All buildings are three (3) stories with unfinished basements; basements will remain unfinished.
1.2. Overview of the Two-Step Sealed Bid Process. The two-step procedure is designed to obtain the benefits of sealed bidding by awarding a contract to the lowest price, responsive, responsible bidder.
Step 1 under this bidding process consists of the request for, submission, evaluation, and (if necessary) discussion of a technical bid. Only one technical bid may be submitted by each bidder. The bids are evaluated for technical acceptability. The technical bid shall not include prices or pricing information. Bidders should submit bids that are acceptable without additional explanation or information. The Government may make a final determination regarding a bid’s acceptability solely on the basis of the bid as submitted. The Government may proceed with the second step without requesting further information from any bidder; however, the Government may request additional information from bidders of bids that it considers reasonably susceptible of being made acceptable, and may discuss bids with their bidders. Negotiations or discussions are held, if necessary. A notice of unacceptability will be forwarded to the bidder upon completion of the bid evaluation and final determination of unacceptability.
In the Step 2 the normal sealed bid process will be followed. Only bids based upon technical bids determined to be acceptable, either initially or as a result of discussions in Step 1, will be considered for award. Each bid in the second step must be based on the bidder's own technical bid.
*Bidders shall comply with the specifications and the bidder’s technical bid.
2. BASIS OF AWARD
After bid opening in Step 2, award will be made to the responsive, responsible bidder whose bid offers the lowest overall price to the Government.
2.1. Eligibility for Contract Award
In accordance with the requirements of Part 9 of the Federal Acquisition Regulation (FAR), no contract shall be entered into unless the Contracting Officer ensures that all requirements of law, executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. This includes the FAR requirement that no award shall be made unless the Contracting Officer makes an affirmative determination of responsibility. To be determined responsible, a prospective prime contractor must meet the general standards in FAR Part 9 and any special standards set forth in the solicitation.
3. THE TECHNICAL EVALUATION FACTORS, STEP 1
The Government will evaluate each bidder’s technical bid based on how well the bid addresses each of the evaluation factors listed below. Each of the evaluation factors will be evaluated by the Government and either an “acceptable”, “unacceptable”, or “reasonably susceptible of being made acceptable” rating will be determined by consensus of the Government evaluation board. There are no relative weights assigned to the factors.
3.1. General Technical Evaluation
a. The evaluation shall be conducted in accordance with FAR Subpart 14.5, Two-Step Sealed Bidding. For this procurement, only one technical bid may be submitted by each bidder. The bid shall be complete without the need of additional explanation or information. The Government may proceed with the second step without requesting further information from any bidder; however, the Government may request additional information from bidders of bids that it considers reasonably susceptible of being made acceptable.
b. Technical Bids will be rated at the factor level. If any factor is found deficient, the bid will be determined deficient. The initial technical bid may have limited weaknesses and still be reasonably susceptible of being made acceptable, and therefore eligible for discussions. However, an initial bid that contains one or more deficient or unacceptable factors will be considered unacceptable and will be eliminated from further consideration.
c. Technical bids which do not provide the specified information in the specified location in accordance with the submission instructions may be downgraded. The Government is under no obligation to search for information that is not in the specified location. If an bidder submitted alternates that were not requested the information will not be evaluated.
d. In general, example projects that the Government did not consider relevant for the purposes of evaluating experience will not be considered as a part of the minimum project requirement.
e. The degree of acceptability to the Government inherent in the bidder’s technical bid will be a consideration under every evaluation factor.
f. If discussions are held with bidders whose bids are considered reasonably susceptible of being made acceptable and a request for bid revisions are requested, the revised bid will be re-evaluated in accordance with the criteria in the solicitation. After completion of discussions and evaluation of any revised bids, the bid shall be determined as acceptable or unacceptable. If determined unacceptable, a notice of unacceptability will be forwarded to the bidder upon completion of the bid evaluation and final determination of unacceptability.
g. The bidder’s conformance with the specified format and submission requirements will be considered during the technical evaluation. Failure to comply with the formatting and/or submission requirements may be seen as indicative of the type of problems that could be expected during contract performance. Lack of conformance and material omission(s) may cause the technical bid to be rejected as unacceptable.
h. The bid submission instructions are written to give prospective bidders, where feasible, an indication of the level of detail desired by the Government. The bidder’s failure to include information that the Government has indicated should be included will result in the bid being found deficient.
3.2. Factor and Overall Technical Bid Ratings. Each factor and the technical bid as a whole will be given one of the ratings identified and defined as follows:
Acceptable: Bid demonstrates a clear understanding of all requirements. Evidence provided indicates that the stated approach will be successful and that solicitation requirements will be met.
Reasonably susceptible of being made Acceptable:
Bid, as proposed, cannot be rated as acceptable because of error(s), omissions(s) or deficiency (ies) which are capable of being corrected without a major rewrite or revision of the bid.
Unacceptable: Failure to meet criteria defined in the ratings above.
4. GENERAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS.
4.1. General Instructions

Do not submit excess information, to include audio-visual materials, electronic media, etc. Do not include links to information on websites in lieu of incorporating the information physically into the bid.
An bidder’s bid shall consist of all information and material submitted in writing for evaluation in response to this solicitation. The submission of false or misleading information shall be grounds for disqualification of the bid.

11”x17”) in response to a one-page limitation where fold-out sheets were not authorized, only the information that could reasonably have been submitted on one 8-1/2 x 11 inch sheet would be evaluated. If an bidder were to submit three 8-1/2 x 11 inch pages in response to a one not-to- exceed 11 x 17 inch page limitation, only the information that could reasonably have been submitted on one 11 x 17 inch sheet would be evaluated. If an bidder submitted alternates that were not requested the information will not be evaluated.
There is a 30 page limit for the overall technical bid. Organize your technical bid as indicated below.
The tabs directly correlate to the technical evaluation factors as listed below. Although the Government may use information contained anywhere within the technical bid in its evaluation of any technical evaluation criteria, the Government is not obligated to search for or to consider information that is not located in the specified location.

5. STEP 1 – SPECIALIZED TECHNIAL EXPERIENCE
5.1 Detailed Submission Requirements and Evaluation Criteria for the Specialized Technical Experience
Bid
5.1.1. General.
The information provided in this section will be used in evaluating the bidder’s technical experience specific to this solicitation. The information that is required for Factor 1 is identified in 5.2.1 below and on Attachment B, “EXPERIENCE IN RELEVANT PROJECTS”. Bidders are not required to use the form itself as part of their bid, but the information requested on the form must be in the bidder’s bid and should be in the same format as the form.
For Factor 1, the project descriptions and relevancy narratives must clearly articulate the relevancy in sufficient detail to determine technical capability. The more similarities an example project has with the prospective contract, the greater the degree of relevancy.
5.2. Submission Requirements
5.2.1. Factor 1 – Experience in Relevant Projects:
Using Attachment B, “EXPERIENCE IN RELEVANT PROJECTS”, the bidder shall submit information on no more than five (5) completed projects in which the bidder was the prime contractor, all within the last seven (7) years of the original date of the Invitiation For Bid (IFB). At least three (3) two (2) of the submitted projects must show experience in renovating Local, State or Nationally registered historic properties, residential or non-residential.
At least two (2) of the submitted projects must show experience with renovating residential properties (private, commercial or Governmental). At least one (1) of submitted projects must show experience with significant foundation repairs with a minimum project completion value of $50,000 and at lease least two (2) one (1) with significant structural repairs that have a minimum project completion value of $200,000 $50,000.
To be considered acceptable, all projects combined must clearly demonstrate at least five (5) three (3) of the following seven (7) five (5) elements:

6. Construction of residential mechanical, electrical and plumbing (to include wiring, panels, piping, HVAC, duct work)
7. Site work to include grading and landscaping
If the Bidder’s submission exceeds five (5) completed projects, the additional project(s) will not be evaluated.
It is the responsibility of the Bidder to identify, detail and demonstrate the relevancy of the submitted projects to the solicitation criteria elements. The evaluation committee will not make assumptions. All narratives must contain sufficient detail to demonstrate technical capability.
5.2.2. Factor 2 – Technical Approach:
The bidder shall provide its proposed technical approach as follows:
1. The bidder should explain their technical approach to install helical-piles under all load bearing walls in the basements of each home, to include Qtrs 1-6 and Qtrs 23-27, while not disturbing the structural integrity of the historic three (3)-story brick homes. Removal and replacement of the existing basement slab will be required for installation of the piles as well as an interior drainage system under the basement slab to provide hydrostatic pressure relief. The contractor will also install an exterior drainage system near the base of the exterior foundation, around the entire perimeter of the home. The interior and exterior drainage systems will be tied into a set of sump pumps that discharge ground water out of the basement for a completely dry interior. The bidder should explain their methods for installing the exterior drainage system and full exterior waterproofing (coating application) without any damage to the existing historic foundation.
2. The bidder should explain their technical approach for correcting visibly leaning structures and noticeably sloped interior floors. This will require leveling floor joists while salvaging existing wood flooring.
3.2. The bidder should explain their approach for the phased construction and sequencing of the two groups of homes. Quarters 1-6 will be started simultaneously with Quarters 23-27. It is assumed that each trade crew will move from house to house, down the series of homes. An individual home should be completed within 12 months from Notice to Proceed (NTP) and be turned over to the Garrison for Joint Occupancy once complete. All homes will be complete within 18 months NTP.
This narrative shall be provided in a manner for those unfamiliar with the bidder to be able to comprehend its technical approach for the solicited project. The bidder’s narrative will meet the minimum requirements of the solicitation if the narrative is a project specific discussion on the significant features of the work of the solicitation and addresses the elements identified in their technical approach to include a high-level milestone schedule. Total duration of the milestone schedule must be the full period of performance, 18 months. If the minimum requirements are met, the Bidder will receive an “Acceptable” rating.
*Note: Milestone Schedule at this time is for evaluation purposes only
5.3. Key Sub-contractor Commitment and Authorization
