REQUEST FOR INFORMATION
1. QUESTION: What is included in the 25-45 page suggested requirement noted on page 35? Are performance evaluations (i.e., CPARS, PPQ) included in the 45-page limit?
ANSWER: Everything but the CPARS and PPQ. These documents can be in addition to the 45 page limit.
2. QUESTION: Do we provide resumes for only the Key Personnel on 5.2.2? Or do we also provide resumes for all disciplines listed in C.5?
ANSWER: Only provide the resumes for Key Personnel in section 5.2.2.
3. QUESTION: What are the required qualifications of the Key Personnel?
ANSWER: Please see Section 5.2 for Professional Qualifications of the key personnel.
4. QUESTION: Will you consider nearly completed projects, for example 90% complete?
ANSWER: Only completed projects will be accepted.
5. QUESTION: The limit of three pages on the sample project narrative and pricing doesn’t seem achievable.
Would you consider increasing the page limit for the sample project?
ANSWER: An increase to 5 page limit for sample project is acceptable.
6. QUESTION: Are contractors allowed to convert Attachment A - Contractor’s Past Experience form into Word so long as the information/formatting of the form stays the same? Is there a page limit for each project form?
ANSWER: Yes, you are allowed to convert to a word document keeping the language the same as in the solicitation.
7. QUESTION: Sections C.5.2. PRINCIPAL and C.5.3. PROJECT MANAGER of the PWS state that the Principal and Project Manager, respectively, must have completed an advanced degree (Master’s Degree or above) at an accredited college or university. The SBA regulations regarding the 8(a) Mentor-Protégé Program at 13 CFR § 124.513(c)(2) require that an employee of an 8(a) Participant be designated as the Project Manager responsible for performance of the contract. Together, these two PWS requirements effectively exclude from competition any 8(a) Mentor-Protégé JV offeror in which the 8(a) participant does not have an individual with an advanced degree who also possesses the professional and managerial experience required for those positions. Therefore, in the interest of increasing competition amongst 8(a) offerors, we respectfully request that USACE revise Sections C.5.2. PRINCIPAL and/or C.5.3 PROJECT MANAGER of the PWS by changing the requirement of “Master’s Degree or above” to “undergraduate degree”.
ANSWER: The Principal will be required to have a Master’s Degree; however, the Project Manager will be accepted, if they only have an Undergraduate Degree.
8. QUESTION: I see that the size standard is limited to $15M. Is this factored over the last three years, or five years? I ask because of The Small Business Runway Extension Act and I could not find a reference in the solicitation.
ANSWER: The Small Business Administration (SBA) currently calculates size standards based on a three year average.
9. QUESTION: Page 2: Given the emphasis you have placed on the QCM Trained position, will you establish a labor category for it?
ANSWER: No, assume this role and responsibility fall under the Project Manager.
10. QUESTION: Page 4: Is there further detail on work required for the civil works investigation scope area?
ANSWER: The required work will include reconnaissance studies, feasibility studies, and technical support to assist with small (i.e., FPMS, PAS, CAP) and large Civil Works (General Investigations for Ecosystem Restoration, Navigation, Flood Risk Management, and Coastal Storm Risk Management. Examples of technical support could involve, but not limited, are the following: structural flood risk management alternative analysis, non-structural flood risk management alternative analysis, flood damage and benefit analysis, hydraulic/hydrologic modeling, stormwater system survey and mapping, typographic/bathymetric mapping, recreational analysis, environmental assessment, cultural resources assessment, related National Environmental Policy Act (NEPA) documents.
11. QUESTION: Page 5, C.2.1.6: Could you provide an example of a flood insurance study?
ANSWER: A Flood Insurance Study (FIS) is a compilation and presentation of flood risk data for specific watercourses, lakes, and coastal flood hazard areas within a community. When a flood study is completed, the information and maps are assembled into an FIS. The FIS report contains detailed flood elevation data in flood profiles and data tables. There are many examples that can obtained on the internet.
12. QUESTION: Page 5, C.2.1.6: Could you provide an example of navigation studies/projects?
ANSWER: Rhodes Point on Smith Island Navigation Improvement Project.
13. QUESTION: Page 6: What is USACE Baltimore seeking from firms to support HURREVAC, since USACE Baltimore has the software/training on its use?
ANSWER: Potentially support to conduct HURREVAC training.
14. QUESTION: Page 35, 3.6: Please confirm if there is to be one CD-ROM of both Volume I and Volume II (one CD), or separate CD-ROMs for each volume (2 CDs).
ANSWER: There should be one (1) CD-ROM for Volume I and one (1) CD-ROM for Volume II.
15. QUESTION: Page 39, 5.1, Factor 1, Technical Capabilities, was it intentional to break out NEPA services, or should it fall under environmental planning & compliance services, per C.2.1.2 on page 4?
ANSWER: It can fall under environmental planning & compliance services, per C.2.1.2 on page 4.
16. QUESTION: Page 39, 5.2.2: Does QCM training refer to USACE Construction Quality Manager for Contractors (CQMC) Certification?
ANSWER: No. Remove USACE QCM training, from the Section 5.1 FACTOR 1: TECHNICAL CAPABILITIES. Requirements for quality control manager is to ensure that a quality control management process is in place and followed throughout the life of the contract. The quality control manager should have an expert understanding of quality assurance and improvement programs that are based on the fundamental concepts and benefits of process standardization, information centralization and workflow streamlining. The role of the quality control manager is to minimize errors, waste and miscommunication, as well as maximize quality and efficiency of executing task orders.
17. QUESTION: Page 39, 5.2.2: Is it the intent to match the 24 specified labor category positions to key personnel and technical lead positions?
ANSWER: No.
18. QUESTION: Page 40, for Factor 3, Past Performance, are we permitted to use IDIQs, or are only task order/stand-alone projects considered “projects” for this section?
ANSWER: We are looking for projects that demonstrate experience in the required services listed on page 40.
19. QUESTION: Please confirm if the title page, table of contents, teaming agreement(s), resumes, tabs/dividers, and past performance questionnaires/other performance evaluations are included in the total page count.
ANSWER: Yes.
20. QUESTION: Can years of experience be used in place of degrees?
ANSWER: Yes, but only for senior disciplines. Four additional years of experience can used in lieu of a graduate degree for all senior disciplines. For example, a Senior Environmental Specialist with only an undergraduate degree would require 12 years of experience.
21. QUESTION: Can experience be used to substitute for graduate degree requirements in Section C.5?
Specifically, can the requirement that Senior designated disciplines require a graduate degree from an accredited college or university in the related field plus eight (8) years of relevant professional experience be amended to include “or an undergraduate degree from an accredited college or university in the related field plus fifteen (15) years of relevant professional experience”?
ANSWER: Refer to Question 20 of these RFI’s.
22. QUESTION: Is the single page Attachment A, Contractor’s Past Experience limited to the space and format provided in the solicitation?
23. QUESTION: Can you confirm that the page count is at the respondent’s discretion as stated in the solicitation and that the page count of 25-45 pages is a projection. If there is a hard page count limit, do resumes, project profiles, and past performance documentation count towards page count totals.
ANSWER: Refer to Question 1 of these RFI’s.
24. QUESTION: What elements of the proposal (i.e. table of contents, acronym list, resumes, PPQs/CPARS, etc.) are not included in the page limitation?
ANSWER: Refer to Question 1 of these RFI’s.
25. QUESTION: What are the specific qualification requirements for the Technical Lead Key Personnel Positions, (i.e NEPA Services, Ecological Services, Cultural Services, Economic Services, Water Resources Services – Flood Risk Management and Stormwater Management, Facility Planning Services, and Geographic Information System Services)?
ANSWER: Refer to the description for each of the senior disciplines under Section C.5. Professional Qualifications of Planning Disciplines.
26. QUESTION: What are the specific qualification requirements for the Quality Control Manager Key Personnel position (in addition to USACE QCM training)?
ANSWER: Refer to Question 16 of these RFI’s.
27. QUESTION: Section 5.3 states that Offerors are to submit past performance information on at least 8 but no more than 12 completed similar projects; however, Section 6.3 states that there is a minimum of 3 projects required in the Past Performance factor. Please clarify which is the correct number of minimum projects?
ANSWER: The minimum number of projects is 8, not 3.
28. QUESTION: Can Offerors use Task Orders for Relevant Project experience in the Past Performance Factor?
29. QUESTION: Can additional years of experience be substituted for a graduate level degree to meet the requirements for Senior Environmental Specialist?
30. QUESTION: Can additional years of experience be substituted for a graduate level degree to meet the requirements for Senior Planner?

43. QUESTION: Please confirm if any back up information or explanation / narrative is needed for the completed price schedule in Volume 2, such as explanation of Overhead rates, G&A etc.
ANSWER: Yes, please provide back-up information to clarify how you derived at your numbers.
44. QUESTION: Please confirm that project descriptions are only intended under Factor 3, and that Factor 1 is a separate narrative on overall relative experience vs. limited to the 8-12 projects.
ANSWER: Confirmed, project descriptions are only intended for Factor 3. Factor 1 should be a narrative on overall relative experience.
45. QUESTION: Please clarify if the “availability of key personnel” statement referenced in section 5.2.2 should be included within each resume and address each person individually, or should this be addressed generally within the organizational narrative?
ANSWER: Resumes shall be provided for all identified key personnel.
46. QUESTION: Please define a project for purposes of Factor 3. Can an IDIQ contract be used as a single project or is a project defined as a single task order under a contract?
ANSWER: A project defined as a single task order under a contract.
47. QUESTION: Please confirm that a “formal performance evaluation” described under section 5.3 is a CPARS evaluation? If the project was recently completed, confirm that an interim CPARS is allowed if a final CPARS has not yet been issued?
ANSWER: A “formal performance evaluation” can be a CPARS evaluation. Yes, interim CPARS evaluations can be used in lieu of final CPARS if the project was recently completed.
48. QUESTION: RFP Section C.2.1.8. NATURAL DISASTER EMERGENCY PLANNING AND PREPAREDNESS SERVICES states: Other requirements include hurricane storm tracking software development (e.g., HURREVAC) and the development and facilitation of hurricane planning and preparedness training. Please clarify if the scope will require new hurricane storm tracking software development, or interface with and use of the existing HURREVAC software, as in 2017 USACE Baltimore District awarded a new contract to develop the next generation of Hurricane Evacuation Decision Support Platform referred to as the Hurrevac Extended (HVX) prototype.
ANSWER: The scope will be focused on HURREVAC and HVX training.
49. QUESTION: Price Schedule (pages 2-3 of the solicitation), is a single rate schedule to be submitted for the entire team or should we submit a separate price schedule for each company?
ANSWER: A single rate schedule should be submitted for the entire team.
50. QUESTION: Section C. 5.1. Please confirm the lead to labor category in the example should be ecologist versus environmentalist.
ANSWER: Confirmed. It should be ecologist and not environmentalist.
51. QUESTION: Section C.5. With the government consider additional experience years in lieu of advanced degrees?
52. QUESTION: Section C .5.3. Is Study Leader the same as project manager?
53. QUESTION: Section C .5.16-17. Would the government consider a degree in civil engineering with an environmental focus in lieu of an environmental engineering degree?
54. QUESTION: Section C.5.25. Would the government consider years of experience in lieu of two years of training?
ANSWER: Yes, for Section C.5.24 and C.5.25 the government will consider two years of experience in lieu of two years of training.
55. QUESTION: Section L.3.3. Would the government allow 8 point font for tables and charts and figures?
56. QUESTION: Section L.3.6. Are Volumes I and II to be submitted on separate CDs or on a single CD?
ANSWER: Refer to Question 14 of these RFI’s.
57. QUESTION: Section L.3.6. If submitting a single electronic file, is this to include Volumes I and II? Or should each volume be its own single file?
ANSWER: Refer to Question 14 of these RFI’s.
58. QUESTION: Section L.3.7. Is there a different certificate of authority for a joint venture that is an LLC?
ANSWER: No special form is required. However, the managing member with authority to sign documents on behalf of the LLC, should be identified and the signature should state that the person is signing on behalf of the LLC.
59. QUESTION: Section L.5.2.2. Please confirm the quality control manager needs to be USACE QCM trained. Does USACE offer a non-construction QCM training?
ANSWER: Refer to Question 16 of these RFI’s.
60. QUESTION: Section L.5.2.2. Is the project manager required to be a certified Project Management Professional (PMP)?
61. QUESTION: Section L.5.3. Must past performance projects be 100% complete? If not, is there a percent complete they must meet?
ANSWER: Only completed projects will be accepted.
62. QUESTION: Section L.5.3. If a final CPAR has not been issued, would the government prefer an interim CPAR or a PPQ?
ANSWER: Refer to Question 47 of these RFI’s.
63. QUESTION: Section L.5.4. Please confirm that sample task pricing is to be included in volume I and not in volume II.
ANSWER: Refer to Question 42 of these RFI’s.
64. QUESTION: Section L.5.4. Please consider increasing page limitation for sample projects to at least 15 pages. Addressing technical approach, pricing, organizational chart, and schedule for three distinct tasks in 3 pages will be difficult.

65. QUESTION: Section L.6.1 Factor 1: Technical Capabilities on page 41 of 71, notes that “a detailed explanation of the criteria for evaluation is set for in the ‘Evaluation Approach’”, SSP. This approach/SSP does not appear to be included in the solicitation. Please provide or clarify.
ANSWER: Delete the sentence in its entirety “a detailed explanation of the criteria for evaluation is set for the “Evaluation Approach”, SSP.
66. QUESTION: Section L.6.3. states the minimum number of projects is three. Section L .5.3 states the minimum number of projects is eight. Please clarify.
ANSWER: Minimum number of projects is eight, not three.
67. QUESTION: Section L.9, Attachment A. Please confirm the need to address our REAs, claims, DART rate, and BGSF. These seem to be more appropriate to construction projects.
ANSWER: No, you do not have to provide. You may put N/A in those blocks. These are applicable to construction projects.
68. QUESTION: Section 9, Attachment A. Please clarify the input for the subcontractor cost cells on the form.
Are these to be completed if we were a subcontractor or if we used subcontractors under the project?
ANSWER: If you used a subcontractor under the project.
69. QUESTION: Section 9, Attachment A. MPR paragraph states they are due by the 10th of each month.
Section C. 15. states they are due the 15th of each month. Please clarify.
ANSWER: They are due on the 15th of each month.
70. QUESTION: Section 5.2.2, Other than the Principle and Project Manager, the Key Personnel identified in Section 5.2.2 do not match disciplines in the price schedule (page 2 of 71) or Section C.5. Professional Qualifications of Planning Disciplines. Is it correct to assume that the qualifications requirements for the Principle and Project Manager follow the guidance in Section C.5? Are there qualifications requirements for the remaining key personnel identified in Section 5.2.2?
ANSWER: Yes, use the qualifications requirements for the Principle and Project Manager in Section 5.
For the Quality Control Manager refer to the qualification requirements of the Project Manager and see response to Question 16 of these RFI’s. For NEPA Services refer to the qualifications of the Senior Environmental Specialist. For Ecological Services refer to the qualifications of the Senior Biologist and/or Ecologist. For Cultural Services refer to the qualifications of the Senior Cultural Resource Specialist. For Economic Services refer to the qualifications of the Senior Economist. For Water Resources Services – Flood Risk Management and Stormwater Management refer to the qualifications of the Senior Environmental Engineer, Civil Engineer, and/or Hydrologist. 71. QUESTION: Sample Project, should the labor categories/rates for the sample project pricing match the labor categories/rates in the Price Schedule?
72. QUESTION: Attachment A on page 44 does not seem to contain information that would be pertinent to a professional services contract, such as REA’s, Claims, Safety, BGSF, Lost Time Accidents and Beneficial Occupancy Date. May we leave these as NA if they are not altered in an Amendment?
ANSWER: Refer to Question 67 of these RFI’s.
73. QUESTION: For the Sample Task, 3 pages is not enough space to adequately answer the proposal. For just the first task at Blossom Point, we are at 3 pages and will need more pages to answer 2 and 3. Can we take more pages than the 3 allotted to respond?
