Request for Information (RFI’s)

74. QUESTION: Will the government please advise if FAR 52.219‐14 Limitations on Subcontracting (Deviation 2019‐O0003) is applicable to this solicitation? If yes, can the government please advise how the language in the clause will interpreted as it relates to the requirement in the solicitation that the prime contractor perform 50% of the work?

ANSWER: FAR 52.219-14 Limitations on Subcontracting (Deviation 2019-O0003) was inadvertently omitted from the solicitation. This clause is added to the requirements in Amendment #2. Since this is an 8(a) Set Aside any subcontracted work to another 8(a) contractor will count towards the prime contractor’s 50%.

75. QUESTION: Is the offeror required to self‐perform 50% of the Contract Value or 50% of each task order?

ANSWER: You must self-perform 50% of each task order.

76. QUESTION: General. How will the government evaluate Price, given that the pricing information requested in proposals consists only of labor rates? E.g., will the government apply a representative number of hours to each bidder's rates to obtain representative prices for comparison? Or will rates be averaged (thereby assigning equal weight to each labor category)?

ANSWER: The labor rates will be compared with the independent government estimate (IGE) for each labor rate, which has been developed using current industry labor rates and historical labor rates for each discipline.

77. QUESTION: Section B. How will the government evaluate Price, given that the pricing information requested in proposals consists only of labor rates? E.g., will the government apply a representative number of hours to each bidder's rates to obtain representative prices for comparison? Or will rates be averaged (thereby assigning equal weight to each labor category)?

ANSWER: Refer to Question 76 of these RFI’s.

78. QUESTION: Price Schedule. Can you identify which positions in the Price Schedule are considered Key Personnel?

ANSWER: Refer to Question 70 of these RFI’s.

79. QUESTION: Section C.5 Per RFP Section C.5 "Professional Qualifications of Planning Disciplines," all senior level positions require a graduate degree in a specific discipline. We believe this requirement adversely affects the Government in its ultimate goal of obtaining the best and most highly qualified personnel for this contract; for example, the professional qualifications as currently written would exclude highly qualified individuals with decades of experience, PE licenses, and/or other relevant certifications such as Project Management Professional (PMP), but who lack a graduate degree, from serving in the senior level positions. Would the Government consider revising the professional qualifications to allow substitution of work experience in lieu of graduate level degrees?

ANSWER: Refer to Question 20 of these RFI’s.

80. QUESTION: Section L, 3.6 CD‐ROM: Which volume is the CD‐ROM to be included with?

ANSWER: Refer to Question 14 of these RFI’s.

81. QUESTION: Section L, 5.1 We are being asked to provide a narrative related to National Environmental Policy Act Services, but there is no description provided in Section C.2. Can you please provide what services are being expected for NEPA?

ANSWER: The preparation and support of Record of Environmental Considerations, Environmental Assessments, and Environmental Impact Statements to support both military and civil works USACE programs.

82. QUESTION: Section L, 5.2.2 Are resume's excluded from the page count?

ANSWER: Yes, resumes should only be submitted for key personnel.

83. QUESTION: Section L, 5.2.2 The Quality Control Manager is listed as a Key Personnel but is not included in the Price Schedule. Will the Price Schedule be modified to include this position?

ANSWER: No, assume this role and responsibility fall under the Project Manager.

84. QUESTION: Section L, 5.2.2 Technical Leads ‐ can you map all the services under Technical Leads to the appropriate Discipline in the Price Schedule?

ANSWER: Refer to Question 70 of these RFI’s.

85. QUESTION: Section L, 5.3 Please confirm that performance recognition documents such as awards, award fee determinations, customer letters of commendation, and other forms of performance recognition are excluded from page limitations.

ANSWER: The page count is at the discretion of the contractor. However, it is anticipated this should be approximately 25 pages but no more than 45 pages in total.

86. QUESTION: Section L, 5.3 Please confirm that formal performance evaluations and/or PPQs are excluded from page limitations.

ANSWER: The page count is at the discretion of the contractor. However, it is anticipated this should be approximately 25 pages but no more than 45 pages in total.

87. QUESTION: Section L, 5.4 Please clarify whether the stated page limit of three (3) pages for the Sample

Project technical narrative means 3 pages total for all 3 tasks, or if it means 3 pages for each of the 3 tasks in the Sample Project.

ANSWER: The technical narrative, which should include the Offeror’s technical approach, assumptions, and project team organizational chart, shall not exceed three pages. The proposed pricing and project schedule is not included in this three page limit.

88. QUESTION: Section L, 5.4 RFP Section 5.4 refers to a "sample project," and the introduction to Attachment C refers to "three projects." Please clarify whether responses are required to each of the 3 projects described in Attachment C, or if bidders are being requested to select only one of these three projects for their response.

ANSWER: Bidders are require to respond to all three projects/tasks outlined in Attachment C.

89. QUESTION: Section L, 5.4 We note that the Sample Project is included in the Technical Volume (per RFP Section 3.4) and is also required to include pricing (per RFP Section 5.4). Normally pricing information is not included in technical portions of a proposal. Please confirm that it is the government's intent to include pricing information for the Sample Project in the technical volume, and if so, please provide guidance regarding the format/content/level of detail that should be included in the Sample Project pricing. (For example, should the Sample Project pricing include a breakdown of labor categories and rates? Or just a total price for the project?)

ANSWER: Pricing should include a breakdown of labor categories and rates. Labor categories should be based on the disciplines provided in Price Schedule and described in Section C.5. Professional Qualifications of Planning Disciplines.

90. QUESTION: Section L, 6.3 The second paragraph of 6.3 states "In the situation where the minimum number of three projects is not met, the highest rating that may be assigned is ‘Limited Confidence’."

However, in Section 5.3 it states to submit 8‐12 completed similar projects. Is 6.3 supposed to state eight projects instead of three projects?

ANSWER: Refer to Question 27 of these RFI’s.

91. QUESTION: Attachment C. Task 2 in the Sample Project specifies use of the XPSWMM model, which is a specific software tool provided by a commercial vendor. We find it unusual for the government to specify a particular method or tool, especially in this instance where comparable open source software (EPA's SWMM model) is available at lower cost. Please clarify whether the use of XPSWMM is in fact required in the performance of Task 2, or if bidders may select equivalent lower cost options.

ANSWER: Bidders should use the technical narrative to recommend the use of any equivalent tools or models to complete the tasks in the sample project.

92. QUESTION: Attachment C, Task 3. "The end product of this task will be a stormwater system GIS geodatabase containing all assessed features including coordinating attribute data, which will be used for planning purposes." Could the Government please provide more detail on what is meant by "planning purposes," and specifically whether the data will be used for to track/plan maintenance and repairs to the system? This information will allow us to provide a more accurate level of effort and cost.

ANSWER: Planning purposes could include, but limited to, the identification of stormwater retrofits and improvements, annual condition assessments, and the tracking and planning of required improvement.

93. QUESTION: RFI #1 mentions that everything is included in the 45 page limit except the CPARS and PPQs. However, RFI #19 states that everything including past performance/ PPQs are included in page count.

ANSWER: Clarification: CPARS and PPQ’s are not included in the 45 page limit.
