Inclusion of an 11” x 17” page for an organization chart is permitted and will only count for one page.

Section tabs can be utilized and will not count towards the maximum page count.

Part I page limit is 125 pages, is that correct?

Yes.

Is there a preferred PPQ template?

Yes. NAVFAC Past Performance Questionnaire (Form PPQ-0)

The Synopsis states NAB contemplates the award of four $10M each IDIQ SATOCs. The Baltimore District’s website indicates 8 IDIQs will be issued for this solicitation.

Currently the requirement is for up to four (4) $10M awards

Factor 1 – Specialized Experience and Technical Competence states “All projects provided in SF330 must be completed by the office/branch/regional office/individual team member actually proposed to manage and perform work under this contract.” Does this mean all projects submitted in Section F must be by the prime consultant proposed for this solicitation’s work or can Section F projects include ones submitted by member of the proposed team, including consultants?

Section F projects may include ones submitted by members of the proposed team.

Factor 2 – Professional Qualifications states “The fire protection engineer shall … have a degree in Fire Protection Engineering from an accredited university.” Per US Code of Federal Regulations, 102- 80.135, it is our understanding that a degree in Fire Protection Engineering is one of three possible qualification criteria, the other two being a PE registered in fire protection engineering or a PE registered in a related engineering discipline and having membership in ISFPE. CFR 102-80.135 states a qualified fire protection engineer is “an individual with a thorough knowledge and understanding of the principles of physics and chemistry governing fire growth, spread, and suppression, meeting one of the following criteria:

(a) An engineer having an undergraduate or graduate degree from a college or university offering a course of study in fire protection or fire safety engineering, plus a minimum of 4 years work experience in fire protection engineering.

(b) A professional engineer (P.E. or similar designation) registered in Fire Protection Engineering.

(c) A professional engineer (P.E. or similar designation) registered in a related engineering discipline and holding Member grade status in the International Society of Fire Protection Engineers.”

Please indicate if the other two criteria will be counted as qualifications for the fire protection engineering role for this solicitation.

Government Response:

(b) A professional engineer (P.E. or similar designation) registered in Fire Protection Engineering will be the item that will be evaluated for the requirement.

Regarding Factor 5 – Knowledge of the Locality. As a small business and with a team of small businesses, are we expected to demonstrate specific knowledge of the entire USACE NAD AOR which includes 14 states (from Maine to Virginia) in the northeast as well as throughout Europe and Africa?

Or is this, as noted, primarily for the USACE District, Baltimore which is PA, MD, VA, DC and NY?

Government Response:

As stated in the synopsis, “Firms must demonstrate specific knowledge of USACE NAD Area of Responsibility (AOR) and the USACE Baltimore District local conditions or project site features such as geological features, climatic conditions, local construction methods, agency coordination, permitting, and local laws and regulations.” The synopsis also states, “These contracts will be used for projects within USACE's North Atlantic Division's (NAD) geographic area of responsibility (AOR).”

In summary, these contracts will be utilized for NAD’s geographic area of responsibility which includes Baltimore District’s AOR.

The SF 330 Part I is not to exceed 125 pages, including no more than 10 pages for Section H. Is there any chance of increasing the number of pages for the Section H? We want to provide information about the work of all our team’s firms, program management and our approach to the contract. Having done submissions like these in the past, 10 pages would be somewhat limiting.

10 Pages will be the limit as set by the synopsis.

Are there any additional requirements for projects in terms of design completion and/or construction completion?

No.

All questions must be submitted by 3PM EST on Tuesday, 20 November 2018. The Government will have all responses completed NLT 3PM EST on Tuesday, 27 November 2018.
