PERFORMANCE WORK STATEMENT

REVISED PERFORMANCE WORK STATEMENT

Document Shredding Services

1. INTRODUCTION

The U.S. Army Corps of Engineers (USACE) has a requirement for Document and Media Shredding services at the U.S. Army Corps of Engineers (USACE) located at Two Hopkins Plaza (2HP), Baltimore, MD 21201 with Base Year contract from 1 October 2019 thru 30 September 2020 with 4 Option Years. Option year 1 shall be from 1 October 2020 thru 30 September 2021; Option year 2 shall be from 1 October 2021 thru 30 September 2022; Option year 3 shall be from 1 October 2022 thru 30 September 2023; and Option year 4 shall be from 1 October 2023 thru 30 September 2024. The documents and media (CDs, disks, phones and hard drive) to be shredded are “for official use only” (FOUO) and may contain personally identifiable information (PII) and other sensitive but unclassified information. Special requirement for shredding of documents and media shall be required per Contract Line Item Number (CLIN). These documents must be destroyed in a manner that will prevent disclosure. Refer to AR 380-5 or DoD 5105.21-M-1.

2. SCOPE OF WORK

The Contractor shall furnish all required labor and equipment necessary to provide services specified herein:

2.1 Shred contractor shall provide at a minimum 22 each lockable shred console bin boxes (~80-100 lbs. capacity) and service each once bi-weekly, on site, at 2HP.

2.2 Shred contractor shall provide at a minimum 10 each lockable portable shred bin cans (~350/ 94 gal capacity) and service each once bi-weekly, on site, at 2HP.

2.3 Shred contractor shall provide at a minimum 1 each lockable portable shred bin cans (~350/ 94 gal capacity) and service each annually, on site, at 2HP.

3. Shred Contract Responsibilities:

3.1 Shred contractor shall be responsible for coordinating with the logistic management office point of contact at USACE. Shred contractor’s representative shall place the console bin boxes at agreed upon locations and be required to be escorted on each required floor in order to retrieve shred insert bags from console bin boxes located in designated areas. Vendor’s representative shall be required to sign in at guard station each visit and await logistics personnel to arrive and be escorted throughout building.

3.2 Shred contractor shall consolidate shredded documents from each console bin boxes on a weekly basis. Contractor shall collect contents contained within each insert bag of console bin boxes and place within trash cans to be shredded on site.

Contractor shall only shred fully loaded trash cans per visit. If any of the 10 portal bins are not filled beyond the halfway mark with shred documents, contractor will consolidate shred documents.

3.3 Shred contractor, upon completion of contract, shall account for and remove from 2HP all placed console bin boxes and lockable portable shred trash cans for their company.

4. Hours of Shredding and Frequency of Shredding: Shredding services must be provided during hours when offices are staffed with civilian personnel to witness the destruction.

4.1 All shredding must start and end between the hours 0800-1200 or 1300-1600 by coordination with the USACE LMO representative. USACE LMO representative to be determined (TBD) upon award of contract and notice to proceed (NTP).

4.2 At the 2HP Building, all shredding must start and end between the hours of

0800-1200. Shredding truck shall park on the street in front of the building of the cut out off of W. Baltimore Street for easy access to and from the lobby area to retrieve portable shred bins. Shredding services shall be once every two weeks, either a Tuesday, Wednesday, or Friday for the duration of 2 hours. A two hour time slot should be confirmed for the morning before noon and occur the same hours bi-weekly with regularity.

5. Contractor Provided Equipment:

5.1 Contractor shall provide at 2HP, 10 each Lockable 96 gallons capacity container trash cans and 22 each 80 pounds capacity secure and tamperproof with self-closing lock shred console bin boxes that is a neutral color tone Melamine material finish conducive for office setting. This requirement shall include all equipment necessary to shred documents, remove console bin boxes and trash contents to and from building loading dock and any equipment required to lower trash cans from loading docks.

5.2 Option year’s 1 thru 4 quantity of console bin boxes and portable shred trash cans shall be reevaluated and assess for replacement, if necessary.

6. Shredding Standards: All documents must be handled and destroyed in a manner which would prevent unauthorized disclosure. All documents shall be crosscut shredded to no greater than 1/32nd of an inch (plus 1/64th inch tolerance) by1/2” inch crosscut or smaller secure and a certificate of destruction stating that all documents have been destroyed. Refer to AR 380-5 or DoD 5105.21-M-1. Contractor shall be subject to inspection by USACE of documents and media shredded at any time to determine compliance.

7. Security Requirements:

7.1 All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accompli Shred by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

7.2 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

7.3 The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The contractor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible candidates must be provided to the COR no later than 3 business days after the initial contract award.

8. Period of Performance. This contract will consist a base year with four option years.

9.1 The Tech Rep shall coordinate the schedule, approve submittals, inspect work, monitor progress, accept completed work, and review invoices. Tech Rep has the authority to direct the Contractor to stop performance of work if unsafe work conditions are observed.

9.2 The Tech Rep will provide no supervision to Contractor personnel. The Tech Rep is not empowered to make any commitments or changes which affect the contract price or other items and conditions. Any such proposed changes must be brought to the immediate attention of the KO for action. The acceptance of any changes by the Contractor without specific approval and written consent of the KO shall be at the Contractor’s risk.

10. Invoice. Payment for services under this contract will be processed upon receipt of monthly invoice. No payment will be made for services not provided. All services provided during a shredding period will be invoiced for that period. All invoices shall include:

10.1 Incorrect invoices will be returned to the Contractor for correction before processing payment. Corrected invoices shall be re-dated to reflect the new submission date.

10.2 Invoices shall be submitted via post-mail and/or electronic mail to the following addresses for payment. If changes occur to the mailing addresses the Contractor shall be notified of the correct recipient. Invoices will be processed electronically for payment.

11. Deduction. In the event the contractor fails to provide any of the services specified in this Performance Work Statement, the contractor will not be reimbursed for services that were not performed.

12. MANPOWER REPORTING. Scope. The following sets forth contractual requirements for reporting of contractor labor work year equivalents (also called Contractor Man-year Equivalents (CMEs) in support of the Army, pursuant to 10 U.S.C.129a, 10 U.S.C.2461(g), Section 343 of P.L.106-65, and 32 CFR 668. Reporting shall be accomplished electronically by direct contractor submission to the secure Army Web Site: https://cmra.army.mil. Information on the background, purposes, and significance of this reporting requirement, and the 32 CFR 668 Final Rule as published in the Federal Register, can be found at this Web Site. In addition, a Help Desk function, detailed instructions on what and how to report, FAQs, and a site demonstration are available. The Army’s objective is to collect as much significant CME data as possible to allow accurate reporting to Congress and for effective Army planning. The reporting data elements should not be viewed as an "all or nothing" requirement. Even partial reporting, e.g., direct labor hours, appropriation data, place of performance, Army customer, etc., will be helpful.

RFI RESPONSES

Request for Information for Document Shredding Services W912DR19Q0090

Q1. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

A1. This is a new requirement.

Q2. Please confirm service frequency; on the Bid Schedule, the 22 consoles are indicated as bi-weekly service frequency. The 22 consoles on the Performance Work Statement are indicated as having a weekly service frequency. What is the service frequency of the 22 consoles? On the Bid Schedule and Performance Work Statement, the 10 bins are listed as weekly service frequency. Also, can you confirm that bi-weekly is every other week (if that is a service frequency)?

A2. See Performance Work Statement, paragraphs 2.1 - 2.2 and Bid Schedule.

Q3. The annual destruction of media: Can you define what type of media? Hard drives? CDs, disks, etc.

A3. See Performance Work Statement, paragraph 1.

Q4. With regard to the required escort for service, will the staff member be available upon arrival of the shredding company’s technicians? What is the procedure for obtaining the escort upon arrival?

A4. See Performance Work Statement, paragraph 3.1.

Q5. “Contractor shall only shred fully loaded trash cans per visit”—Paper from the 22 consoles is collected in our wheeled bins for onsite destruction. The 10 bins will be wheeled to the truck for shredding and returned to their location empty for future collection of paper. Can you elaborate on the statement, “Contractor shall only shred fully loaded trash cans per visit”?

A5. See Performance Work Statement, paragraph 3.2.

Q6. Please confirm that shredding service must take place between 8:00AM and 12 NOON and can only last one hour. Servicing 22 consoles and 10 bins will take at least two hours by following all security protocols.

Q7. Shred Size Requirement: crosscut shredded to no greater than 1/32nd of an inch (plus 1/64th inch tolerance) by1/2” inch crosscut. Is this a firm requirement? The National Association for Information Destruction (NAID) AAA Certification requires Width (max): 3/4 inch & Length (max): 2.5 inches. Please confirm the shred size requirement.

Q8. Parking of the truck on the street @ 2 Hopkins Plaza-Can you elaborate? Is there a dedicated parking area? Is the parking on W. Baltimore Street?

Q9. Question about the bid information provided on Page 11 of 62 Schedule of Document shredding services Line item 003 (Base Year). It states as follows;

On page 13 of 62 2. SCOPE OF WORK it states as follows;

2.3 Shred contractor shall provide at a minimum 1 each lockable portable shred trash cans (~350/ 94 gal capacity) and service each annually, on site, at 2HP Does this refer to the same shredding of the media cans or is it something else?

A9. See Performance Work Statement, paragraph 2.3 and Bid Schedule.

Q10. Additional question in relation to shredding standards on page 14 of 62 "All documents must be handled and destroyed in a manner which would prevent unauthorized disclosure. All documents shall be crosscut shredded to no greater than 1/32nd of an inch (plus 1/64th inch tolerance) by 1/2” inch crosscut or smaller secure and a certificate of destruction stating that all documents have been destroyed."

Would a shredding standard of 5/8 inch width by random length, typically 1 to 2 inches. By using a pierce and tear shredding process where the material is randomly torn in multiple directions and then mixed with 10,000 lbs of other destroyed documents suffice?

A10. See answer 7 above.

Q11. Pg 13 of 62 states that weekly servicing is required however on page 11 of 62 pricing line items, request a bi-weekly pricing amount. Please clarify if the required services is weekly or bi-weekly.

Q12. Pg 13. Paragraph 4.1 list the hours of 0800-1200 or 1300-1600 when shredding can be done.

However on pg 14. Para 4.2 states that all shredding must be done between 0800 hrs and 1200 hrs.

Please clarify when shredding can be done.

A12. See answer 6 above.

Q13. On the schedule of document shredding services page 11 of 62 line item 0002 (Base Year) 22.

Each lockable shred console bin boxes; it ask for a Bi-weekly unit price and unit total amount.

On page 13 of 62 it states as follows; 2. Scope of work 2.1 Shred contractor shall provide at a minimum 22 each lockable shred console bin boxes (~80-100 lbs. capacity) and service each once weekly, on site, at 2HP.

Could you clarify please? Are you asking for the total amount based on bi-weekly services or bi-weekly total amount price on weekly services?

A13. See answer 2 above.

Q14. The SOW states 10 lockable portable shred cans. While on the site visit today there were 6 outside of the mail room and 1 inside another room nearby for media. Where are the other 3 located in the building?

A14. The 10 lockable portable bins are taken to other locations as needed.

Q15. Can you confirm that questions must be submitted by Thursday, August 22nd at noon. And the proposal is due at 2pm? Is that enough time to post the questions and answers, considering the answers may affect proposal?

A15. Please see the amendment posted on FBO for the confirmed dates.

Q16. On the SOW is states that 22 EA. LOCKABLE SHRED CONSOLE BIN BOXES are due to be serviced weekly, but then in the Bid Schedule page 11, it states that the same 22 BIN Boxes are to be serviced Bi-weekly, my question is which statement is correct?
