RFI RESPONSES
Request for Information for Dry Mold Treatment and Prevention-Ft. McNair Building 60
Q1: Based on the governments understanding of the different "sources / causes" of the mold present in building 60, (highlighted yellow below), and that it is reasonable to assume that over time the stated conditions creating the sources / causes for mold very well may still be present.
What is the government’s expectation on length of results, or stated another way, warranty of work, after the application solution that kills existing mold and deters its regrowth (highlighted in blue below)?
Who bears the liability for this possibility and for how long after the application is complete?
A1: Building 60 on Ft. McNair is currently experiencing many factors leading to mold growth. These include water intrusion, the condition of the building envelope, and present state and configuration of the HVAC system. The application of the two step Dry Fog technology in this facility is intended as a proof of concept that will provide answers to a number of questions about how this technology is applied (to include length of time for application), how it performs with regards to immediate remediation effects, and, to the extent possible given the current conditions, the ability to retard mold regrowth.
Given that this is an unoccupied facility that will require repair and rehabilitation prior to reoccupation, the customer is using the results from the Dry Fog application as a baseline from which to determine the feasibility for future application. Factors such as uncorrected water intrusion, unbalanced HVAC systems, or penetrations that allow excess humidity will be considered when evaluating the efficacy of this product in this specific facility. Some demonstrated enduring retardation of mold growth is an expected output of this proof of concept. However, unless a stated definitive length of time is provided for the absence of regrowth post-application, we will certainly consider the aforementioned factors along with the input from qualified professionals to determine whether or not Dry Fog is an acceptable solution for future application in this garrison, specifically with regards to future mold regrowth.
