SECTION 01 11 00
SUMMARY OF WORK

PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The work includes the repair and renovation of Building E5103 and incidental related work. Work will exclude milling and paving of parking areas as well as roof replacement. This does not preclude incidental work associated with other tasks in the parking area or roof which remain in the contract.
1.2.2 Location
The work is located at the Edgewood Chemical Biological Center in the Aberdeen Proving Ground, Maryland, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.3 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.4 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.5 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation by contacting the Contracting Officer 15 calendar days in advance. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground, paved surface where existing underground utilities are discovered.
Verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated to be specified or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.5.1 Utility Outage Requests and Utility Connection Requests
Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, schedule outside the regular working hours or on weekends, as approved by the Contracting Officer. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.
1.5.2 Excavation Clearances
a. Contractor must obtain an approved Excavation Permit (EP), SSB Form 1247-R, from the Directorate of Public Works before starting any excavation work. The Point of Contact at DPW is the Chief, Construction Branch at 410 306-1161 (phone), 410 306-1187 (FAX), or ECO@us.army.mil (E-mail). The contractor shall initiate the permit process by filling out the "EXCAVATOR SECTION" of the EP, and submitting through the COR. Processing will normally require ten (10) workdays. Prior to requesting the marking of utilities, the contractor shall stake out proposed excavations and limits of work with white lines ("White Lining"). It is the Contractor's responsibility to ensure that all permits excavation or otherwise, including DPW permits, are current and up-to-date without expiration.
b. The Contractor must also contact MISS UTILITY (1-800-257-7777 to identify any non-government owned utilities.
c. All damage to identified utilities shall be the fiscal responsibility of the contractor, to include any peripheral loss imposed on the organizations/tenants of Aberdeen Proving Ground (e.g. damage to facilities, equipment, loss of productivity due to loss of any utility). The authorized representative for DPW has the authority to stop any excavation that is either unsafe or unauthorized.

d. Should the contractor encounter unidentified utility lines, all excavation work shall stop, and the COR should be notified immediately. Excavation work shall not be permitted until the utilities are properly identified, and the COR issues a notice to proceed.
e. Excavation Permits will be good for 30 calendar days from date of issuance. Contractor shall be responsible for obtaining renewals to maintain permit status.
f. Visually survey and verify that all utility markings are consistent with existing appurtenances such as manholes, valve boxes, poles, pedestals, pad-mounted devices, gas meters, etc. prior to any excavation.
g. Hand dig test holes to verify the depth and location of all utilities prior to any mechanical excavation within the limits of work. Other non-damaging methods for utility verification, as indicated in (d) below, may be considered subject to Approval by the Contracting Officer. Also, verify that any abandoned utilities are not active.
h. Preserve all utility markings for the duration of the project to the furthest extent possible.
i. When excavation is performed within 2 feet of any utility line, a non-damaging method of excavation shall be used. The non-damaging method shall be hand digging. Other non-damaging methods, such as soft digging, vacuum excavation, pneumatic hand tools, may be considered subject to approval by the Contracting Officer.
j. Regardless of the type of excavation, the Contractor shall notify the Contracting Officer a minimum of 72 hours prior to any excavation activity. Failure to notify the Contracting Officer can result in the issuance of a "Stop Work" order, which shall not be justification for contract delay or time extension. The Government reserves the right to have personnel present on site during any type of excavation.
k. The Contractor's Quality Control system manager shall ensure that all excavation requirements herein are met at the time of the preparation phase of quality control, and that the excavation procedures are reviewed during the preparatory phase meeting. This preparatory phase of control shall also establish and document contingency plans and actions to be followed in the event that existing utilities are damaged or interrupted. Locations of shut off or isolation devices along with other safety features shall be established and their operation reviewed.
l. Any work other than excavation in the vicinity of a utility, that could damage or interrupt a utility, such as, exterior or interior work near transformers, power lines, poles, above ground gas lines, gas meters, etc., shall be done with extreme care. The Contractor shall specifically note during the preparatory phase of quality control, the construction techniques to be used to preclude damaging or interrupting any utility. This preparatory phase of control shall also establish and document contingency plans and actions to be followed in the event that existing utilities are damaged or
SECTION 01 11 00 Page 3 interrupted. Locations of shut off or isolation devices along with other safety features shall be established and their operation reviewed.
m. The Contractor shall complete a risk assessment, using the checklist attached to this Section, at least one week prior to the start of any excavation or other work in the vicinity of a utility. The risk assessment shall be submitted for government approval prior to any excavation or other work in the vicinity of a utility. A risk assessment shall be completed for each definable feature of work encountering utilities and shall include all utilities anticipated to be encountered.
Submit requests for utility outages and connections in writing to the Contracting Officer for approval at least 21 calendar days in advance of the time required. In each request, state the system involved, area involved, approximate duration of outage, and the nature of work involved.
Electrical: Work on high voltage primary lines shall be accomplished while lines are de-energized and grounds are in place. If, due to extenuating circumstances, this is not practical, permission may be requested through the COR, in writing, to allow work while energized or hot. If permitted, contractor shall be subject to all OSHA requirements for equipment and worker protection.
Water Supply: A vacuum breaker or appropriate backflow prevention device shall separate any temporary or permanent connection to the potable water supply. The vacuum breaker shall be in accordance with the National Plumbing Code and the American Water Works Association. See Section 01 56 10, ENVIRONMENTAL PROTECTION - APG/EDGEWOOD, paragraph entitled "Water and/or Sewer Lines", for additional information.
1.6 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
1.6.1 Delivery Schedule
Notify the Contracting Officer in writing at least 90 calendar days in advance of the date on which the materials and equipment are required.
Pick up materials and equipment no later than 30 calendar days after such date. When materials and equipment are not picked up by the 30th day, the Contractor will be charged for storage at the rate of per 100 cubic feet per month or fraction thereof.
1.6.2 Delivery Location
The materials and equipment will be delivered to the project site.
1.7 MID-ATLANTIC REGION NETWORK ENTERPRISE CENTER (MAR/APG) COORDINATION
REQUIREMENTS
1.7.1 MAR/APG Access and Coordination
Coordinate with the MAR/APG on all IT related submittals and for pre-final inspections. Towards the end of construction (finishes 90 percent complete, rough-in 100 percent complete, Inside Plant (ISP)/Outside Plant (OSP) infrastructure in place) coordinate with MAR/APG to provide
SECTION 01 11 00 Page 4 equipment in the telecommunications rooms and make final connections.
Actual timing will be incorporated with red-zone requirements. Activation of network switches and final connections will not be made until the telecommunications Rooms and infrastructure have been accepted and turned over to the Government. If the Contractor has additional work required in the Telecommunications rooms after turnover, coordination with MAR/APG for an escort will be required and no separate measurement and payment will be made for the work performed in this Section. All costs in connection therewith shall be considered a subsidiary obligation of the Contractor, and shall be included in the overall cost of the work.
1.8 ORDNANCE ITEMS
a. Aberdeen Proving Ground (APG) has been the site for operations that include: manufacturing of toxic and hazardous chemicals, military weapons testing, and waste disposal. It is not the intent of this contract to require Unexploded Ordnance (UXO) clearance activities by the contractor.
b. Any post operation at APG does not preclude the possibility that some UXO or Army chemical agent may exist in some areas. If a suspected ordnance item is encountered during the contractor's construction activities, CONTRACTOR PERSONNEL SHALL NOT APPROACH, TOUCH, OR MOVE THE SUSPECTED ORDNANCE ITEM. The contractor shall immediately evacuate all contractor personnel at least 300 feet from the suspect item and contact government emergency personnel. The contractor shall mark the items position sufficiently to allow location of the item by responding units. If an item is unknown, the contractor shall treat it as ordnance, evacuate and initiate notification.
c. On government telephone systems (278 or 306 prefixes) dial 911. On commercial telephones, dial 410-278-7220 in the Aberdeen area. Radio notification procedures and additional telephone numbers are provided on the EMERGENCY RANGE CARD that will be issued to select contractor personnel as identified by the contractor.
1.9 LYME DISEASE WARNING
The contractor is responsible for ensuring that his or her personnel take all reasonable precautions to avoid contracting Lyme Disease, to include:
using repellents, wearing personal protective clothing and avoiding the wear of abbreviated clothing such as shorts, cutoffs, short sleeve shirts, tee shirts and sandals in areas where tick borne diseases are endemic.
Particular attention must be given to ticks and Lyme disease prevention when working in grassy and wooded areas on Aberdeen Proving Ground.
1.10 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 5 miles of the construction site.
Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is
SECTION 01 11 00 Page 5 approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer. The Contractor shall replace, at no cost to the Government, all salvage materials and equipment which are broken or damaged during salvage operations as the result of his negligence, or while in his care.

1.2 LAYOUT OF WORK (APR 1984)
The Contractor shall lay out his work and shall be held responsible for all measurement's in connection therewith. The Contractor shall furnish, at his own expense, all stakes, templates, platforms, equipment, tools, and materials and labor as may be required in laying out any part of the work. The Contractor will be held responsible for the execution of the work to such lines and grades as may be established or indicated by the Contracting Officer. It shall be the responsibility of the Contractor to maintain and preserve all stakes and other marks established by the Contracting Officer until authorized to remove them. If such marks are destroyed, by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer at his discretion. The expense of replacement will be deducted from any amounts due or to become due the Contractor. (CENAB)
1.3 PHYSICAL DATA (APR 1984)

1.3.1 Transportation Facilities
ABERDEEN PROVING GROUND, MD - The facility is located off of Interstate 95 and U.S. Route 40 and is accessed by public transportation, motor freight and ConRail system.
1.3.2 Explorations
The physical conditions indicated on the drawings and in the specifications are not the result of site investigations. Information provided is from as-built drawings of the existing facility and available GIS information. Requests for the as-built drawings shall made by contacting the Point of Contact listed for inquiries in the Solicitation.
1.4 SUBMITTALS

1.5 WORKING HOURS
Unless otherwise specified, work under the contract shall be performed during the hours from 7:30 AM to 5:00 PM, local time, Mondays through Thursdays and 7:30 AM to 4:00 PM on Fridays, except federal holidays.
Prior to performing work during hours other than those specified, the contractor shall obtain the permission of the Contracting Officer or his authorized representative. Normally, requests for permission to work during hours other than those specified should be submitted no less than 72 hours prior to the time the contractor desires to perform such work.
1.5.1 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 3 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.
1.6 UTILITIES
1.6.1 Availability of Utilities Including Lavatory Facilities: (JUN 1980)
It shall be the responsibility of the Contractor to provide all utilities he may require during the entire life of the contract. He shall make his own investigation and determinations as to the availability and adequacy of utilities for his use for construction purposes and domestic consumption. He shall install and maintain all necessary supply lines, connections, piping, and meters if required, but only at such locations and in such manner as approved by the Contracting Officer. Before final acceptance of work under this contract, all temporary supply lines, connections and piping installed by the Contractor shall be removed by him in a manner satisfactory to the Contracting Officer. 1.6.2 Interruption of Utilities
See Section 01 11 00 SUMMARY OF WORK, paragraph entitled "Utility Outage Requests and Utility Connection Requests".
a. No utility services shall be interrupted by the Contractor to make connections, to relocate, or for any purpose without approval of the Contracting Officer.
b. Request for permission to shut down utility services shall be submitted in writing to the Contracting Officer not less than 21 days prior to proposed date of interruption. The request shall give the following information:
Nature of Utility (Gas, L.P. or H.P., Water, Etc.)
Size of line and location of shutoff.

Buildings and services affected.
Hours and date of shutoff.
Estimated length of time service will be interrupted.
c. Services will not be shut off until receipt of approval of the proposed hours and date from the Contracting Officer.
d. Shutoffs which will cause interruption of Government work operations as determined by the Contracting Officer shall be accomplished during regular non-work hours or on non-work days of the Using Agency without any additional cost to the Government.
e. Operation of valves on water mains will be by Government personnel.
Where shutoff of water lines interrupts service to fire hydrants or fire sprinkler systems, the Contractor shall arrange his operations and have sufficient material and personnel available to complete the work without undue delay or to restore service without delay in event of emergency.
f. Flow in gas mains which have been shut off shall not be restored until the Government inspector has determined that all items serviced by the gas line have been shut off. (CENAB)
1.6.3 Alterations to Utilities (AUG 1968)
Where changes and relocations of utility lines are noted to be performed by others, the Contractor shall give the Contracting Officer in writing advance notice at least thirty days of the time that the change or relocation is required. In the event that, after the expiration of thirty days after the receipt of such notice by the Contracting Officer, such utility lines have not been changed or relocated and delay is occasioned to the completion of the work under this contract, the Contractor will be entitled to a time extension equal to the period of time lost by the Contractor after the expiration of said thirty day period. Any modification to existing or relocated lines required as a result of the Contractor's method of operation shall be made wholly at the Contractor's expense and no additional time will be allowed for delays incurred by such modifications. 1.7 DISPOSAL OF EXISTING MATERIAL AND EQUIPMENT
1.7.1 Off-Site Disposal
Topsoil and non-organic soil shall be handled in accordance with Section 01 56 10, ENVIRONMENTAL PROTECTION - APG/EDGEWOOD, paragraph entitled "SPECIFIC DISPOSAL METHODS" and Section 31 00 00 EARTHWORK.
1.7.2 Other Disposal

1.8 COMPLIANCE WITH POST/BASE REGULATIONS (JUL 1980)
The site of the work is on a military reservation and all rules and regulations issued by the Commanding Officer covering general safety, security, sanitary requirements, pollution control, traffic regulations and parking, shall be observed by the Contractor. Information regarding
SECTION 01 14 00 Page 4 these requirements may be obtained by contacting the Contracting Officer, who will provide such information or assist in obtaining same from appropriate authorities. (MEMO)
1.8.1 Access to Job Sites
a. All commercial vehicles and visitors must use the Maryland Boulevard (MD 715) gate in the Aberdeen Area and the Hoadley Road (MD24) gate in the Edgewood Area of APG.
b. SHORT TERM (DAY PASS): All contractors and visitors accessing the installation on a one-time or infrequent basis will have to check in at the Visitor Center located at each gate to obtain a Day Pass. Day Passes are only valid for the day and area (Aberdeen or Edgewood) they were issued. Day Passes must be displayed on the dashboard of the vehicle.
(1) All contractor personnel and visitors must provide valid photographic identification such as a state driver's license, state agency issued photo ID, or passport.
(2) The driver must also provide the vehicle registration.
(3) All personnel must declare a specific destination on the installation.
c. LONG TERM (CONTRACTOR ID): Contractors accessing the installation on a frequent basis should obtain a Contractor Identification Badge.
Application for this badge must be done in person at the US Army Garrison, Directorate of Public Works (DPW) Security Office located in the Aberdeen Area of APG, Building 4304, First Floor. Badge processing takes approximately 3 days. The Contractor ID badge must be shown at the gate when accessing the installation.
d. HIGH SECURITY AREAS (SECURITY BADGE): For job-sites at Aberdeen Proving Ground in high security areas, contractors/contractor employees entering these areas must, at minimum, have a Photographic Security Badge or be escorted by a person having such badge. One person with a Photographic Security Badge may escort up to four persons without a Photographic Security Badge, provided all remain together and within sight of the escort. The contractor shall submit applications for his employees no later than 10 days after award of contract. Forms may be obtained from the Administrative Office located on the First Floor of Building 4304. Questions regarding security badges should be directed to the DPW Security Officer at 410-306-2072. Badge applications require approximately six (6) to eight (8) weeks for processing after receipt of applications.
(1) Certain areas are more restrictive than outlined above. Access to these areas shall be as detailed in other sections of the specifications.
(2) All personnel and equipment entering these areas shall be subject to applicable local and federal regulations.

1.8.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.8.1.2 Electronic Security Systems Equipment
It is the intent of this contract to limit the installation of Electronic Security Equipment to conduit, backboxes, pullstrings and related infrastructure. Equipment items will be installed by the Government or selected contractor. All requirements for infrastructure may not be shown in the drawings. You will be required to coordinate and get approval from the Government and/or selected security contractor for final requirements and locations prior to beginning installation.
1.8.2 Fire Prevention and Protection
The contractor shall comply with all fire prevention measures prescribed in the installation fire regulations, a copy of which is on file in the office of the COR. A written fire permit shall be obtained by the contractor for use of open flame devices, such as blow torches, portable furnaces, tar kettles, or gas and electric welding and cutting equipment from the Fire and Emergency Services Division (F&ESD), of the US Army Garrison, Directorate of Emergency Services (DES). The contractor shall be liable for any fire damage to Government property attributable to negligence on the part of the contractor, including failure to comply with fire prevention measures prescribed by terms of this contract.
Contractors may call the F&ESD at (410) 306-0572/0573 for on-site inspection, or report to Building 2200, Aberdeen Boulevard, to receive specific fire instructions if in the Aberdeen Area. Edgewood Area contractors should call (410) 436-4451 or 436-4452, or visit Building E-5180.
1.8.3 Fuel Burning Equipment
Fuel burning equipment under this contract such as boilers, furnaces, water heaters, generators, etc. will be supplied with Reasonably Available Control Technology (RACT), which reduces emission of nitrogen oxides (NOx). Manufacturers offer low NOx burners as optional items on their equipment. These low NOx burners shall be selected and their price included in the contractor's bid.
1.8.4 Hazardous Area Work Permits
a. Where a work site is included in an area known, or suspected, to contain hazardous materials, a Hazardous Area Work Permit (HAWP) will be included in the specification after the section "Statement of Work". The contractor shall post a copy of the permit in full view at the work site. The contractor shall be responsible to inform all his personnel and assure they conform to the special requirements directed by the permit. This conformance shall be monitored by the Installation Safety Office. Non-conformance shall result in a work stoppage until the situation is corrected, at no expense to the Government. Continued instances of non-conformance may result in contract termination.

b. Hazardous materials include, but are not limited to, National Priority List (Comprehensive Environmental Response Compensation and Liability Act (CERCLA)), chemical surety materials, hazardous chemicals, carcinogens, asbestos, explosives, radioactive materials, etc. These hazardous materials may be encountered at work sites at Aberdeen Proving Ground.
c. When a HAWP is not included with the specification, the work site is in an area not known or suspected to contain hazardous materials.
However, during operations such as excavation or demolition, materials may be uncovered which could be hazardous (e.g. asbestos, lead paint, mercury in light ballasts, PCB's in transformers). If contractor personnel should encounter materials, either known hazardous materials or unrecognized materials, they should stop work in that area immediately, and notify the Installation Safety Office at 410 306-1095/1096/1097 for work in the Aberdeen Area, or 410 436-4839 for work in the Edgewood Area, and the COR. Work may be resumed after identification of the material, and notification of work constraints, if any, caused by the materials.
1.8.5 Maryland Department of the Environment (MDE) Permits
Articles or processes requiring MDE permits to construct and/or operate, and that require shop drawings or manufacturer's data to obtain the permit, such as boilers, and incinerators, the following shall apply:
a. The contractor shall initiate the permit application. After completion of those portions pertaining to the equipment that will be furnished under this contract, the application shall be forwarded along with a check for any and all fees, through the COR, to the DPW environmental specialist for completion and submission to the MDE.
The permit application shall be submitted within ten workdays of approval of the submittal for the equipment.
b. It is the contractor's responsibility to provide equipment or systems capable of construction and operation under MDE permit. The Government will not accept a system that does not meet the state of Maryland law.
c. If required, the Government will make available the following by the time the "Notice to Proceed" is issued:
(1) MDE approved soil erosion and sediment control plans and, if necessary, storm water management plan.
(2) Critical Area Commission approved plans
(3) A concurrence from the State Historic Preservation Office (SHPO).
d. The contractor is responsible to comply with all provisions of the permit(s). Non-compliance shall result in the issuance of a stop-work order from the Contracting Officer, and work shall not be allowed to resume until corrective actions have been taken.

1.8.6 Refrigerant Management
a. The contractor shall not intentionally vent any refrigerants to the atmosphere.
b. When performing work requiring the opening of existing air conditioning or refrigeration systems, the refrigerants shall be recovered using EPA-approved recovery or recovery/recycle equipment and storage vessels.
c. On systems to be reused after completion of work, the contractor shall install new or reclaimed refrigerant. All current systems using CFC refrigerants should, unless otherwise specified, be considered for modification to allow use of an alternative HCFC.
d. New or replacement air conditioning/refrigeration equipment shall be installed with specified HCFC refrigerants. No refrigerant shall be used having an Ozone Depletion Potential (ODP) equal to or greater than 0.05 (based on R-11 = 1.0).
e. Refrigerant recovered and not to be reused shall be properly labeled as "Recovered Refrigerant", with the type (R-11, R-12, etc.)
indicated, and turned over to the COR.
f. See also Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS.
1.8.7 Range Briefings
If the work site is designated as one in a range area or in close proximity to a range area, the contractor will be briefed and provided with written instructions on range procedures prior to start of work (see Aberdeen Proving Ground Regulation (APGR) 385-1). This information will include safety requirements such as range clearance/control procedures, emergency procedures, communication requirements, etc. The contractor shall be responsible to disseminate these procedures to all contractor and sub-contract personnel. Work shall be scheduled and coordinated with the applicable organization.
1.8.8 Safety
a. All operations performed must be in accordance with OSHA 29 CFR 1910 and OSHA 29 CFR 1926 , and the Code of Maryland ( COMAR), including the High Voltage Act. In those instances where Army regulations are more stringent, the Army regulations shall apply. Applicable Army Safety Regulations include, but are not limited to:
(1) AR 385-10, The Army Safety Program;
(2) AMCR 385-100, Safety Manual;
(3) APGR 385-4, The APG Safety and Occupational Health Program; and
(4) EM 385-1-1 , U.S. Army Corps of Engineers Safety and Health Requirements Manual.

Regulations are maintained in the U.S. Army Garrison, Installation Safety Division (ISD) and are available for review upon request. The contractor is responsible for securing these references and any other regulations necessary.
b. In accordance with contractual requirements, each contractor must appoint a safety representative/competent person to ensure compliance with safety regulations and to act as liaison between the contractor and ISD. ISD personnel will be available for regulatory compliance advice on any particular safety problem that may arise during normal course of operation.
c. Before work under the contract is started, the contractor's safety representative shall report to the ISD located on the First Floor of Building 4304 for familiarization with safety requirements. The safety representative shall maintain an accurate record of and shall report to the ISD exposure data and accidents resulting in death, traumatic injury, occupational disease and/or damage to property, materials, supplies and equipment incident to work performed under the contract. The contractor will submit for review to the Installation Safety Office an accident prevention plan meeting all the requirements as outlined in EM 385-1-1 . No mobilization will be allowed until the plan is accepted by the designated Installation Safety Office representative.
d. The Contracting Officer shall notify the contractor of any noncompliance with the foregoing provisions and action to be taken.
The contractor shall, after receipt of such notices, immediately correct the conditions. Such notice, when delivered to the contractor or his representative at the site of work, shall be deemed to be sufficient for this purpose. If the contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The contractor shall make any part of the time lost due to any such stop order subject of claim for excess costs or damages.
e. Confined space work shall not be performed without appropriate monitoring and approval of an entry permit under provisions of 29 CFR 1910.146 and APG Regulation 385-4.
f. Work requiring control of hazardous energy shall be performed IAW 29 CFR 1910.147 and APG Regulation 385-4.

1.8.9 Worksite Appearance and Security
Contractor shall maintain worksite in a reasonably neat appearance. This shall be done by daily cleanups of the worksite. Contractor is responsible to secure all tools and materials at the close of business.
The Contractor shall protect all construction materials from exposure to the elements. The Contractor shall ensure that, at the end of the work shift, the building exterior doors/windows are secure to prevent access to the building interior. This requirement applies to all jobsites, including those within restricted areas of APG.

1.9 PROTECTION OF GOVERNMENT PROPERTY AND PERSONNEL (DEC 1975)
1.9.1 Protection of Equipment
All existing Government owned equipment within the work area shall be protected by the Contractor from damage caused by construction operations.
As a minimum, the Contractor shall cover all equipment in the work area with dust barriers and protect such items from any damage due to dust, vibration, water, heat or other conditions resulting from construction activities. Existing work damaged by construction operations shall be promptly repaired by the Contractor at his own expense.
1.9.2 Measurements to Prevent Damage/Injury
The contractor shall protect personnel by installing safety rails and/or barricades as applicable to prevent injury from unauthorized entry into work areas. Warning signs shall be erected as necessary to indicate Construction areas or hazardous zones. Work shall proceed in such manner as to prevent the undue spread of dust and flying particles.
1.10 ASBESTOS (JAN 1985 REV NOV 1993)
1.10.1 Warning
THE CONTRACTOR IS WARNED THAT EXPOSURE TO AIRBORNE ASBESTOS HAS BEEN
ASSOCIATED WITH FOUR DISEASES: LUNG CANCER, CERTAIN GASTROINTESTINAL
CANCERS, PLEURAL OR PERITONEAL MESOTHELIOMA AND ASBESTOSIS. Studies indicate there are significantly increased health dangers to persons exposed to asbestos who smoke and further, to family members and other persons who become indirectly exposed as a result of the exposed worker bringing asbestos-laden work clothing home to be laundered.
1.10.2 Friable and/or Nonfriable Asbestos
The Contractor is advised that friable and/or nonfriable asbestos containing material has been identified in area(s) where contract work is to be performed. Friable asbestos containing material means any material that contains more than 1 percent asbestos by weight that hand pressure can crumble, pulverize or reduce to powder when dry. Nonfriable asbestos containing materials do not release airborne asbestos fiber during routine handling and end-use. However, excessive fiber concentrations may be produced during uncontrolled abrading, sanding, drilling, cutting, machining, removal, demolition or other similar activities. Whether asbestos is friable or nonfriable, care must be taken to avoid releasing or causing to be released, asbestos fibers into the atmosphere where they may be inhaled or ingested.
1.10.3 Potential Locations
When contract work activities are carried out in locations where the potential exists for exposure to airborne asbestos fibers as described in paragraph "Friable and/or Nonfriable Asbestos" above or where asbestos waste will be generated, the contractor shall assure that all measures necessary to provide effective protection to persons from exposure to asbestos fibers and prevention of contamination to property, materials, supplies, equipment and the internal and external environment are
SECTION 01 14 00 Page 10 effectively instituted. The Contractor shall conduct asbestos-related activities in accordance with Section 02 82 00 ASBESTOS REMEDIATION.
1.10.4 Summarization
The Contractor shall complete and return to the Contracting Officer within 15 working days after the completion of all airborne asbestos monitoring conducted under this contract, a "Summarization of Airborne Asbestos Sampling Results" form provided by the Government. This completed summarization form is to be used by the U.S. Army Corps of Engineers for statistical information purposes and does not relieve the Contractor from his recordkeeping requirements as specified in with Section 02 82 00
ASBESTOS REMEDIATION.
1.10.5 Industrial Hygiene Asbestos Survey
An industrial hygiene asbestos survey was conducted in the contract workarea(s) to identify the presence of asbestos containing materials as described in paragraph "Friable and/or Nonfriable Asbestos" above. The data collected is contained in the following report inserted at the end of this section.
1.10.6 Additional Asbestos Survey
The industrial hygiene asbestos survey described in the above paragraph may not have identified all asbestos containing materials in the contract work area(s). When contract work area(s) appear to have asbestos containing material not identified in the ASBESTOS SURVEY REPORT, the Contractor shall conduct an asbestos survey to identify such material(s) in a manner similar to that described in the ASBESTOS SURVEY REPORT.

1.11 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
1.11.1 Procedure for Determination
This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance the contract clause entitled "Default: (Fixed Price Construction)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the contractor.
1.11.2 Anticipated Adverse Weather Delays
The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities.

1.11.3 Impact
Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph "Anticipated Adverse Weather Delays", above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a contract modification.
1.12 LIMITS OF WORK AREAS
The limits of work areas as shown on the drawings are necessarily approximate. In case of doubt as to the actual limits of any work area, determination as to the actual limits will be made by the Contracting Officer.
1.13 MOISTURE CONTROL
a. Materials stored onsite or materials installed that are absorptive shall be protected from moisture damage.
b. Building construction materials that show visible evidence of biological growth due to the presence of moisture shall not be installed on the building project.

1.14 COORDINATION DRAWINGS
1.14.1 Locations
Provide coordination drawings for congested spaces.
1.14.2 Content
a. Project-specific information shall be drawn accurately to scale. Do not base Coordination Drawings on reproductions of the Contract Documents or standard printed data. Include the following information, as applicable:
1. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, electrical, communications, and audio visual systems.
2. Indicate required installation sequences.
b. Development of Coordination Drawings
1. The Contractor and the HVAC, Plumbing, Fire Protection, Electrical, Communications, Audio Visual, and any other involved subcontractors are each required to participate in the creation and updating of one complete composite set of coordination drawings.
