ANSWERS TO QUESTIONS
(RFI) Request for Information Indian Rock Dam Herbicide Application Services
York County, Pennsylvania Solicitation W912DR-18-Q-0062
Q1 – Will there be 2 applications the first year or only the second application?
A1 – Though awarded later than anticipated, there will still be 2 applications the first year. Bidders should anticipate any complications this will add to the Base Year.
Q2 - What are the target species for herbicide application?
A2 – Most of the areas requiring herbicide are rip-rap or concrete, and therefore, any and all species of growing vegetation are targeted. Most of the vegetation is native to the area, though some sections of invasive species exist.
Q3 - Is there a water spigot that the Contractor can access to mix herbicide onsite?
A3 – The only water available is at Indian Rock Dam. The source is well water of which the quality and quantity cannot be guaranteed. The water is not potable and often runs dry with heavy draw. Water is not available from Corps facilities near Codorus Creek other than the flow of the creek.
Q4 - What is the approximate percent cover of desirable species (or target species) per application area?
A4 – There are no desirable species in the application area. Target species cover varies widely throughout the project. A site visit is highly recommended to determine vegetation growth.
Q5 - Permits are typically taking 2‐3 months for approval by local and state authorities currently. Since the approval timeline is beyond the control of the Contractor, will the USACE be flexible in scheduling the base year applications if permits are delayed?
A5 – As stated in A1, the Government would like to make 2 applications, so delaying the first application by 3 months would not be preferred. In the past, the state of Pennsylvania has provided provisional approvals for applicators licenses on short notice.
Q6 - What herbicides have been used in the past to control vegetation?
A6 – Many different products have been used at the Contractors’ discretion and with Government approval. Pre-emergents have occasionally been used. Glyphosate based products such as Rodeo and Roundup are often used, though the Government does not require or prefer their use.
