Question No. 1: Ref. Spec. 23 00 00 2.12.3.5 Vibration Isolation: Please clarify the requirements of this paragraph by providing locations and details of what is required.

Answer No. 1: Vibration isolation is not required for the ductwork.

Question No. 2: Re: Duration of the work: Request that the duration be extended to 365 days from 286 to allow more time for submittal review, approval and delivery.

Answer No. 2: No, contract duration needs to remain as specified in the Solicitation.

Question No. 3: Please provide a written description of Bid Option 1.

Answer No. 3: The major mechanical and electrical components of Bid Option 1 are shown on Plates 22, 23, 25, 35, 36, 37, 42, 48 and 49. The Bid Option includes the removal of short sections of thickened residuals piping and the installation of a new thickened residuals grinder on the discharge in each of the four gravity thickener discharge lines along with associated electrical and control modifications.

Question No. 4: Please provide a written description of Bid Option 2.

Answer No. 4: Bid Option 2 is described in Spec. Sections 01 80 00 RECOMMISSIONING and 23 08 00.00 10 RECOMMISSIONING OF HVAC SYSTEMS as noted in the Price Schedule for the project. The duties of the commissioning firm and the existing Residuals Processing Facility HVAC equipment to be functionally tested are summarized in Spec Section 01 80 00 paragraphs 1.9 and 1.11, respectively. Amendment No. 2 modifies paragraph

1.11 of Spec. Section 01 80 00 to clarify the scope of work.

Question No. 5: Is a fulltime Site safety and Health Officer (SSHO) required for this project?

Answer No. 5: Per 01 35 06, paragraph 1.5.1.1, the SSHO or an equally-qualified designated representative/alternate shall be at the work site at all times to implement and administer the Contractor's safety program and government-accepted Accident Prevention Plan.

Question No. 6: Can the SSHO also have other duties?

Answer No. 6: Yes. Amendment No. 2 modifies paragraph 1.5.1.1.1 of Spec. Section 01 35 26 to permit the SSHO to also function as the Contractor's Quality Control Person.

Question No. 7: Please reference the fbo.gov website where this project is listed under the Opportunities tab. On the right side in general information, it states that the response date is 2/20 at 11:00 P.M.

However, the first page of the solicitation states that it is 2/21 @ 11:00 A.M. Please clarify.

Answer No. 7: The correct bid opening is 2/21/2018 @11:00 AM EST, as indicated in the Solicitation.

Question No. 8: General Note #4 on Plate 04 of the contract drawings states that trap primer valves are to be installed on “all floor and hub drains with ‘P’ extension.” Please advise if either of the new floor drains have the

“P” designation. If so, there are currently no specifications for the copper tubing, trap primer valves, insulation requirements, or nearest potable water lines for tie-in. Please advise.

Answer No. 8: Trap primers are not required for the new outdoor floor drains.

Question No. 9: Plate 20 depicts some new 4” floor drain piping. This piping will be installed above the 1st floor office acoustical ceiling tile. Please confirm if we can reuse the ceiling tile that needs to be removed in order to install this piping.

Answer No. 9: Provide new ceiling tiles matching the color and texture of the existing tiles for the complete first floor Lobby No. 1 and Vestibule No. 2 areas as shown on plate 37. Also provide a replacement suspension system as required for a complete finished installation. Suspension system color shall match existing system. Amendment No.

2 includes a specification that describes the new suspended ceiling system.

Question No. 10: The scope of work on page 4 of the solicitation describes five inline 25 HP mechanical grinders.

However, on drawing G4 these grinders are labeled as 15HP & 5HP. Please confirm that the contract drawings are correct.

Answer No. 10: The contract drawings are correct. The motors sizes for the five grinders are 15 HP & 5 HP. The reference in the scope of work has been corrected in Amendment No. 2.

Question No. 11: Please confirm that the building permit will be obtained by the owner. If not, then please provide the cost so we can include it in our bid.

Answer No. 11: Building permits are not required in this project.

Question No. 12: Please confirm that the trade permits can be obtained at no cost to the contractor. If not, then please provide the cost so we can include it in our bid.

Answer No. 12: Trade permits are not required in this project.

Question No. 13: Specification section 01 45 35 states that special inspections are to be performed by the Contractor and it references the schedule for special inspections which appears on drawing G-3.

However, the schedule on drawing G-3 contradicts this and states that the special inspections will be owner furnished. Please confirm that per drawing G-3, the owner will perform the quality control testing.

Answer No. 13: Amendment No. 2 modifies drawing G-003 to clarify the scope of work for Special Inspections.

The intent of these changes is to have the Contractor perform this work.

Question No. 14: Article 1.10.1.g. of specification section 01 05 00 states that modification to the odor control ductwork shall be completed by 5/31/18. Considering that this project is bidding in late February and will take even longer to get awarded, it is not reasonable that this work will be completed within this time constraint. After award there will need to be enough time for purchasing, developing submittals, submittal review, fabrication lead time, and installation. Please adjust this time constraint date.

Answer No. 14: Amendment No. 2 modifies this specification paragraph to clarify when this work can be performed.

Question No. 15: 23 00 00 paragraph 2.12.1.2.1.b.5 states that “Alternate gauges will be considered if the Contractor can demonstrate that they can meet the required system class and pressure class.” It is our understanding from our ductwork manufacturers, that the ductwork can be designed in accordance with SMACNA to pressure class 1 to minus 16” WG of pressure using different gauges than listed in the specification.

We will provide ductwork meeting the system and pressure classes, but not necessarily the listed gauges, in accordance with the specification, unless otherwise directed by addendum. If any standard(s) other than SMACNA will be used to evaluate the acceptability of ductwork, please provide the specific references.

Answer No. 15: Alternate duct gauges can be utilized, as stated in the specifications, provided they comply with the specified pressure class and SMACNA standards.

Question No. 16: 23 00 00 paragraph 2.12.2.a states that expansion joints are to be provided as shown on the drawings or as required for installation or thermal expansion. We interpret that since none are shown on the drawings and no specific criteria for thermal expansion has been provided, no expansion joints are required by the design, and we will provide none unless otherwise directed by addendum.

Answer No. 16: Correct. Expansion joints are not required in the ductwork.

Question No. 17: 23 00 00 paragraph 2.13.2.1.f states that flexible connections are to be provided at the new odorous air scrubber fans, but none are specifically called for at the carbon vessel or prefilter, or existing equipment connections. We interpret that since none are shown on the drawings and no specific criteria for thermal expansion has been provided, no other flexible connections are required by the design, and we will provide none unless otherwise directed by addendum.

Answer No. 17: Correct. Flexible connections are only required on the inlet and discharge of the exhaust fans.

Question No. 18: 23 00 00 paragraph 2.12.4 describes balancing dampers of the butterfly and counterbalanced backdraft types. Since none of either type are shown on the drawings and no specific criteria has been provided, we interpret that no balancing dampers are required at branch TEEs or equipment suction lines, and will provide none unless otherwise directed by addendum.

Answer No. 18: Correct. Balancing dampers are not required.

Question No. 19: Plate 33 shows three (3) motor actuated isolation dampers and four (4) manual isolation dampers. No additional isolation dampers are shown on the drawings, or called for in specification 23 00 00, and no specific criteria has been provided; therefore, we interpret that no additional isolation dampers are required, and will provide only the seven (7) shown unless otherwise directed by addendum.

Answer No. 19: Correct. No additional isolation dampers are required in the ductwork.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01330 SUBMITTAL PROCEDURES:

1.3 GENERAL REQUIREMENTS

Remove existing acoustical suspended ceiling system in existing first floor Lobby No. 1 and Vestibule No. 2 and replace with new acoustical suspended ceiling and framing system as specified hereinafter. Color of new ceiling and framing system shall match existing system.

1.4 DELIVERY AND STORAGE

Materials shall be delivered to the site in the manufacturer's original unopened containers with brand name and type clearly marked. Materials shall be carefully handled and stored in dry, watertight enclosures.

Immediately before installation, acoustical units shall be stored for not less than 24 hours at the same temperature and relative humidity as the space where they will be installed to assure proper temperature and moisture acclimation.

1.5 ENVIRONMENTAL REQUIREMENTS

A uniform temperature of not less than 60 degrees F nor more than 85 degrees F and a relative humidity of not more than 70 percent shall be maintained for 24 hours before, during, and 24 hours after installation of acoustical units.

1.6 WARRANTY

Manufacturer's standard performance guarantees or warranties that extend beyond a one year period shall be provided. Standard performance guarantee or warranty shall contain an agreement to repair or replace acoustical panels that fail within the warranty period. Failures include, but are not limited to, sagging and warping of panels; rusting and manufacturers defects of grid system.

1.7 EXTRA MATERIALS

Spare tiles of each color shall be furnished at the rate of 5 tiles for each 100 tiles installed. Tiles shall be from the same lot as those installed.

PART 2 PRODUCTS

2.1 ACOUSTICAL UNITS

2.1.1 Units for Exposed-Grid System

a. Type: III (non-asbestos mineral fiber with painted finish).

b. Minimum NRC: 0.60 when tested on mounting Type E-400 of ASTM E 795.

c. Pattern: Fissured.

d. Nominal size: 24 by 24 inches.

e. Edge Detail: Square.

f. Finish: Factory-applied standard finish.

g. Minimum LR coefficient: LR-1, 0.75 or greater.

h. Minimum CAC: 40.

i. Flame Spread: Class A, 25 or less.

2.2 SUSPENSION SYSTEM

Suspension system shall be standard, and shall conform to ASTM C 635 for intermediate-duty systems. Surfaces exposed to view shall be aluminum or steel with a factory-applied white baked-enamel finish. Wall molding shall have a flange of not less than 15/16 inch. Inside and outside corner caps Standard corners shall be provided. Suspended ceiling framing system shall have the capability to support the finished ceiling, light fixtures, air diffusers, and accessories, as shown. The suspension system shall have a maximum deflection of 1/360 of span length. Seismic details shall conform to the guidance in TI 809-04 and ASTM E 580.

2.3 HANGERS

Hangers and attachment shall support a minimum 300-pound ultimate vertical load without failure of supporting material or attachment.

2.3.1 Wires

Wires shall conform to ASTM A 641/A 641M, Class 1, 0.106 inches in diameter.

2.3.2 Straps

Straps shall be 1 by 3/16-inch galvanized steel conforming to ASTM A 653/A 653M, with a light commercial zinc coating or ASTM A 1008/A 1008M with an electrodeposited zinc coating conforming to ASTM B 633, Type RS.

2.3.3 Rods

Rods shall be 3/16-inch diameter threaded steel rods, zinc or cadmium coated.

2.4 ACCESS PANELS

Access panels shall match adjacent acoustical units and shall be designed and equipped with suitable framing and fastenings for removal and replacement without damage. Panel shall be not less than 12 by 12 inches or more than 12 by 24 inches.

a. An identification plate of 0.032-inch-thick aluminum, 3/4 inch in diameter, stamped with the letters "AP" and finished the same as the

Section 09510 Page 4 unit, shall be attached near one corner on the face of each access panel.

b. Identify ceiling access panel by a number utilizing white identification plates or plastic buttons with contrasting numerals.

The plates or buttons shall be of minimum 1 inch diameter and securely attached to one corner of each access unit. Provide a typewritten card framed under glass listing the code identification numbers and corresponding system descriptions listed above. Mount the framed card where directed and furnish a duplicate card to the Contracting Officer.

Code identification system shall be as follows:

1. Fire detection/alarm system

2. Air conditioning controls

3. Plumbing system

4. Heating and steam systems

5. Air conditioning duct system

6. Sprinkler system

7. Intercommunication system

8. Telephone junction boxes

2.5 ADHESIVE

Adhesive shall be as recommended by tile manufacturer.

2.6 FINISHES

Acoustical units and suspension system members shall have manufacturer's standard textures, patterns and finishes as specified. Ceiling suspension system components shall be treated to inhibit corrosion.

2.7 COLORS AND PATTERNS

Colors and patterns for acoustical units and suspension system components shall be white, fissured.

2.8 ACOUSTICAL SEALANT

Acoustical sealant shall conform to ASTM C 834, non-staining.

PART 3 EXECUTION

3.1 INSTALLATION

Examine surfaces to receive directly attached acoustical units for unevenness, irregularities, and dampness that would affect quality and execution of the work. Mechanical, electrical, and other work above the ceiling line shall be completed and approved prior to the start of acoustical ceiling installation. Acoustical work shall be provided complete with necessary fastenings, clips, and other accessories required for a complete installation. Mechanical fastenings shall not be exposed in the finished work. Hangers shall be laid out for each individual room or space.

Hangers shall be placed to support framing around beams, ducts, columns, grilles, and other penetrations through ceilings. Main runners and carrying channels shall be kept clear of abutting walls and partitions. At least two main runners shall be provided for each ceiling span. Wherever required to

Section 09510 Page 5 bypass an object with the hanger wires, a sub suspension system shall be installed, so that all hanger wires will be plumb.

3.1.1 Suspension System

Suspension system shall be installed in accordance with ASTM C 636 and as specified herein. There shall be no hanger wires or other loads suspended from underside of steel decking.

3.1.1.1 Plumb Hangers

Hangers shall be plumb and shall not press against insulation covering ducts and pipes. Where lighting fixtures are supported from the suspended ceiling system, hangers shall be provided at a minimum of four hangers per fixture and located not more than 6 inches from each corner of each fixture.

3.1.1.2 Splayed Hangers

Where hangers must be splayed (sloped or slanted) around obstructions, the resulting horizontal force shall be offset by bracing, counter-splaying, or other acceptable means.

3.1.2 Wall Molding

Wall molding shall be provided where ceilings abut vertical surfaces. Miter corners where wall moldings intersect or install corner caps. Wall molding shall be secured not more than 3 inches from ends of each length and not more than 16 inches on centers between end fastenings. Wall molding springs shall be provided at each acoustical unit in semi-exposed or concealed systems.

3.1.3 Acoustical Units

Acoustical units shall be installed in accordance with the approved installation instructions of the manufacturer. Edges of acoustical units shall be in close contact with metal supports, with each other, and in true alignment. Acoustical units shall be arranged so that units less than one-half width are minimized.

3.1.4 Caulking

Seal all joints around pipes, ducts or electrical outlets penetrating the ceiling. Apply a continuous ribbon of acoustical sealant on vertical web of wall or edge moldings. See Section 07920 JOINT SEALANTS.

3.2 CEILING ACCESS PANELS

Ceiling access panels shall be located directly under the items which require access.

3.3 CLEANING

Following installation, dirty or discolored surfaces of acoustical units shall be cleaned and left free from defects. Units that are damaged or improperly installed shall be removed and new units provided as directed.
