RESPONSE TO RFI'S
11 January 2017
Raystown Lake Huntingdon County, Pennsylvania
Master Blanket Purchase Agreement Herbicide Application Services
QUESTIONS & ANSWERS
Q1.) Has invasive spraying in the forest setting been conducted previously at Raystown Lake?
A1.) Yes, forest/invasive herbicide application has been conducted at Raystown Lake for a minimum of 15 years.
Q2.) Will the Corps be able to provide a shape file or topography maps of the terrain where spraying would occur?
A2.) Shape files of the spray areas will not be made available until the issuance of a task order.
Publically available maps, sold by the Huntingdon County Visitors Bureau, or online mapping tools such as Huntingdon County Web Mapping, include the general topography of the Raystown Lake Project.
Q3.) What types of licenses would you need to spray in the parking lot setting?
A3.) Section 3.2 of the Performance Work Statement requires that an employee possess a current Pennsylvania Commercial Applicator Pesticide License under the appropriate category for which treatment is taking place.
Q4.) What types of materials are the parking lots and campsites composed of?
A4.) The substrate is variable; often 2A/2B stone.
Q5.) If there is an extension to the date when questions may be submitted or when the bids are due will it be posted?
A5.) Yes, any extensions to the dates in which questions must be submitted or bids are due will be posted on FedBizOps.
Q6.) What is the area at the Raystown Dam like?
A6.) Examples of past spray areas at the Raystown Dam will be posted to FedBizOps as an Appendix to the Performance Work Statement.
Q7.) By what methodology are the food plots to be treated?
A7.) The Contractor may choose the method of application. The sites can be accessed by mechanized (UTV/Tractor) equipment.
Q8.) What is access like to the forest sites?
A8.) The number and type of access routes to an invasive spray treatment area is variable. The Raystown Lake Project maintains over 40 miles of secondary access roads usable by vehicular (AWD/4WD/UTV/Tractor) traffic in addition to maintaining past logging access routes and an extensive trail system. Maps provided upon the issuance of a task order will identify possible access routes.
Q9.) Do you specify what type of spray treatment must be used in invasive vegetation treatment?
A9.) When a task order is issued, the government will provide a map and description of the vegetation (general species and density) in the treatment area. All non-desirable vegetation (the list of non-desirable vegetation is included in the Appendices of the Performance Work Statement) shall be treated. The methodology by which the treatment is implemented (i.e. basal
vs. foliar, etc.) is to be determined by the contractor.
Q10.) Will the Contractor have the opportunity to review/revise/or not submit a bid upon the issuance of a task order?
A10.) The unit costs for the 4 vendors who enter into the Master Blanket Purchase Agreements are considered fixed. Upon issuance of the task order, the Contracting Officer will provide a limited opportunity for each of the venders to review the unit costs and submit their response.
For each blanket purchase agreement call, the vendor may revise (lower, but not raise) their unit costs, maintain the current unit cost, or not submit a quote for the blanket purchase agreement call.
Q11.) Where do we do suspicious activity training?
A11.) Per Section 9.5 the Contractor shall receive a brief/training (provided by the COR) on the local suspicious activity reporting program. This training can be conducted on-site or by another mutually agreeable meeting form (i.e. webcast/teleconference).
Q12.) If there are only 2 vendors whom submit a bid will the government still enter into the agreement?
A12.) The Government intends on entering into an agreement with up to four (4) responsive vendors; provided they are considered acceptable by the submission requirements.
Q13.) You have rates listed and benefits that are required – what is the prevailing wage/classification for this contract?
A13.) Wage determination was provided in the solicitation package advertised on https://www.fbo.gov/.
Q14.) Are the quantities listed in the bidding schedule for invasive vegetation typical for that year?
A14.) The quantities listed in the bidding schedule for invasive vegetation are variable from year to year. The quantities listed in the bidding schedule are for bid calculation purposes only. As per the bidding schedule notes; a call will not be issued for less than $7,500.
Q15.) Are there deadlines throughout the year for the task orders?
A15.) The Government can issue multiple blanket purchase agreement calls at any point during each calendar year. As per the bidding schedule notes; the minimum call order threshold is $7,500, the maximum call order threshold is $150,000. Cumulative Five Year Maximum:
$1,250,000.
Q16.) Will be an email be sent out that an amendment has been posted?
A16.) No, all amendments will be posted on https://www.fbo.gov/.
