RESPONSES TO RFI DATED 16 FEB

Responses to Requests for Information (RFI’s) DLA Ft. Belvoir Solicitation W912DR-17-R-0019 16 February 2017

1. On page 32, paragraph (b), the Solicitation mentions key personnel. Would the Government please specify which positions are considered key?

Response: Typically, this would be the Project Manager, Senior CTC analyst, Senior RACER specialist and Auditor.

2. The reference, “DLA FY16 Site ID SOP” in Appendix F2, page 9 shows the cost-to-complete (CTC) process. It also shows that the process goes from October to the end of June each FY. The incumbent contract ends in March.

Where does DLA expect the incumbent contractor to be within the CTC process by the end of their contract? Will editable versions of all developed assumptions, spreadsheets, and RACER databases be provided the awardee of this

RFP?

Response: The incumbent contractor will have begun data gathering for the FY18 CTC cycle, however, it is likely that very little estimating will have occurred. All documentation available will be provided to the awardee of this

RFP.

3. Task 2.7 on page 25 of the Solicitation mentions providing support in “administering the system” and uploading CTC information. Is this in reference to E2DMS? If so, does E2DMS have operational ability to upload RACER data or does it require manual data entry? What is the current state of the deployment in regards to the ability to create OSD-required reports?

Response: The system administration referred to is E2DMS. E2DMS does not have the operational ability to upload RACER data; however, RACER exports, with minor modifications are expected to be used for data submissions. E2DMS is expected to be deployed in 2017. OSD required formats were taken into consideration while designing E2DMS.

4. The reference “Task 2.6 2.3.2.1_P_ELM_43_ ELM E2E_PCM - FY16 5-03-16” page 14, mentions “Financial Management Rules of Thumb” and “RACER® Estimating Rules of Thumb” but they cannot be found in the 22 files provided through AMRDEC. Will the Government be providing this data?

Response: The files referenced here are not accurate. All rules of thumb required to perform this task are included in the CTC SOP.

5. The reference “Documents Provided by Client” lists DLA FY17 CTC Annual EL Training, DLA FY17 CTC SOP, and DLA FY17 SOP Revisions MFR. These cannot be found in the 22 files provided through AMRDEC.

Will the Government be providing this data?

Response: Government will provide via AMERDEC.

6. For Past Performance cited on page 31, will the government accept past performance information in a separate section of Volume 1?

Response: A separate section within Volume 1, with a page limitation of 5 pages is acceptable.

7. Page 30, paragraph a. i), bullet 1 of the Solicitation states “including a comprehensive project communication approach for coordination with USACE and DLA,” and page 32, paragraph a, Technical Factor, states “including a comprehensive project communication approach for coordination with USACE, Ft. Drum, and DLA;” Would you please clarify which of these are correct?

Response: Lines of communication are to be coordinated with USACE and DLA HQ. Ft. Drum is a typo to be disregarded.

8. Will there be a pricing template provided for the details requested on Page 30, paragraph b. Price, of the Solicitation?

Response: No Government Template will be provided, however it is expected that estimates will be generated for each individual Task (CLIN), and then summarized in a Summary Sheet combining all CLINS.

9. Does the government intend to issue labor categories and labor category descriptions for the key personnel or are the Contractors to propose their own?

Response: Contractor shall provide their own.

10. What version of MS Excel and Word does the government require for the electronic copies of the technical and price volumes?

Response: MS Excel 2013 and Word 2013 preferable.

11. Can the Contractor hand deliver the proposal?

Response: Yes.

12. In the RFP, page 30 – Proposal Submission Instructions, item c, Past Performance states that no information is required to be submitted by the Offeror, however in the Evaluation Criteria, page 32, item c states that past performance will be evaluated to determine a confidence assessment. Can the government please clarify its intent on the past performance requirement?

Response: Offerors can provide performance evaluations, assessments, reviews, letters of recommendation, etc.

from previous similar projects performed in the last three (3) years OR the Government may use data in Governments, the Past Performance Information Retrieval System, and through interviews with personnel familiar with the contractor and their current and past performance.

13. Can the government clarify how many Contractor personnel will be required on government site versus Contractor site?

Response: Expect a minimum of 2-3 personnel on site for duration of contract. Should task 2.9 be exercised, DLA would expect that a third full-time person on-site may be required.

14. Can the proposal be hand delivered, and if so, to what address should it be hand delivered?

Response: Proposals can be hand delivered to:

10 S. Howard Street, Room 7000 Baltimore, MD, 21201

15. For the ODCs referenced in the section on pricing, are direct costs and ODCs cost reimbursable? If yes, can a plug-in number be provided? If no, should we include these costs in our CLIN pricing?

Response: No. Direct and ODCs are NOT cost reimbursable, must be fixed price. Include costs in CLIN pricing.

16. For invoicing, will the government accept fixed monthly of 1/12 of the total award for labor? ODCs and direct costs would be invoiced as incurred.

Response: The Government will accept adjusted monthly estimates for the effort incurred in that month (to avoid advance payment). ODCs and direct costs would be invoiced as incurred monthly.

RESPONSES TO RFI DATED 22 FEB

Responses to Requests for Information (RFI’s) DLA Ft. Belvoir Solicitation W912DR-17-R-0019 22 February 2017

1. Instructions To Offerors, Proposal Submission Instructions, Section b. Volume 2: Price (page 30 of 55). The Price Proposal instructions do not include a page limitation. Can we verify that Volume 2 (Price Proposal) does not have a page limit?

Response: There is no page limit for Volume 2: Price Proposal.

2. Instructions to Offerors, Proposal Submission Instructions (page 30 of 55). The first sentence of this section specifies that technical and price proposals shall be separate documents. Sections a) and b) of this section support submittal of technical and price proposals as separate documents. However, Section e) Proposal Submittal (page 31 of 55) states that one original hard copy including both technical and price proposal shall be submitted along with the various copies previously requested. Can you clarify this apparent inconsistency?

Response: Volume I-Technical shall be submitted in one (1) original and three (3) hard copies and two (2) electronic copies. The electronic copy should be in a CD-ROM format.

Volume 2-Price Proposal shall be provided in one (1) original and one (1) electronic copy, submitted in a separate envelope apart from the technical proposal.

3. QASP, Section 3.1 Key Milestones/Deliverables to be assessed (page 35 of 55). The list of milestones and associated deliverables to be evaluated under the QASP includes Approval of the Final Project Management Plan (PMP) and Quality Assurance Surveillance Plan (QASP). Can we verify whether the awardee will be required to create and submit these documents?

Response: The awardee will be required to create and submit these documents.

4. Can the Past Performance be its own section, or does it need to be part of the Technical Volume (subject to the 38 page limit)? If it can be its own section, is there a page limit?

Response: If the offeror chooses to provide performance evaluations, assessments, reviews, letters of recommendation, etc. from previous similar projects performed in the last three (3) years past performance can be included as a separate section in Volume 1, with a page limitation of 5 pages.

5. A-E Manpower reporting: "The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the A-E will report ALL A-E manpower (including sub A-E manpower) required for performance of this contract." Does this requirement pertain to this Draft RFP, as companies are not required to be an A-E to submit a proposal?

Response: Yes, report manpower. Typically manpower hours worked information is provided also within the monthly status report when invoicing.
