Q3 - Information about the Tendering Procedure and Guidelines

A3 - Please see the solicitation documentation on www.fbo.gov.

Q4 - Any Addendum or Pre Bid meeting Minutes?

A4 – No.

Q5 - We are requesting that the bid submittal date be postponed at least two weeks so that we may be able to obtain and analyze samples of the sludge in the Reservoirs and Clearwells, as well as, to provide us with sufficient time to properly prepare the Technical Offer and Past Performance Volumes requires by the bid.

A5 – The bid submittal date will be revised from 27 MAR 2017 to 10 APR 2017. It is not possible to access the reservoirs or clearwells for the purposes of obtaining samples of in-situ materials while those facilities are in service. No opportunity will be provided to obtain and analyze samples prior to the bid submittal date.

Q6 - If we are not permitted to obtain samples, will the USACE provide samples to the contractor or provide data on the sludge contained in each and every Reservoir and Clearwell listed in the bid including % solids in place.

A6 – No samples or data beyond that contained in the solicitation will be provided by the Government prior to the bid submittal date.

Q7 - When was the last time each of the facilities listed in the specifications were cleaned and what was the frequency of cleaning over the last 3 years?

A7 – The McMillan North Clearwell and 3rd High Reservoir were cleaned in 2016. The 1st High Reservoir was cleaned in 2015. The Dalecarlia 30 MG Clearwell was cleaned in 2007. The McMillan South Clearwell, the 2nd High Reservoir, and the Dalecarlia 15 MG Reservoir were cleaned in the late 1990’s.

Q8 - Please provide us with the costs associated with the last time that clean-out services where performed on the Reservoirs and Clearwells.

A8 – This is considered a new requirement.

Q9 - Please provide the budget for this effort.

A9 – The government does not provide estimates or budgets.

Q10 - Please provide us with the access dimensions for the Third High Distribution Reservoir.

A10 – The 3rd High Reservoir access dimensions are shown on Sheet SK-7, dated 17 May 2016, provided in the solicitation.

Q11 - Please clarify on the pricing page why disinfection is listed as part the scope of work for all the sites to be cleaned when in the Specifications, Section 2.9, page 20, it is not. Is disinfection required for both the Clearwells and the Reservoirs?

A11 – Following cleaning by the Contractor, the Government will be responsible for disinfection of the McMillan North Clearwell, the McMillan South Clearwell, the Dalecarlia 15 MG Clearwell and the Dalecarlia 30 MG Clearwell. Following cleaning by the Contractor, the Contractor will be responsible for disinfection of the 1st High Reservoir, the 2nd High Reservoir, and the 3rd High Reservoir, per Section 2.9 of the Performance Work Statement.

Q12 - Will work be required during the winter season of November thru March? If so, additional costs would be required to perform cleaning services in subfreezing weather.

A12 – Individual Task Orders may be issued at any time during any given year according to the terms of the contract, including the winter season.

Q13 - Can the contractor set-up dewatering equipment at the MacArthur Blvd. location for the purpose of operating a centralized dewatering station?

A13 – Layout areas associated with each of the individual facilities are given in site plans Sheet SK-2 and Sheet SK-3, dated 17 May 2016, provided in the solicitation. A centralized dewatering station location is not provided in the solicitation.

Q14 – Can dewatered material be dumped on the ground for staging/loading or must it be loaded directly into trucks or containers?

A14 - See Section 2.5 Handling and Disposal of Solids, Cake Material Production, of the performance work statement included in the solicitation. “Cake material resulting from the filter presses shall be carried to leak-proof trucks and/or leak-proof roll-off bins. Once the truck or roll-off is full, it shall be immediately replaced so as not to halt progress of the dewatering operation. At no time during the operation will the cake material be stockpiled or stored awaiting removal.”

Q15 - Is the sludge currently approved for disposal or reuse at any facilities? Can you provide us the disposal/reuse sites utilized the last time the Reservoirs and Clearwells were cleaned-out?

A15 – Per the scope of work provided in the solicitation, the Contractor is responsible for the testing, handling and disposal of the materials removed from the facilities. The Contractor is responsible for providing a permitted site for the disposal of all materials.

Q16 - With regard to SBA participation, is the contractor required to subcontract out 30% of the work or is the figure a goal? Since most of the work necessary for this contract is performed by the contractor’s personnel and equipment, subcontracting out 30% will be difficult and costly.

A16 – The solicitation requests that each vendor suggest a SBA participation plan. There are no required participation levels, but all plans will be evaluated for selection.

Q17 - What is the expected flow rate (GPM) of the influent sluice gates that leak after draining the clearwells/reservoirs?

A17 – The Contractor shall assume that any sluice gate leakage in the Dalecarlia 15 MG Clearwell, the McMillan North Clearwell, the McMillan South Clearwell and the 1st High Reservoir will be able to drain out of the structure via the gravity drain. However, the Contractor is required at all times to prevent solid waste materials from discharging from the structure via the gravity drain. For bid purposes, the Contractor shall assume that two 6” pumps will be required to control leakage for the Dalecarlia 30 MG Clearwell and to dewater the portion of the work required in the influent and effluent channel of the 15 MG Clearwell, and one 4” pump will be required for each of the 2nd High Reservoir and 3rd High Reservoir structures to handle sluice gate leakage.

Q18 – Please provide additional dimensional information pertaining to the lime mixing chamber at the McMillan North Clearwell.

A18 – Delete Sheet SK-5 dated 17 MAY 2016 and substitute attached Sheet SK-5, dated 13 June 2016. Delete Sheet SK-9 dated 17 APR 2016 and substitute attached Sheet SK-9, dated 10 June 2016.

Q19 – Please clarify the Performance Work Statement reference to “three (3) days” in Section

2.9 North Clearwell, item e.

A19 – A three (3) day outage of the McMillan Plant will be allowed in order to dewater, enter, clean, and vacate the Lime Mixing Chamber for the cleaning work contained therein. This outage will coincide with the performance of the work in the North Clearwell.
