NOTES TO BIDDERS

Offerors must quote on all items including Option Items. Failure to quote on all items may be cause for rejection of the proposal.

Option Items may be exercised at any time within 90 calendar days after contract award.

The Contracting Officer may exercise the Option Items by written notice to the Contractor, postmarked within the period specified above. The Government is not obligated to exercise the Option Items.

No additional time for contract completion will be allowed when an Option Item is exercised.

EVALUATION OF OPTIONS:

Except when it is determined not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

SECTION 00 21 13 - INSTRUCTIONS TO BIDDERS

The following have been added by full text:

RFI RESPONSES

OFFERORS’ REQUESTS FOR INFORMATION (RFI’S) AND GOVERNMENT ANSWERS

For information only Q1) Drawing M-1 does not show a valve with designation V-4-33-6, or a flow meter for filter 33;

however, note 1 on M-2 states that the plan and sections provided on that drawing are typical for all filters 27-36. Please advise if filter 33 has the valve and flow meter.

A1) V-4-33-6 shall be replaced as indicated in the Valve Schedule on Sheet M-4. The associated 18" filter effluent flowmeter shall also be replaced as indicated in Notes 9 and 12 of Sheet M-2.

These items are not shown on the Filter Pipe Gallery Plan on Sheet M-1 because they are underneath the existing stair landing.

Q2) The valve schedule on drawing M-4 is fuzzy and hard to read. Could a more clear copy be provided?

A2) Valve schedule is legible in the electronic PDF version of the drawings. Drawings should be viewed at full scale.

Q3) Paragraph 1.1 a in 33 01 90 – Internally Bonded CRFP Lining states that there are two sections of 84” pipe to be lined, each 101 feet in length. M-3 shows two sections of pipe approximately 10’-6” in length each. Please confirm the sections of pipe and valve to be lined are as shown on the drawings, or advise where the additional lengths of pipe are located.

A3) The 84-inch piping to be repaired with internally bonded CFRP lining are the two 84" steel filter effluent piping segments on either side of each 84" butterfly valve V-177 and V-178 as shown on contract drawing M-3. Section 33 01 90, paragraph 1.1.a.1 will be corrected by Amendment. Additionally, Note 1 on Drawing M-3 will be corrected to specify that CFRP lining shall not be applied to 84” butterfly valves V-177 and V-178.

Q4) Reference specification 01 11 00 – can the Corps of Engineers provide a list of items to be salvaged on the project?

A4) Refer to Contract Drawing M-1, Note 3.

Q5) Due the complexity of the large valve work on this project, is it possible to extend the bid date to give vendors and contractors more time to accurately price the project? This should create more competitive, lower prices for the owner.

A5) No, the bid date will remain as issued in the solicitation.

Q6) At the site visit, it was noted that lead dust and chips were on the floor. Additionally, there is lead paint flaking off the walls and ceilings. Is the removal of all lead paint from all ceilings, walls and floors part of the work of this contract? If so, is the lead paint abatement required in the entire building or only in the areas we are working?

A6) Lead paint test results are included in Specifcation Section 02 83 13.00 20, "Lead in Construction". No lead based paint has been identified on the walls, floors, or ceilings in the West Filter Gallery. Removal of the existing paint on these surfaces is required as part of the surface cleaningidentified in Note 10 on M-1, which shall include the entire length of the West Filter Gallery. This note will be modified by Amendment to clarify the extent of cleaning..

Q7) Please advise what style of valve is to be provided for the 84” butterfly valves. It appears that FLGxPE valves are currently installed with a sleeve type coupling. Is the new valve and coupler to be the same configuration? A PExFLG of this size may not be available. Would a FLGxFLG valve with a flanged coupling adapter be suitable? If so, please provide a specification for flanged coupling adapters.

A7) Refer to Valve Schedule Note 8 on Contract Drawing M-4 indicating the 84” butterfly valves V-177 and 178 as plain end by flanged. A flanged by flanged valve with coupling would also be acceptable providing the coupling meets the requirements of Specification Section 40 05

13. Contractor is responsible for any piping modifications required for proper installation. This will be clarified by an Amendment to Valve Schedule Note 8 on Drawing M-4.
