SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

SPECIFICATIONS:

1. Section 35 20 23, Paragraph 2.8.3 Turbidity Curtain Installation: Replace the first paragraph in its entirety with the following:

“The Contractor shall design and provide a temporary turbidity curtain on the south side of the South Jetty Placement Area, at the location indicated on the contract plans. The curtain shall be in place prior to any placement of material in the South Jetty site. The turbidity curtain shall be designed to trap sediment arising from placement operations. The turbidity curtain shall be designed as Type III turbidity curtain, similar to the typical section of a center tension silt curtain shown on the contract plans. The curtain shall be designed to accommodate tidal flow through the curtain with heavy woven filter fabric that will retain sediment.”

2. Section 35 20 23, Paragraph 2.11.4 Placement Area 4: Replace the paragraph in its entirety with the following:

“Area 4, as shown on the contract drawings, extends from the eastern edge of Area 3 (Station 2+60) to the western edge of Area 5 (Station 5+80). The target elevation for material placed in Area 4 is +2.5 to 3 ft MLLW. Placement of the material is not to exceed +3 ft MLLW. Once the correct elevation is obtained in an area, it may be deemed necessary to move the pipeline and repeat the placement process.”

QUESTIONS AND ANSWERS

FOR INFORMATION ONLY (FIO)

Twitch Cove and Big Thorofore at Smith Island

JANUARY 13, 2017

Question No. 1: Please send out the bid bond requirements as they are not included in the original set of specifications.

Answer No. 1: The Bid Guarantee Clause (52.228-1) should have been incorporated by full text in the Contract Solicitation. The amount of the bid guarantee shall be twenty percent (20%) of the bid price or $3.0 million, whichever is less.

Question No 2: Have all the required permits been obtained to complete this project in its entirety?

Answer No. 2: There are no official permits required to complete this project. Because it is a beneficial use project (rather than an upland site), no MDE permits are required. Real estate easements were required and have been obtained by Somerset County for the two properties impacted by the South Jetty Placement site. Swan Island is ownded by U.S. Fish & Wildlife Service, and a one page "Special Use" permit will be obtained by Somerset County for the Swan Island site prior to NTP.

Question No 3: Can you please send out all the permits that have been obtained for this project?

Answer No. 3: A copy of the real estate easements obtained for the South Jetty Placement sites will be provided to the Contractor upon award of the Contract.

Question No 4: What “TYPE” of curtain is required for this portion of work? (Ex. Type l, Type ll, Type ll)

Answer No. 4: The turbidty curtain shall be Type III, suitable for potential wind and wave energy expected at Smith Island.

Question No 5: Can you please show the pipeline ROW on the plan drawings as they are not currently shown? This is especially important starting at station 7+647 at Big Thorofare and detailing the location of the pipeline ROW entering the South Jetty Placement Site.

Answer No. 5: In general, the pipeline ROW will follow the channel through Smith Island. The Pipeline ROW was added to the drawings for the South Jetty Site. See Amended Sheet V-113.

Question No 6: Does each dredging bid item consist of an acceptance section?

Answer No. 6: The acceptance reaches for this project are flexible and will be established between the Contractor and the government as work is progressing. The length of accpetance reaches will be determined by both the speed at which the work is progressing and the weather conditions allowing for after dredge surveys to take place.

Question No 7: Can you please take the project depths on plan drawing V-111 and overlay them on plan drawing V-112?

Answer No. 7: This information is available on Sheet V-111, and was not projected onto Sheet V-112.

Question No 8: Do you have boring samples of the Big Thorofare stations 0+500 to 3+292?

Answer No. 8: We do not have any recent sediment samples of the material between the jetties. This dredging area was added on to the Contract at a later date, after sediment sampling had been completed. Historic sample data in this area (from 2001) characterizes the material as sand, and this is consistent with historic knowledge of the dredged material in this area from our long term construction representatives.

Question No 9: Evaluation – After doing some measurements on the South Jetty placement area, it appears your plan drawings are incorrect. You are showing the breakwater measuring 750’ in length when in reality the breakwater is 1,000’ in length. This inaccuracy puts into question where exactly the placement areas are located at.

Please double check your measurements on the breakwater and the location of Cells 7, 8, and 9. You are measuring the breakwater at 750’ long whereas the breakwater is actually 1,000’ long. This in turn affects the location of the placement areas.

Answer No. 9: You are correct, the breakwater plan view was taken from the 2001 contract drawings when the breakwater was constructed. The drawings show 750 ft, but on google earth, the breakwater is clearly 1000 ft in length. The intent of the south jetty placement site is to have all material placed behind the breakwater, moving from north to south. Area 9 was extended south to the end of the stone breakwater. The turbidity curtain should still be installed at the southern extent of the stone breakwater as shown on the drawings. See Amended Sheet V- 114.

Question No 10: Can you please overlay this drawing on Google Earth so the Contractors can have a better idea on the location of this placement site?

Answer No. 10: A google earth map showing both placement sites was included in Amendment 02, published on 12/14/2016.

Question No 11: Evaluation – You are not showing any stationing on this plan drawing which is adding to the difficulty in determining the length of this disposal area.

Question – Please show stationing on the plan drawing as you show on plan drawing V-112.

Answer No. 11: Stationing has been added to the South Jetty Placement Site. See Amended Sheet V-114.

Question No 12: Evaluation – If I were to use a scale ruler utilizing the “scale in feet” on the plan drawings to come up with 750’ on the drawings, this would take me to the end and a little past cell 9. There is an error either in the specifications, or on the plan drawings referencing the exact locations of the disposal cells.

Question – Please correct either the plan drawings or the specifications to show the correct location of the disposal area.

Answer No. 12: You are correct, the breakwater plan view was taken from the 2001 contract drawings when the breakwater was constructed.

Question No 13: Please provide coordinate points for the disposal area.

Answer No. 13: Coordinates have been added to the plans for the Swan Island Placement Site. See Amended Sheet V-110.

Question No 14: Please provide coordinate points for the disposal area.

Answer No. 14: Coordinates have been added to the plans for the South Jetty Placement Site. See Amended Sheet V- 114.

Question No 15: Can this “sand” be found onsite at the disposal area in which this work is being performed, or does this material need to be brought from an off-site location?

Answer No. 15: This material does not need to be brought from an off-site location. The sand can be found on-site, perhaps in the existing dune areas on the northwest side of swan island. Alternatively, sandy dredged material may be dried out and used for this application.

Question No 16: Would you be able to provide the CAD files for both disposal areas please?

Answer No. 16: CAD drawings will be provided upon Contract Award.

Question No 17: Evaluation – The total amount of capacity for this project is 92,829 Cubic Yards of material. The projected amount of material to be removed from the dredge template is 86,911 Cubic Yards of material. This leaves approximately 5,918 cubic yards of available capacity not used. When dealing with silt or mud, once the material is dredged and placed, that material will generally swell 30 % its original yardage. Being that this project consists of approximately 75% silt based off the borings, it would be safe to assume that the 86,911 cy of material will swell to about 106,465 cy once placed figuring a 22.5% swell increase. This would mean that the disposal areas are now inadequate to hold the required material by approximately 19,554 cubic yards.

Question – Has the Owner took into consideration the swell of the dredged material once placed in the disposal sites as well as the required retention time needed to allow for the solids to settle out for turbidity purposes? If figuring a 22.5% swell, then the disposal areas are short on capacity by approximately 19,554 cubic yards.

Note: Please include the Evaluation portion on the addendum answering questions.

Answer No. 17: We understand your concern with the capacity at Swan Island, and we will not require a contractor to place more material than can reasonably fit at any placement site. We are not expecting substantial bulking of the dredged material for placement at Swan Island, due to the continuous dewatering process and associated minor losses. If material bulking is greater than we anticipate, we have flexibility to utilize additional capacity at the South Jetty site. Our construction inspectors will work closely with the Contractor in the field to make any necessary changes to the placement plan.

Question No 18: Can the bid opening please be changed to 2:00 p.m.? This allows the shipping carriers to deliver the bids within the company’s guaranteed delivery time.

Answer No. 18: The bid opening has been extended via this amendment.

Question No 19: Due to the complexity of this project, and having to line up subcontractors while allowing them ample time to visit the project site and prepare a cost estimate, would it be possible to extend the bid date 7 days to Dec. 20th?

Answer No. 19: As established in Amenmdnet #2 (12/14/2016), the Bid Date has been Extended to 24 January 2017.

Question No 20: Can you please show these areas on the plan drawings?

Answer No. 20: NOB 36-3 (also known as Public Shellfish Area 64) is located within 500 yards of the proposed dredging in Twitch Cove.

Question No 21: Please give the linear foot of the proposed dune creation in Area 1.

Answer No. 21: Dune Creation Area 1 is intended to be the width of Area 1 as shown on the Contract Drawings, which is approximately 130-140 linear feet. See amended Plan Sheet V-110.

Question No 22: Please detail/mark on the plan drawing the exact location of the dune creation by showing different line markings on the plan drawings depicting the dune creation area.

Answer No. 22: Due to the changing nature of the conditions at Swan Island, the exact location of the dune will be determined in the field. Our current plan is for the centerline of Dune Area 1 to be located approximately 50 ft south of the northern extent of Area 1. See amended Plan Sheet V-110.

Question No 23: Please give the linear foot of the proposed dune creation in Area 1.

Answer No. 23: Duplicate question

Question No 24: Please detail/mark on the plan drawing the exact location of the dune creation by showing different line markings on the plan drawings depicting the dune creation area.

Answer No. 24: Duplicate question

Question No 25: Evaluation – The total capacity of the Swan Island Disposal Site is 42,600 Cy. The amount of material to be placed here is 41,903 Cy. Being that most this material will consist of silt and mud, there will be a swell factor of at least 30% of the amount of yardage dredged and placed. This disposal site will not hold the required material to be placed here.

Question – Due to the 30% swell of the material being placed at Swan Island, you do not currently have the required capacity to hold the material. As currently constructed, this project is unbuildable.

Answer No. 25: Same as above. We understand your concern with the capacity at Swan Island, and we will not require a contractor to place more material than can reasonably fit at any placement site. We are not expecting sufficient swelling of the dredged material for placement at Swan Island, due to the continuous dewatering process and associated minor losses. If material bulking is greater than we anticipate, we have flexibility to utilize additional capacity at the South Jetty site. Our construction inspectors will work closely with the Contractor in the field to make any necessary changes to the placement plan.

Question No 26: What is keeping each Area (Areas 1,2,3,4,&5) separated from each other? Typically, when you have different cells or areas in a disposal site, levees separate them. Due to the flat nature of the disposal area, and the lack of levees containing the material, what will contain the material in the placement sites?

Answer No. 26: The placement areas are provided as guidelines for different elevations or habitat types. They are not physically separated from eachother. It is acceptable if materials mix between the multiple placement areas.

Area 1 is intended to be dune and hay bales will provide some separation between Area 1 and 3. Area 2 is another dune area which will be contained with the shoreline protection feature on the northern side. On the southern side, Area 2 will blend into Area 5. Areas 3 and 4 are high marsh areas, and Area 5 is a low marsh area. The only difference with these three areas will be the target elevation and the target plant species.

Question No 27: Once the answers have been sent out to everyone’s questions via an amendment, can there be a 4-day window to send in any needed clarifications on questions that have been sent in and answered?

Answer No. 27: After RFIs have been answered, Contractors may respond within 4 days with additional clarification questions. We will respond to any additional questions as quickly as possible. Additionally, a pre-bid meeting may be scheduled if requested. Given the difficulty in getting to Smith Island in the winter weather conditions, the meeting may be held in the Baltimore District Offices or by conference call.

Question No 28: Since this project will not start until around Sept. of 2017, will the Owner wait to issue an NTP until close to this start date?

Answer No. 28: No, NTP will likely be issued within approximately 1 month of award. Given the multi-year contract period of performance, a delay in the NTP is not necessary.
