SUMMARY OF CHANGES

Requests for Information

Question 001: Reference Sec. 01 45 10 / Pg. 5 / 3.4.3 / ……Submittals clerk…….be physically present at the construction site during work…Our “Submittal Clerk” is stationed here at our home office. Can you please remove this spec stating that the submittal clerk needs to be physically present at the site?

Response: Yes, that setup is acceptable.

Question 002: Reference Sec. 35 20 23 / Pg. 38 / 2.11.4 / ……The target elevation for material placed in Area 3 is… I believe this should read “……The target elevation for material placed in Area 4 is …….”

Response: Yes, this will be corrected. This should read the target elevation placed in Area 4 is +2.5 to 3 ft

MLLW.

Question 003: Reference Plan drawing V-105 / Cell 6 There appears to be a good deal of vegetation in Cell 6.

Please confirm that the contractor is not required to do any vegetation clearing for this project.

Response: Yes, the contractor is not required to remove any vegetation. Placement of dredged material will be done around existing vegetation.

Question 004: Reference Sec. 35 20 23 / Pg. 1 / 1.2 / Due to environmental concerns, dredging is permitted between October 16 and April 14. // Sec. 35 20 23 / Pg. 2 / 1.2 / Between February 15 and August 15 very limited construction activities will be permitted within the rookery zone shown on the contract drawings. Evaluation - In regards to the environmental windows shown above, and the fact that this current project is being bid on Dec. 13th, keeping in mind that a typical award comes 45 days after the bid date which would then push this project to begin around February 1st of 2017. This would put the contractor about 15 days before the Swan Island environmental windows close and 2.5 months from the close of the dredging window. Due to this time frame the contractor wouldn’t be able to begin this project until August 16th of 2017 in which the contractor can then begin work at the disposal area.

In reference to my evaluation statement, why is this project being bid 8 months before any construction activities can begin?

Response: Your evaluation is accurate. We assume work will begin in late summer or fall of 2017. This project is being advertised now so that we can get the contract awarded and minimize the risk of losing the funding.

Question 005: Reference Plan drawings / Sheet V-111 / Note 1 / It is highly recommended that the Contractor contact a manufacturer of the concrete armor units… Can you please send out some suppliers that would manufacture these concrete armor units?

Response: The concrete armor units shall be A-Jacks or approved equivalent. A-Jacks are manufactured by Contech Engineered Solutions. Other suppliers may also be able to manufacture these units, but we do not have any available information on this.

W912DR-17-B-0002

Question 006: Reference Plan drawing V-112 Can you please overlay this drawing on Google Earth showing the placement areas? The drawing that is provided is extremely difficult to gage where these placement areas are in relation to the real world.

Response: See Attached Map

Question 007: The liquidated damages in the specs is saying $1,500,000.00 per day. Is this amount correct?

Response: No, The liquidated damages for the referenced project are $1045.00 in accordance with:

Liquidated Damages for FY 16-17 Maintenance Dredging – Various Projects, Chesapeake Bay, Maryland, dated 13 October 2015.
