RESPONSE TO RFI

(RFI) Request for Information

ENVIRONMENTAL COMPLIANCE EVALUATION AND REPORTING LETTERKENNY ARMY

DEPOT, CHAMBERSBURG, PA

Solicitation W912DR-16-T0030

Q1 - Is there a contractor currently fulfilling these services or is this a new requirement? If there is an incumbent, would you mind providing the contractor’s name and contract number?

A1 – This is a new requirement, there is no incumbent.

Q2 - Paragraph 5.1 The contractor will need to develop an ECTS system? This section states that the templates will be provided by the government, then proceeds to tell us how the system should perform and lists the required functions.

A2 – NO, an ECTS system is readily available in the current marketplace. The templates are the inspection checklists that are enclosed in Appendices A through F.

Q3 - On pg.22 it states that the contractor shall use the LEAD ECTS for inspections as if it already exists. Is there a current ECTS already in existence?

A3 - No, there is not a current ECTS already in existence at LEAD, however ECTS system is readily available in the current marketplace .

Q4 - CLIN #0001PWS 5.1 - Environmental Compliance Tracking System (ECTS) is the first line item on the Bid Sheet table Pg 8. Will this price need to include development, maintenance, changes and hosting?

A4 – This price should include development, maintenance and hosting.

Q5 - Changes cost extra money so can a limit be established for the number of changes allowed?

A5 – Any changes will be a modification to the contract. Section 5.2 will be revised to indicate this.

“e). Must be able to modify live and history trending devices. This includes the contractor making data changes to the existing manufacturers programming. The contractor shall make no changes to the existing data set in a PLC until the following are done:

1. Approval for the change is obtained (in writing) from LEAD and the Contracting Officer’s Representative (COR) via a contract modification request.”

Q6 - Is there an acceptance document in place?

A6 – No.

Q7 - Can the developer use GPS platform over the GIS platform?

A7 – No, they cannot.

Q8 - Can the bid be split out so that the AST/UST tasks of the PWS is a separate bid? AST/UST/Veeder-Root contractors do not run in the same circles as the Gas Fired Equipment and appliance industry?

A8 – The offeror is not precluded from subcontracting their efforts wherever they feel they may be deficient. These are all Environmental Compliance related activities.

Q9 - Bid Pg 13 - Optional Item Option Period 3 - PWS 5.3.3 Evaluation of Gas Fired Equipment in Buildings and Reporting – and 5.4.3 Evaluation of Volatile Organic Compound (VOCs) Emission Control Systems and Reporting

– of Option Period 3 is missing the 5.5.3 task on bid sheet but PWS tasks 5.5.3 is listed on page 36, (pgs 34-36)

A9 – This was an error/omission by leaving out ‘and 5.5.3.’ The bid sheet has been revised.

Q10 - I would recommend that UST, AST, and Veeder-Root Evaluations are performed monthly instead of quarterly, is there a reason they are not monthly?

A10 – LEAD Installation personnel complete the monthly evaluations. Quarterly evaluations are being procured as Quality Assurance (QA) by an Independent third party.

Q11 - In 2018 monthly inspections will be required for all UST systems and monthly monitoring of the ATG leak detection results is already required, for the AST systems most SPCC plans require monthly inspections. Currently completing a method specified in PADEP regulations §245.444(3)-(9) is required at least once every 30 days for

RD.

A11 – LEAD Installation personnel complete the monthly evaluations. Quarterly evaluations are being procured as Quality Assurance (QA) by an Independent third party.

Q12 - I am also of the opinion that it would be proactive to inspect monthly because an issue with the AST/UST can arise at any time after the inspections occur and it is an EPA regulation to begin in 2018.

A12 – LEAD Installation personnel complete the monthly evaluations. Quarterly evaluations are being procured as Quality Assurance (QA) by an Independent third party.

Q13 - The program should be developed with that regulation in mind before it is mandatory and also so we won't have to switch gears in the middle of the project when the regulation is enforced.

A13 – LEAD Installation personnel complete the monthly evaluations. Quarterly evaluations are being procured as Quality Assurance (QA) by an Independent third party.

Q14 – Information on the tank systems is not provided in full, but I want to confirm that routine compliance testing for ATGs, Leak Detectors, Corrosion Protection, Line, containment testings is expected as applicable to the storage tank systems.

A14 – Routine compliance testing for Automatic Tank Gauges shall include leak detection, lines, and containment testing. Only one tank on this contract will require corrosion protection evaluation.

Q15 - Is the three year Facility Operations inspection by a PA certified inspector expected to be performed on this bid?

A15 – Facility Operations inspections are required on this bid, their frequency will be dependent upon the exercising of those respective CLINs.

Q16 - For the quarterly evaluations is LEAD requiring a certified PA DEP Inspector or certified A/B operator in the state PA?

A16 – No certifications are required for the quarterly evaluations.

Q17 - Pg 42 The Contractor is responsible for obtaining security access for themselves, their employees, and any subcontractors to LEAD. Is there a specific company or regulation we need to use for this?

A17 – The COR and Project Manager along with LEAD personnel will provide assistance/guidance with obtaining security access in accordance with the PWS.

Q18 - I am of the opinion there should be an initial site visit that logs everything (all the equipment, pictures, serial numbers, condition and reviews the compliance documents) and that should be a separate line item and a separate report. It would be preferable to perform this immediately so that evaluations can cover all aspects of compliance for the equipment.

A18 – The Installation does not require such a report.

Q19 - Can copies of current testing and inspections be provided? Do you have as-builts drawings?

A19 - There are no formal documents/documentation that testing/inspections have been complete. A populated inspection checklist is submitted/recorded, those checklists are in the appendices. As-built drawings are not available at this time.

Q20 - Who are the A/B operators and will training of C operators be required?

A20 – Lead Installation personnel are the A/B operators. Training of C operators will NOT be required.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Gove rn m e nt /O w n e r’ s bene fit .

The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.

Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.

There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory

Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

(N) Not Applicable

No information or did not apply to your contract Rating will be neither positive nor negative.
