The award will be made based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the four (4) evaluation factors: Technical, Management, Price and Past Performance. The overall relative importance of the factors is as follows:
The Technical factor is more important than the Management Factor.
The Management Factor is more important than the Past Performance Factor
The non-price factors, when combined, are more important than the Price Factor.
mailto:Ian.Weiss@usace.army.mil mailto:Ian.Weiss@usace.army.mil http://www.fbo.gov/
To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical and Management Factors.
The evaluation approach for the factors is as follows:
a) Volume 1 – Factor I - Technical
The Technical Factor will be evaluated and adjectively rated. The Technical rating will then be determined based on:
1. Firm’s capability to provide environmental services as described in the PWS (detailed technical approach and overall strategy for work completion).
2. Demonstrated successful experience conducting similar work as described in the
PWS.
3. Identification of the risks associated with, and contingencies for, the proposed technical approach.
b) Volume 1 – Factor II - Management
The Management Factor will be evaluated and adjectivally rated. The Management rating will then be determined based on:
1. Identification of key personnel and reasoning for selection, roles, responsibility
2. Experience of key personnel and how their experience relates to the PWS.
c) Volume 1 – Factor III – Past Performance
The Past Performance Factor will be evaluated to determine a confidence assessment.
If a past performance questionnaire is received/submitted, the Government will evaluate it for relevancy and accuracy. No other information is required to be submitted by the Offeror. The Government may use data from the Past Performance
Information Retrieval System and through interviews with personnel familiar with the contractor and their current and past performance. Offerors will receive a neutral rating if no questionnaires are submitted/received or if no past performance information is retrieved/submitted by the Government.
d) Volume 2 – Price
• Total and individual prices will be analyzed using any of the various price analysis techniques allowed by FAR 15.404-1 (b). Proposals will be evaluated to determine if they are fair and reasonable.
• Price will also be evaluated for completeness (whether the proposal reflects a thorough understanding of the PWS, is proposed in accordance with the Army provided contract line item numbers (CLINs-Bid Sheet)) on a firm-fixed basis
3. Adjectival Ratings
a) For Factors I (Technical) and II (Management), the evaluated Factors will receive one of the following ratings: Outstanding, Good, Acceptable, Marginal or Unacceptable, defined as follows:
• Outstanding: Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
• Good: Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
• Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
• Marginal: Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
• Unacceptable: Proposal does not meet requirements and contains one or more deficiencies.
Proposal is unawardable.
b) For Factor III (Past Performance), the evaluated Factor will receive one of the following ratings:
• Relevant - Present/past performance effort involved similar scope and magnitude of effort and complexities that this solicitation requires.
• Somewhat Relevant - Present/past performance effort involved some of the scope and magnitude of effort and complexities that this solicitation requires.
• Not relevent - Present/past performance effort did not involve similar scope and magnitude of effort and complexities that this solicitation requires.
A confidence level of the assigned relvency shall be assigned as described below:
• Substantial Confidence: Based on the offeror’s performance record, the Government has high expectation that the offeror will successfully perform the required effort.
• Satisfactory Confidence: Based on the offeror’s the Government has a reasonable expectation that the offeror will successfully perform the required effort.
• Limited Confidence: Based on the offeror’s performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
• No Confidence: Based on the offeror’s performance record, the Government has no expectation that the offeror will be able to perform the required effort.
• Unknown Confidence (Neutral): No performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
c) Supportive narrative comments citing strengths, weaknesses and deficiencies as well as other special considerations in conjunction with the adjectival rating awarded for each applicable Factor. These terms are defined as follows:
• Strength - Any aspect of a proposal that has merit or exceeds specified performance or capability requirements in a wary that will be advantageous to the Government during contract performance.
• Weakness - A flaw in a proposal that increases the risk of unsuccessful contract performance.

REPORTING
Letterkenny Army Depot. Chambersburg, PA
18 AUG 2016
1. Introduction: Letterkenny Army Depot, the Center of Industrial and Technical Excellence
(CITE) for Air Defense and Tactical Missile Systems, was established in 1942. The depot is under the command structure of the U.S. Army Aviation and Missile Command (AMCOM).
The facilities at Letterkenny are used to conduct maintenance, modification, storage, and demilitarization operations on tactical missiles and ammunition. Located primarily in
Letterkenny Township and extending into Greene Township and Hamilton Township, all in
Franklin County, Pennsylvania, just northwest of the borough of Chambersburg, Letterkenny Depot consists of nearly 18,000 acres (71 km²). Letterkenny has unique tactical missile repair capabilities repairing a variety of Defense Department missile systems, including the MIM-104 PATRIOT missile and its ground support and radar equipment.
Most recently, Letterkenny has expanded its product line to include designation of the CITE for Power Generation for the Army, the overhaul of tactical wheeled vehicles (HMMWVs), material handling equipment (7.5-ton cranes), and Mobile Kitchen Trailers. In 2007 during the Iraq conflict Letterkenny began building new Mine Resistant Ambush Protected
(MRAP) armored vehicles in partnership with BAE Systems and in 2010 was designated the
Joint Depot Source of Repair (JDSOR) for Route Clearance Vehicles for the Department of
Defense.
This contract defines the inspections related to regulatory environmental compliance and the environmental compliance tracking system that is used to facilitate and track/report/archive the results of the inspections for the Regenerative Thermal Oxidizer (RTO)/Volatile Organic
Compounds (VOC) unit is an industrial process for the treatment of exhaust air. The system is a type of thermal oxidizers that uses a bed of ceramic material to absorb heat from the exhaust gas. It then uses this captured heat to preheat the incoming process gas stream and destroy air pollutants emitted from process exhaust streams at temperatures ranging from 815
°C (1,500 F) to 980 °C (1,800 F).
Volatile Organic Compounds (VOC) - VOCs are solvents that get released into the air as the paint dries. (Other products emit solvents, including adhesives, cleaning supplies, and even some home furnishings.) VOCs can cause acute symptoms, including headaches and dizziness. The long-term effects are less certain, but according to the U.S. Environmental
Protection Agency, some VOCs are suspected carcinogens.
These gas streams are usually produced by processes requiring ventilation, including paint booths, and printing, and paper mills.
They are suited to applications with low VOC concentrations but high waste stream flow rates. This is due to their high thermal energy recovery. The basic operation of an RTO consists of passing a hot gas stream over a heat sink material in one direction and recovering that heat by passing a cold gas stream through that same heat sink material in an alternate cycle. They are used to destroy air toxics and VOCs that are discharged in industrial process exhausts.
