STATEMENT OF WORK
Statement of Work: The work includes electrical, mechanical, process and controls components upgrades to the Dalecarlia Water Treatment Plant (WTP) sedimentation basins and the associated residual transfer pumps. The work includes the phased replacement of twelve existing motor control centers, and motor starters. Specific work items include installation of variable frequency drives, valves, air release, and other mechanical equipment, modifications to existing process water piping for the installation of air release features, pressure gauges, density meters, Programmable Logic Controller (PLC) program modifications and configuration of required equipment with SCADA. Construction Duration: 210 Calendar Days

Question No. 1: Please clarify the extent of new vs reused pipe, valves and devices:
a: Is existing pipe to be cut and modified where possible?
Answer No. 1a: Unless otherwise shown, the existing ductile iron residuals piping can be cut and reused provided new restrained flanged coupling adaptors are provided on all cut piping.
New flanged piping can be provided as an alternative if the Contractor prefers. See Amendment No. 2 for clarification.
b: Are existing check valves reused or replaced?
Answer No. 1b: The existing residuals check valves and residuals plug valves shall be reused and reinstalled where shown. New plug valves shall be provided for all new stainless steel vent lines. See Amendment No. 2 for clarification.
c: Are existing flanged adapters new or replaced?
Answer No. 1c: New restrained flanged coupling adaptors shall be provided for all modified piping. See Amendment No. 2 for clarification.
Question No. 2: The specification for the stainless steel vent piping is not clear. Please advise the material grade (such as 304L) and the wall thickness (such as schedule 10).
Answer No. 2: Stainless steel piping and fittings shall be type 316L. All piping 2-1/2 inch diameter and smaller shall be schedule 40S. Piping 3-inch and larger shall be schedule 10S. See Amendment No. 2 for clarification.
Question No. 3: On plate 23, plan view, the vent to the sediment tank is shown to be 2”, but the tap and valve are 3”. Please clarify the pipe size.
Answer No. 3: All vent piping in the Dalecarlia Residuals Pump Station shall be 3-inch diameter except for the 2-inch vent piping installed downstream of the two 3-inch plug valves installed on the residuals pump discharge headers. The vent pipe size shall be reduced to 2-inch downstream of these two plug valves to limit the flow of water discharged back to the sedimentation basins continuously. See Amendment No. 2 for clarification.
Question No. 4: In the prebid meeting it was stated that the project would be awarded quickly so that work could be performed in the upcoming November-March period. Please confirm.
Answer No. 4: Yes. Work involving basin outages has to be performed during the low season period indicated in Specification 01 05 00. Hence we will move expeditiously to make an award and issue the Notice to Proceed. This will allow the Basin outages indicated in that Specification section to be scheduled and completed before the low season ends.
Question No. 5: Refer to the article on “Electronic Software for DBA” on page 42 of 63 in the Solicitation. It states that the Contractor is encouraged to use an electronic system to process and submit certified payrolls to the Government. It is stated that this will be submitted with the bid.
Please clarify. Please confirm that a pdf of certified payrolls can be emailed to the Government as has been acceptable on past jobs.
Answer No. 5: Yes. See Amendment No. 2 for clarification.
Question No. 6: The “Statement of Work” on page 4 of the solicitation states that the work includes replacement of pump motors and pumps. Please confirm that no pump motors and pumps are being replaced.
Answer No. 6: Correct. No pump or pump motors are being replaced. See Amendment No. 2 for clarification.
Question No. 7: Refer to article 1.10 (Sequence of Construction) in specification section 01 05
00. There are various constraints required resulting in a typical basin flow chart of the following: 30 days’ notice to the owner to drain a basin, 7 days for the owner to drain a basin, and 30 days of work in the basin. Each basin needs to be completed one at a time between 11/1/16-3/31/16. The contract cannot be awarded in time (by 10/1/16) to meet these constraints.
In addition, this does not take into account time required for submittal preparation, submittal review, and fabrication lead time. In order for there to be a realistic time schedule for both the Owner and the Contractor, please confirm that you will add time to the contract to include the low demand period in winter 2017-2018 or confirm that the contractor will not be charged liquidated damages.
Answer No. 7: No work is anticipated to be performed during the winter 2017-2018 months. Per the Amendment No. 2 clarification, the duration for work in each basin will be 15 days. The timeline is tight, but the basin work required can be scheduled and executed during the outage window of Nov. 1, 2016 thru 31 Mar. 2016.
Question No. 8: Refer to article 3.5.2. in specification section 01 50 00. Please confirm that the Government Project Manager will be working out of the Contractor’s trailer. On past jobs at Dalecarlia, this has not been the case.
Answer No. 8: The Contractor should plan to have an on-site trailer sited where shown on the contract drawings for his Project Manager and other field staff to work from. The Government will not need any space in this trailer. See Amendment No. 2 for clarification.
Question No. 9: Note #2 on Plate #3 calls for the air vent to be copper however the drawing call for Stainless steel. Please clarify
Answer No. 9: Note 2 on Plate 3 does not appear to call out copper pipe for air vent piping, however, note 2 on Plates 010 and 011 do. See Addendum No. 2 for clarification.
Question No. 10: On Plate #22 in the Residuals Pump Station Section C there is a symbol that is on the discharge side of the pump that is between that 6” Annular Pressure seal and a FCA that is unlabeled. This appears to be a valve. Please specify the type of valve desired.
Answer No. 10: See Amendment No. 2 for clarification.
Question No. 11: Please provide the name and version of existing programing software used as per “SEQUENCE OF CONTROL” – “PLC AND HMI GENERAL REQUIREMENTS” -Part #8
Answer No. 11: The PLC’s contained in existing panels CP-D57, CP-D61, CP-21-1-1 and -2-1 and CP-22-3-1 and -4-1 use Allen Bradley Version 19.11 software. The HMI software for the residuals portion of the plant SCADA screens is Iconics Genesis GraphWorx 32, version 9.30.207.
Question No. 12: Please confirm that the building permit will be obtained by the owner. If not, then please provide the cost so we can include it in our bid.
Answer No. 12: No building permit is required for this project.
Question No. 13: Please confirm that the trade permits can be obtained at no cost to the contractor. If not, then please provide the cost so we can include it in our bid.
Answer No. 13: No trade permits are required for this project.
Question No. 14: Article 1.2.2 (specification section 01 00 00) states to provide a scheduling program and maintenance to the owner. However, article 2.1.2.2. (Specification section 01 32
01.00 10) states that computer software licenses only need to be provided if the contractor chooses software other than Primavera P6. Please confirm that no computer software needs to be provided to the owner if Primavera P6 is used by the contractor.
Answer No. 14: Correct. No computer software needs to be provided to the owner if Primavera P6 is used by the contractor.
Question No. 15: There are two existing MCCs that require modifications to the existing equipment, D-57 and D-61. What is the manufacturer and model number of the existing MCC to be modified?
Answer No. 15: The MCCs are General Electric Evolution Series E9000
Question No. 16: What is the manufacturer and model number of switchboard 57 which is to have breakers added to it as per drawing D57-E601?
Answer No. 16: The existing breakers in SWBD 57 are General Electric Spectra RMS bolt on style circuit breakers.
Question No. 17: On drawing D57 -E603 there is a note 13 listed in the General notes section but there is no note 13 listed on the one-line diagram itself. Please clarify.
Answer No. 17: See Amendment No. 2 for clarification.
