REQUESTS FOR INFORMATION AND GOVERNMENT RESPONSES

AUGUST 24, 2015

Reference the price Schedule page 3‐6 of 83 in the documents and Drawing GC003 sheet 25 of 342: Drawing 302 lists five phases of construction. The price schedule lists the work shown in phases 2 and 3 as being the base bid and phase 4 as the optional bid. Where is the pricing for phases 1 and 5 to be submitted? Will phases 1 and 5 of the project also be optional?

Phases 1 and 5 are excluded from this contract per Plan Title Sheet.

Solicitation page 1 of 83 lists a Notice to Bidders stating that funds are not presently available for this effort and that no award will be made under this solicitation until funds are available. What is the anticipated time frame for award of this project?

late September 2015

The documents for the project list two specifications for Pipe Lining – Section 33 05 24: Cured in Place Pipe Lining and Section (CIPPL) and 33 05 25: Centrifugally Cast Mortar Pipe Lining (CCMPL). Which method is to be used for which of the storm sewer pipe lines designated on the plans for relining?

The Contractor may select either method or a combination of both methods provided they meet the requirements of the contract.

What is the geometry (shape) of the pipelines designated for relining? Are all of the pipelines circular in shape?

Pipelines designated for lining are circular.

The storm sewer reconstruction work for 60” to 108” will require on site resin impregnation (over the hole wet out) of the CIPP liners. This work will require around the clock operations. Will this be permissible?

See the Specificaions

Will bypass pumping of the line sections be required during CIPP reconstruction operations and if so, what capacity system will be required for each diameter line section?

Yes, bypass puming will be required and the capacity of the puming is to be determined by the Contractor.

What is the accessibility for water? What types of hose ramps, if necessary, will be required to cross taxiways?

How far away is the water source?

There are fire hydrants as indicated on plans.

Ramps able to sustain aircraft loads might be required or coordination to close taxiways, as needed.

Water lines are indicated on plans.

How is the CIPP cure water to be disposed? Can the water flow downstream to the receiving body?

Cure water must either be captured and disposed of offbase or the Contractor may obtain a NPDES permit. The cure water is considered a non‐permitted discharge per the NPDES "General Permit for Stormwater Associtated with Contruction Activity" that has been obtained for this project.

Provide the design criteria for the CIPP lining: depths of the pipe lines, soil modulus, ovality of pipes, water loadings, live loadings, etc.

See the Plans for locations and depths of pipes and soil boring data. See the two pipe lining Specifiations for structural requirements.

What are the criteria for having cranes on the site to facilitate the installations of the CIPP?

See the Specifications

Describe the accessibility to the work site for the construction crews. How much time should be allowed for the work3ers to access the job site?

See the Specifications

What type of barricades will be required around the construction equipment and construction activities, given the proximity of the pipelines to the airfield?

Varies depending on the location on airfield. See the Plans and Specifications.

What is diameter and construction method for unmarked line section between FS‐20 PH 5 and FS 27 –PH 5?

This is a Phase 5 pipe which is excluded from this contract.

Can access pits be installed to facilitate CIPP lining such as for the large diameter storm sewers? Can pits be installed where the CIPP liner terminates as a tap into another pipeline?

Yes, see Plan Sheet CU001, note 9.

Will after hour delivery of fuel and resin be allowed to the job site?

See the Specifications

Will base security be necessary to access manholes and underground pipelines?

See the Specifications

Will a storage area be provided on base for equipment and materials?

See the Plans

Will mats / access roads be required for truck to access the various manholes / inlets in the grassy infield between the

See the Plans active runways and taxiways?

Are CCTV videos available for review pre bid of the pipe lines designated for relining?

CCTV videos are not available prior to bid.

What procedures / delays / work stoppages are anticipated for weather? Visiting dignitaries? Security?

See Specifications for weather and ramp freeze information.

How much time should be allowed for the construction crews to access the job site at the start of each shift?

See the plans for laydown area and Contractor manned security gate locations.

What the security clearance requirements for the construction workers to be employed on this project?

See Specification 01 14 00 Work Restrictions.

What distance must be maintained between construction work and active runways / taxiways?

See Plan Sheet GC001, Phasing Saftey and Operation Note 9.

What will be the method of continuous on site communications between the construction workers and Joint Base ‐ Andrews’s operations?

See Specification 01 17 00 Contractor Self‐Escort Requirements and Specification 01 14 00, Section 1.42.

In Spec Section 33 40 00, please allow Polypropylene Pipe as an allowable pipe material for storm sewer drainage application. Polypropylene pipe is approved in the current version of UFGS and UFC. As well as approved by FAA ‐ AC No: 150/5370‐10G Item D‐701 Pipe for Storm Drains and Culverts.

Negative

This solicitation appears to allow two options for relining or rehabilitating the existing storm drains. Method 1 is Cured‐ In‐Place‐Pipe (CIPP) and this method is generally recognized as a structural rehabilitation method. Method 2 is a spin cast cement mortar, and it is unknown if this is a structural repair method. How is the Owner or General Contractor to determine the use of either repair method? Is there a diameter restriction for either method? Please clarify?

See Q/A Number 3.

Should design for CIPP and CCMPL be based on fully deteriorated host pipe?

Fully deteriorated.

33 05 24; 1.2.1.1 mentions long term creep retention factor of 50% and 1.2.3 mentions 33%, industry std for most manuf is 50% based on 50yr design life. Please clarify which retention factor is required for this specification.

See this Amendment Number 3.

33 05 25; 1.2.4.2 states that hydraulic capacity be at minimum full flow capacity of the original pipe. For CCMPL lining, the recommended Manning’s coefficient for new mortar lining is .017 and existing Manning coefficient for concrete pipe is generally .015, what Manning value should the designer use to calculate the flow capacity for the pipe on this project?

Industry standard Manning's coefficient is acceptable.

33 05 24; Are existing on‐site hydrants or other water sources available for use on this project for inversion and curing CIPP liners?

See Q/A Number 7.

33 05 24; Will the contractor be able to work 24hours around the clock for several consecutive days in order to cure the CIPP liner?

See Q/A Number 5.

33 05 24; Will the contractor be able to release the curing water from the CIPP liner into the sewer after curing and cool down operations?

See Q/A Number 8.

33 05 25; 1.4.1.5 mentions shop wet out. This appears to be copied from the CIPP specification in error. Please confirm.

See this Amendment Number 3.

33 05 25; 1.4.1.6 mentions using ASCE design for Design of Direct Bury Precast Concrete Pipe. Is this the specification for design of CCMPL also?

Correct.

Can the sewer videos be posted online or CDs sent to the plan holder?

See Q/A Number 19.
