SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 1 RFIS

Question 1: It appears the Statement of Work and the Drawings for the "Sample Project" do not represent the same project. If so, will the Government reissue either the Statement of Work or the Drawings?

Answer: The Scope of Work is for the drawings issued with the solicitation. We are not reissuing either.

Question 2: The Defense Security Service (DSS) has advised us that solicitations are not authorized to require offerors to hold clearances before offers are submitted and that only after an award has been made are contractors required to begin the process for obtaining the clearance. Please clarify the government’s position as page 8, section

2.5 seems to contradict DSS’ policy. If the government is inclined to ignore DSS’ policy/position, will the government consider the fact that both members of the joint venture currently hold a Top Secret facility clearance?

Answer: This contract requires the firm to possess, at the time of proposal and the time of award, an active Top Secret Facility Site Clearance. This requirement is mandatory for the exact entity submitting the proposal. This means that the entity identified in block 14 of the Standard Form 1442 must have the Top Secret Facility Site Clearance in that name along with the matching Cage Code.

For example, if Company A and Company B form a Joint Venture called Company AB, then Company AB must have an active Top Secret Facility Site Clearance. Even if both Company A and Company B each individually possess the clearance, unless Company AB possesses its own Top Secret Facility Site Clearance, the proposal will not be eligible for award.

Question 3: Solicitation, Offer, and Award, Section 5. Submission Requirements, Paragraph 5.4 Factor 4: Price: Is RS Means Costworks 2014 to be used for pricing the Sample Project? If so, what Release Update should be used?

Answer: The services to be provided shall be priced in accordance with the most recent RS Means Cost Data publications listed. The contractor shall always identify what version and what quarter they are using in any proposal submission. For the sample project, please use RS Means Costworks 2014, Quarter 1.

Question 4: Solicitation, Offer, and Award, Section 6. Contractor Provided Items, Paragraph 6.2 RS Means Online Estimating Seminar: Can the Seminar be held at the Contractor's Offices?

Answer: The training needs to be at a publicly accessible facility containing a seminar room within 15 miles of Fort Meade. If your facility meets these requirements, then yes, the training may be held at a Contractor's Office.

Question 5: Attachment B General Requirements Specifications, Section 01 45 00.00 10: Quality Control, Paragraph

3.4.2 CQC System Manager: Is it the Government's intent to have a CQC System Manager with the stated qualifications full time on each project site?

Answer: No. It is the intent to have a QCS System Manager with the ten years of experience as the QCS for the overall contract. This person does not have to be on-site full time for each individual project but has overall responsibility for all task orders issued. Each project should have a QC person assigned to have the on-site quality control responsibilities for the individual task orders but this person need experience commensurate with the task order that they are responsible for the QC of.

Question 6: Solicitation, Offer, and Award, Page 87 of 111, TRAINING: there is a requirement to tape training sessions and submit on VHS. Would submission on DVD be acceptable?

Answer: Yes, training sessions may be recorded and submitted on DVDs.

Question 7: Solicitation, Offer, and Award, Section 00100 Proposal Submission Requirements and Instructions, Section 2. General Instructions, Paragraph 3.3 Printed Matter Submissions: states "The page count is at the discretion of the contractor. However, it is anticipated this should be approximately 40 - 50 pages in total." Is this anticipated number of pages the total for Binders 1 and 3 combined or is it the anticipated limit for each binder?

Answer: The page count is at the discretion of the contractor.

Question 8: Solicitation, Offer, and Award, Section 00100 Proposal Submission Requirements and Instructions, Section 2. General Instructions, Paragraph 3.8, TAB B: Are the past performance questionnaires or DD Form 2626s excluded from the anticipated page limit?

Answer: The page count is at the discretion of the contractor.

Question 9: Attachment B General Requirements Specifications, Section 01 35 26: Government Safety Requirements: Can the Superintendent also be the Contract Safety Manager?

Answer: No.

Question 10: After accordion wall demo; is the ceiling track to be demoed also?

Answer: Yes.

Question 11: Drawing MH-101 show the new Air Ventilation Systems to be vented to the outside of the building and through interior walls in four locations each; are there existing vents in these locations and if not what type of vents are required?

Answer: Yes, there are existing vents in these locations.

Question 14: Drawing AI-101 Key Notes 1 says that the approximate ceiling height is 7 foot. Please verify that this it the finished ceiling height where all new partitions are to be installed.

Answer: Yes. Assume seven foot high ceilings as the finished ceiling height.

Question 16: Do the existing windows have Security Grates and if so do they need to stay in place when the Door Dams are installed?

Answer: Assume no Security Grates on the windows.

Question 18: Standard Form 1442 Block 13 states that this is a sealed bid solicitation. Conversely, Block 2 states that it is not a sealed bid, but a negotiated bid. Which should we reference when preparing the bid?

Answer: This is a negotiated solicitation in accordance with FAR Part 15. Block 13 refers to the form in which the proposals should be submitted. The proposals should be provided in a sealed or secure manner to maintain the integrity of the content.

Question 25: Are Representations + Certifications (section 00600) to be included in our response? If so, which binder and which tab?

Answer: No. The Government will pull the records from SAM.
