Request for Information for Ft McHenry Bottle Water Project

Q1. In the contracting manpower reporting section (section 4), would all this information be required for us to fill out after winning the bid or beforehand?

For the estimated direct label dollars paid part, do we report what we are paying our driver to make deliveries to the stops? We’ve never had to do anything like that for any other contract I’ve been involved with so any further insights would be appreciated.

A1.

The manpower reporting requirements would be required on an annual basis after contract award. The manpower reporting requirement requires the contractors to report the number of hours spent on the tasks specified on the contract.

Q2. The monthly progress report seems pretty straight forward to me, but how often if at all do we need to do this quality assurance report and quality control report? Any further insights you can provide on those reports?

A2.

The monthly progress report will be the primary mechanism for determining the quality of the services. The government will actually prepare these reports to monitor the performance of the contractor.

Q3. Will all the residences receiving deliveries from us be on a monthly delivery schedule from us? Are they to receive just the budgeted amount per location (4 bottles & a cooler) or can they receive more if they need it? Will the individual residences be able to make changes to their orders?

A3.

The Contractor can deliver water to the residences on the schedule they determine most efficient.

However, the Contractor will be responsible for providing the amount of water specified on a monthly basis.

The Army will need to make the decision as to delivering more water to the residences. The contractor should forward the request for additional bottles to the KO (Contracting Officer) and the KO will make the decision as to providing additional water.

Q4. . If we find all the reporting to be burdensome at any time, would we be allowed to terminate the contract?

A4. It will be considered as “Termination for Default” visit the FAR website (far.gov) for further details.

Q5. What exactly is the FY13 Wage Rates section? Do we have to submit some sort of paperwork saying our drivers are fairly compensated? It also says that they should get holidays off that we are open (i.e MLK day, Washington’s birthday, etc.), do our employees have to have those days off to be eligible to work on this contract?

A5. This only represent the rates that employer should be paying their employees.
