The following have been modified:
SCOPE OF WORK
Location of Work
This work will be performed at the McMillan Water Treatment Plant (WTP), which is located at 2500
First Street, NW, Washington, D.C. 20001.
CONTRACTOR QUALIFICATIONS
Acceptable Contractor experience to be eligible to perform the required work for this RFP shall meet the following requirement:
A restoration or residential contractor with a mason having a minimum of five (5) years of experience performing rehabilitation work of a similar scope to this project.
Submitting Contractors shall submit, as part of their proposal, a resume of projects illustrating the required experience. Additionally, a resume of the Contractor’s mason shall accompany the proposal.
The mason shall have work experience with historic masonry structures during the entire five (5) year experience qualification requirement.
Additionally, the Contractor shall hire a structural engineer currently licensed in the District of Columbia to develop and stamp the work plan, provide necessary drawings, and oversee the installation of the tensioning tie rods and the truss realignment as outlined in the Scope of Work description. Further, the structural engineer shall sign a letter certifying the masonry and roof truss rehabilitation has returned the structure to the original state of construction alignment and stability and recommending removal of shoring (removal by separate contract). This letter shall be submitted to the Government prior to close out of the job.
SCOPE OF WORK
The term “Project Manger’” shall refer to the “Contracting Officer’s Representative” (COR).
Please refer to the attached Sketches S‐1 through S‐5 for reference. The Contractor shall schedule a Preconstruction Preparatory Meeting no more than 10 days following Notice to Proceed with representatives from the Government. The Contractor shall have the following personnel present during the meeting, and may include additional personnel at their discretion:
Site Superintendant, Safety Officer, Head Mason, and the Structural Engineer. (Reference Contractor Qualifications Above.) The Contractor shall ensure all plans conform to applicable OSHA and EM 385‐1‐1 regulations.
The scope of the repair and rehabilitation work for this project will consist of realignment and repair of the historical masonry bearing walls, realignment of the roof truss framing members, reattachment of the roof truss heels to the bearing walls and the Letter of Certification asserting the structure has been returned to the original state of structural alignment and stability, and that the removal of shoring is recommended (shoring removal shall be performed by others under a separate contract). The existing shoring shall not be removed, damaged or modified. The Contractor shall exercise every precaution to prevent contamination of the site soils or the water stored within the vault beneath the structure from the repair materials utilized during this Contract.
Realignment of the historical masonry walls shall be performed by a mason with the qualifications indicated above. The realignment shall be achieved through the installation of an assembly of tie rods, turnbuckles plates and decorative wall plates. The contractor shall ensure all material compatibilities are maintained during selection of components, with special consideration given to dissimilar metals that will bear in contact with one another. Selection of the decorative wall plates will be at the sole discretion of the Washington Aqueduct and Project Manager. Submit good quality photographs, renderings, mold schematics, or other similar visual representation of the cast iron wall plates for review and approval. Plates shall be plain, unadorned, ½”x 2’‐0” x 2’‐0” cast iron. The sequence of tie rod installation is the responsibility of the Contractor and shall be included as part of the design by the Contractor’s Structural Engineer. A recommended procedure has been included as part of this RFP. The Contractor’s structural engineer shall be on site at all times during tie rod tensioning and masonry wall realignment. The engineer shall monitor the integrity of the wall and shall notify the Project Manager of any adverse condition developments immediately. (Reference Contractor Qualifications Above.)
All existing Government owned equipment within the work area shall be protected by the Contractor from damage caused by construction operations due to dust, vibration, water, heat or other conditions resulting from construction activities. Existing work damaged by construction operations shall be promptly repaired by the Contractor at his own expense. For clarity existing electrical, plumbing and other utilities in and around the structure are not shown. All utilities are to remain in service for the duration of the work. The Contractor’s Work Plan shall address provisions for protecting existing utilities during the course of the work. Damaged utilities shall be replaced in kind. The Contractor’s Work Plan shall identify the Contractor’s means and methods to ensure protection of the finished drinking water supply stored below the gatehouse structure..
The Contractor shall realign the roof trusses to engage the top and bottom chords and bring the roof trusses back into a state of alignment stability and bearing in keeping with the original construction condition of the structure. The Contractor shall install wood squash blocks and plywood plates as indicated. (Reference the Appendix Sketch S‐5.) The Contractor shall re‐ establish truss bearing on the exterior bearing walls and mechanically fasten the trusses to the exterior walls. Attachment to the exterior walls may be made using strap‐type connections and masonry anchors selected by the Contractor, meeting the minimum uplift force indicated.
Installation of masonry anchors shall only occur on the inside face of the structure and shall not exceed more than one (1) anchor per brick unit. The Contractor’s structural engineer shall periodically monitor truss modification and shall be present be on site at all times during re‐ establishment of truss bearing until such time that the engineer is confident the Contractor can complete the work without adversely affecting the integrity of the bearing walls. The engineer shall monitor the integrity of the walls and trusses and shall notify the Project Manager of any adverse condition developments immediately. (Reference Contractor Qualifications Above.)
The Contractor shall investigate the extent of missing roof tiles that need to be replaced. The Contractor shall inform the Government the number of missing and damaged roof tiles. The contractor shall replace the missing historical clay roof tiles with Government furnished units once truss bearing has been established. Approved replacement roof tiles shall be turned over to the contractor upon notification that the roof investigation has been completed. The Contractor shall assume a maximum of fifty (50) roof tiles will require replacement.
In preparation for rehabilitation of the historical masonry, the Contractor shall clean and prepare the areas where masonry work shall commence. Cleaning shall only be performed using soft nylon brushes and mild detergents if brushing alone proves insufficient. Any cleaning agents used must be non‐toxic and environmentally approved for use in conjunction with potable water supplies and shall not cause damage or discolor the existing masonry or grout.
The Contractor shall repair and replace the damaged or missing masonry with approved, historical units. Re‐pointing shall only be required in the viciniy of the crack at the northeastern corner of the East wall. The re‐pointing of other cracks or damaged bricks is not included in the project scope of work. Bedding, re‐pointing and repair of cracks shall be performed using the approved mortar mix as described within this document and the associated Appendix Sketches.
Approval of replacement masonry units and repair mortar appearance shall be at the sole discretion of the Project Manager. The contractor shall prepare a sample 2’‐0” by 2’‐0” panel of mortar and brick work that has cured for a minimum of 28 days in order for the Project Manager to review and approve the color and appearance match with the existing historical masonry. The sample panel shall be placed adjacent to the work site upon approval of the Project Manager.
Once all wall and roof truss rehabilitation work has been completed, the Contractor shall confirm the tensioning and sag condition of the tie rods and truss bearing engagement.
Additionally, the Contractor shall submit a Letter of Certification signed by the Contractor’s structural engineer stating that the structure has been returned to the original state of construction alignment and stability and recommending removal of shoring (removal by separate contract). The Contractor shall make provisions for a final review of the masonry wall and roof truss rehabilitation once the shoring has been removed (removal by separate contract).

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union.
Union Identifiers
An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters , PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example.
Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rate.
0000/9999: weighted union wage rates will be published annually each January.
Non-Union Identifiers
Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007 5/13/2010. SU indicates the rates are not union rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date.
Survey wage rates will remain in effect and will not change until a new survey is conducted.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.
END OF GENERAL DECISION
QUESTIONS AND ANSWERS
Question No. 1: Can you please provide a basis for design or manufacturer for the wall tie plates.
That large a size does not seem available.
Answer No. 1: The intent for the wall plate is to engage enough of the unreinforced brick to allow a level of confidence that the unreinforced brick won’t crack under out‐of‐plane tension forces. The wall plate material shall be in conformance with ASTM A48 per sheet S‐1. For bidding purposes, consider a plain, unadorned plate of ½” x 2’‐0” x 2’‐0”. Pricing and review of adornment options can be undertaken with the Contracting Officer’s Representative (COR) during construction as an added cost option. Adornment may take the form of a separate component to be added later during or after the construction phase of this Contract.
Question No. 2: If none is available are they intended to be custom made with new molds? If yes, should we include in our proposal the cost of fabricating 3 for submission as called out for in the solicitation?
Answer No. 2: It will not be required to provide physical mockups of the 3 submission alternatives.
It will be acceptable to provide good quality photographs, renderings, mold schematics, or other similar visual representation for review and approval. For bidding purposes, consider a plain, unadorned plate of ½” x 2’‐0” x 2’‐0”. Pricing and review of adornment options can be undertaken with the Contracting Officer or COR during construction as an added cost option. Adornment may take the form of a separate component to be added later during or after the construction phase of this Contract.
Question No. 3: Please clarify “clevis compatible turnbuckle” (From S‐3 note #2)
Answer No. 3: Turnbuckles are sized based on threaded rod diameter and compatibility. Unlike clevises, there is no naming convention for turnbuckles. The terminology is standard amongst suppliers (i.e. No. 3‐½ Clevise supports a 1‐½” diameter rod at the threaded connector, therefore a compatible turnbuckle must also support a 1‐½” diameter rod at the threaded connector.) The information is found in the AISC Steel Construction Manual.
Question No. 4: Reference Clause 52.236‐7. Is the contractor responsible for providing a building permit? Please advise what permits are required for this project.
Answer No. 4: The Contractor is not responsible for providing a building permit. No permits are required for this project.
Question No. 5: A previous bidders question was asked about keeping the existing utilities in service during the realignment work. The USACE response was “All utilities are to remain in service for the duration of the work.” It is not possible to perform this work without relocating/rerouting the utilities on the east wall of the structure. These relocations will necessitate at a minimum shutdowns to move the utilities out of the way. Please confirm that the contractor will be allowed to have shutdowns for relocation of utilities that are in the way of performing contact work.
Answer No. 5: The specified design does not require the shutdown or relocation of existing utilities.
Question No. 6: There is language in the contact that says that the contactor must protect all existing utilities. Due to the nature of the material used to install the existing utilities they cannot be simply flexed or moved out of the way. Please confirm that temporarily relocation of the existing utilities on the east wall, north wall, and ceiling is acceptable. These utilities consist of the following items: air circulation fan, process pipe, valves, instrumentation control panels, sampling instrumentation, electrical panels, electrical junction boxes, power wiring, control wiring, conduits
Answer No. 6: Please see the above response to Question No. 5.
Question No. 7: If the existing utilities are allowed to be temporarily relocated confirm that they can be replaced in kind as there are no specifications for process pipe, valves, control wiring, power wiring, or conduit.
Answer No. 7: Relocation and replacement of existing utilities is not anticipated. Damaged utilities shall be replaced in kind.
Question No. 8: At the site visit it was apparent that most contractors do not feel that the USACE proposed plan is a feasible solution to the realignment of the walls. If the contactor’s structural engineer proposes a different solution to the realignment will this be allowed, as the structural engineer is to assume the risk on this project.
Answer No. 8: The provided method is intended to illustrate an acceptable means of achieving the rehabilitation of the subject project. It will be acceptable for the Contractor to submit alternative plans of action to achieve the intended realignment of the bearing configuration with the following exceptions: The historical appearance of the building, to include the exact matching of brick and mortar, must be maintained and the new work shall provide an indistinguishable appearance from that of the existing building. The Government does not accept liability for the modified framing due to the Contractor pursuing a modification of the original design intent in order to facilitate their construction activities. The Contractor shall submit drawings that bear the seal and signature of a structural engineer licensed in the District of Columbia for review and approval by the Government prior to fabrication or installation of repairs. Acceptance of the Contractor’s proposed repair procedure shall be at the discretion of the Government. The Contractor shall be solely responsible for the design and detailing of the proposed modifications.
Question No. 9: Are as‐built drawings of the foundation of the gate house available and if so can they be provided?
Answer No. 9: Please see Drawing Nos. 1 through 3 attached to Amendment No. 3.
Question No. 10: It is our understanding that the area below the Gatehouse floor slab is an underground storage tank for drinking water. Is there a concern that construction activities could cause debris to enter the drinking water supply? Please provide as‐built drawings of the area underneath the Gatehouse Floor Slab so we can implement the appropriate protection measures to prevent contamination of the drinking water supply.
Answer No. 10: Please see Amendment No. 3. The Contractor shall be responsible for protecting the finished water supply. The Contractor shall identify in their Work Plan, their proposed means to ensure protection of the finished drinking water supply located below the gatehouse.
Question No. 11: The solicitation provides a structural repair method to address the current conditions. Would alternate structural schemes be considered if methods proved to be advantageous?
Answer No. 11: Please see the above response to Question No. 8.
Question No. 12: The ceiling finish has been previously removed. Is it going to be replaced?
Answer No. 12: Work to add or replace ceiling finishes is not included in this solicitation.
Question No. 13: Please clarify the “basis of award” for this project.
Answer No. 13: The basis of award for this solicitation will be the lowest price acceptable.
Question No. 14: Per drawing S5 – this application can only be done in 3 locations where top and bottom truss cords meet, please supply alternate method for the balance of the situations.
Answer No. 14: This is a correct interpretation. Sheet S‐5 provides a section through the wall that is currently shored. The framing condition along the 37’‐2” long walls are the only locations where truss framing occurs. The 29’‐0” long walls are framed using hip rafters (with no bottom chords).
Therefore, the 6x6 ripped squash blocks and 15/32” CDX plywood sheathing is not required to be installed on the short sides of the building roof framing. Permanent attachment of the rafters at the bearing ends using mechanical anchors is still required on the short side walls.
Question No. 15: Please clarify the specs for the wall plates, the prices for these vary significantly.
Answer No. 15: Please see the above response to Question No. 1.
Question No. 16: Please clearly indicate where pointing will be needed. Per field visit, there might be more needed.
Answer No. 16: Pointing is only required for the crack in the northeastern corner of east wall. The pointing of other cracks or damaged bricks in the building is not included in the project scope of work.
Question No. 17: Do we need to provide alt pricing for rebuilding the NE corner as a whole.
Answer No. 17: Please see the above response to Question No. 8.
Question No. 18: Will the bid date be extended since it is slated for 12‐21‐12 at 12:00pm at this time. It may not allow time for pricing due to time from when RFI’s are answered and bid date.
Answer No. 18: Please see Amendment No. 3.
Question No. 19: Per Clause 52.222‐6 and 52.222‐7, this project is subject to Davis‐Bacon Wage Scales. Please provide the wage scale for this project.
Answer No. 19: Please see Amendment No. 3. Wage scales are included with the amendment.
Question No. 20: Reference Clause 52.236‐7. Is the contractor responsible for providing a building permit? Please advise what permits are required for this project.
Answer No. 20: Please see the above response to Question No. 4.
