SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

QUESTIONS AND ANSWERS AMD 1

1. QUESTION: Item 3.3; reference page 8 of 100: “Written material shall be on 8.5 x 11 inch paper printed in no less than a 10 point font.” Please confirm that the use of 11 x 17 fold outs are acceptable and that smaller fonts can be used in charts, graphs, captions, etc.

RESPONSE: Yes, you may use 11 X 17 fold outs. Smaller fonts can be used on charts, graphs, captions, etc.

2. QUESTION: Item Section 00700 – Contract Clauses; reference page 49 of 100: The RFP contains the following DFAR clauses: 252.209-7008, Notice of Prohibition Relating to OCI – Major Defense Acquisition Program; and - 252.209-7009, OCI – Major Defense Acquisition Program. The clause states that this solicitation is for the performance of systems engineering and technical assistance for a major defense acquisition program (MDAP) or a pre-major defense acquisition program (Pre-MDAP). Please confirm that this is a MDAP or Pre-MDAP? Also please provide the name of the MDAP or the Pre-MDAP program.

RESPONSE: These two clauses were inadvertently included and have been deleted.

3. QUESTION: There appears to be a contradiction in the RFP instructions contained in 5.3 FACTOR 3: PAST PERFORMANCE FOR TASK ORDER CONSTRUCTION CONTRACTS, could USACE please clarify?

Part of the instructions indicate “Task Order Contracts may be on-going, i.e. the performance period does not need to be complete for the overall contract. The past performance shall be demonstrated on the overall contract and not the individual task orders.”

Later the instructions indicate a request for individual Task Order level evaluations: “The offeror shall provide the Offeror’s assigned performance evaluations for projects that demonstrate the offeror’s performance on recent and relative Task Order Construction Contracts. The offeror shall provide formal performance evaluation. Formal performance evaluations are those that are similar to the Department of Defense Performance Evaluation (Construction) Form DD2626.”

Our experience has been that Contracting Officers (including USACE’s) consistently decline to complete DD2626 Forms or provide IDIQ-level evaluations for contracts that are still ongoing. We are however able to provide the DD2626/CCASS evaluations for Task Orders under the IDIQ. Is this sufficient to meet the requirements of this section?

RESPONSE: You may submit DD2626s for the individual task orders to support your performance, but the PPQ should be filled out for the overall TOCC. If you are unsuccessful in getting these filled out, submit information on the contract and to whom you requested the PPQ be filled out by (including email and phone number).

4. QUESTION: Item Tab C, reference page 9 of 100: Please clarify if you are asking the offeror to include a generic letter (on offeror company letterhead) stating that we have TS Facility Site Clearance with the associated Cage Code or should we include a copy of our DSC-FL381R (Award of Security Level) letter?

RESPONSE: A letter on company letterhead with your cage code is sufficient.

5. QUESTION: Item section 00600- Representations & Certifications, reference page 35 of 100: Please confirm if we need to provided the completed Reps & Certs and/or a copy of our electronic ORCA record for Phase 1 Qualification statement; if so, in which binder should we provide this information?

W912DR-12-R-0012

RESPONSE: Yes, please include a copy of either your Reps and Certs or your ORCA information. This should be submitted in Binder 1Tab A behind the SF1442.

6. QUESTION: Small Business Goals. Page 12 of 100 Factor 1 Small Business Participation Plan: reference points

e. and f. Please clarify the following:

Please clarify the difference between points e. the small business goals of the total contract and f. the small business goals of the alternate when using planned subcontracted dollars.

RESPONSE: Small Business goals of the total contract means using the price of the contract as the base for dividing to get the percentage. For example, if the value of the contract is $499M and you plan to award $300M to small business, your percentage for small business would be: $300M/$499M = 60.12%

Small Business goals of the alternate method when using planned subcontracted dollars means using the subcontracted dollars as the base for dividing to get the percentage. For example, if the value of the contract is $499M and you plan to award $400M in subcontracts and of that $300M to small business, then your percentage for small business would be: $300M/$400M = 75%

7. QUESTION: 5.3 FACTOR 3: PAST PERFORMANCE FOR TASK ORDER CONSTRUCTION CONTRACTS, references on page 14 to “submit to the client for each project the offeror includes in its proposal for Factor 4, Past Performance of Task Order Construction Contracts”. This appears to be a typo on the Factor #. Please clarify.

RESPONSE: The solicitation incorrectly references Factor 4. This should read “include in its proposal for Factor 3”.

8. QUESTION: 5.4 FACTOR 4: PAST PERFORMANCE OF CONSTRUCTION CONTRACTS, references on Page 15 to “submit to the client for each project the offeror includes in its proposal for Factor 5, Past Performance of Task Order Construction Contracts”. This appears to be a typo on the Factor #. Please clarify.

RESPONSE: The solicitation incorrectly references Factor 5. This should read “include in its proposal for Factor 4”.

9. QUESTION: 6.4 FACTOR 4: PAST PERFORMANCE IN TASK ORDER CONSTRUCTION CONTRACTS

on Page 18 appears to be a typo on the Factor #. Please clarify.

RESPONSE: The solicitation incorrectly references the Title for Factor 4. This should read “6.4 FACTOR 4:

PAST PERFORMANCE OF CONSTRUCTION CONTRACTS”.
