RFI QUESTIONS AND ANSWERS
RFI W912DR-12-R-0003 IDIQ AE Washington
QUESTIONS AND ANSWERS:
1. We identified a new discipline that was not included in the original solicitation package as:
“Software Architect”. Could you please provide more details in connection with the scope of work and qualifications for this discipline?
- Line item 55, Software Architect is hereby removed from the List Of Disciplines.
2. Question from one of our subconsultants: Which overhead rate should we use -our 2012 FAR audited overhead rate that we use for state and local government work or should we use our approved 2012 DCAA federal provisional rates (Fringe rate, Overhead rate, & G&A rate).
- 2012 DCAA federal provisional rate.
3. Small Business Subcontracting plan – please confirm if a Small Business Subcontracting Plan is required as part of the submission package at this phase of contract negotiations; if so, please confirm SB target % goals and methodology for % calculation
- Refer to Section I, Subcontracting Plan
4. Electronic Processing of Invoices - Page 12 of 52 references new processes are established for electronic processing of invoices. It references an attachment that includes a list of e-mail addresses for each activity. Please provide attachment for review & completion
- The email used for this invoice is CEFC-E1invoices@usace.army.mil
5. Section J – Attachments J1 through J4 appear to be missing from the RFP package – please provide for review & completion
- Attachments J1-J4 will be attached to this amendment
6. Labor categories/disciplines – is there a job description/minimum qualification guide for the varying levels within a discipline?
- No.
7. Equipment – is there a minimum qualification guide to follow for each type of equipment listed?
- No.
8. Labor categories/disciplines – how should anticipated subcontractor position rates be noted?
i.e. CH2M HILL will not self-perform surveying work but can denote planned team subcontractor rates at this stage if appropriate. Subcontractor rates would be segregated and applicable OH % denoted separately.
- The subcontractor’s rate should be part of Schedule B and identified. The prime is only allowed to add profit to the subcontractor. The backup info for the subcontractor rates should be included(Fringe, overhead, and G&A rates).
9. Page 3 of 52- In “Section B- Supplies or Services and Prices”: This section stipulates that proponents are required to provide a Lump Sum Amount. In lack of specific Quantities at this time and from our understanding of the RFP, we understand that this section needs to be filled out by including the maximum amount of $9,900,000. Please confirm if our understanding is correct.
- The three unrestricted firms will share a capacity of $7,425,000.00 under CLIN 0001 using Fair Opportunity to determine which firm will be awarded the task order.
- Small Business will use CLIN 0002 with a capacity of $2,475,000.00.
10. Page 5 of 52- Last Item in the schedule: “Mileage and Lodging”: In review of the JTR, mileage rates are specified separately from lodging rates. For consistency with the JTR, we intend to disaggregate these two items and include them in our proposal as separate line items. Please confirm if this would be acceptable.
- Correct, The Mileage and lodging are two separate line items.
