RFIs for Admin Bldgs 1 & 2—Phase I of RFP

14 May 2010

Question - In Section 3.3 on the top of p. 10 of the Building 1 RFQ and in Section 3.3 on the bottom of p. 9 going onto the top of p. 10 of the Building 2 RFQ, both sections initially state that one design-build project must be from the proposed designer. A few sentences down in both sections, the RFQ states that two projects must be from the designer. Please clarify how many submitted projects must document the designer’s experience.

Answer - The offeror must submit at least one project under Factor 3 that demonstrates the design/build experience of the proposed designer. The project must be clearly labeled as representing the designer.

Question - With both RFQs, Section 2.1 on page 6 indicates that price proposals are part of the Phase I evaluation process. Please clarify this, as we do not believe price proposals are part of the Phase 1 submission.

Answer - Phase I RFP will not include a request for price proposals.

Question - With both RFQs, the SF 1442 form indicates to supply the USACE with an original and two copies of our responses. However, in both RFQs, section 1.5.1 on p. 6 says to provide an original and three copies. Please clarify how many copies the USACE desires.

Answer - The contractor shall provide one original and three copies of the proposal.

Question - Section 1.5.1. on page 6 of both RFQs indicate to provide a “Certificate of Corporate Principal.” Is this the same as the “Certificate of Corporate Authority” provided on p. 22 of the Building 1 RFQ and p. 20 of the Building 2 RFQ? If not, please provide the Certificate of Corporate Principal form.

Answer – Yes, it is the same.

Question - P. 22 of the Building 1 RFQ and p. 20 of the Building 2 RFQ seem to indicate that an Electronic Funds Transfer form and a Disclosure of Lobbying Activities form are required in each RFQ response. Please confirm if these forms are required. If so, please direct us to the forms and provide them.

Answer – The two forms are not required in phase I.

Question - At the recent DBIA industry forum at Fort Belvoir, the USACE contracting officer indicated a budget of $80 million to $107 million for both Buildings 1 and 2. However, p. 23 of the Admin Building 1 RFQ and page 34 of the Admin Building 2 RFQ indicate for each project a cost limitation of $10,406,600. Is the $10,406,600 cost limitation accurate?

Answer – Cost limitation of $10,406,600 is not correct and will be updated when award is made.
