RFIs for Admin Bldgs 1 & 2 – 18 May

Question - Are projects which are 75% complete acceptable under Factor 1 and Factor 3 as they will maximize ability to transition successful team, working on similar project (i.e. Federal Govt., fast track Design Build) with interim CCASS directly on to subject project?

Answer - All projects submitted under Factors 1 & 3 must have a construction completion date no earlier than seven (7) years prior to the original date of issuance of this RFP and no later than the original date of issuance of the RFP. Projects that have a Beneficial Occupancy Date (BOD) within the same date range will also be considered. Partially completed projects will not be evaluated.

Question - Will there be any preference points awarded to or factored in for offerors as part of a mentor / protégé program?

Answer - Offerors that have formed contractor teaming arrangements, including mentor/protégé, are required to submit a signed teaming agreement as part of the Technical Proposal. Contractor teams will not receive extra consideration based on the type of teaming relationship.

Question - Will ADMIN BLDG, OCAR “…include surface parking for approximately 304 spaces.” AND a …”multi-level parking structure.”?

Answer – OCAR will only have surface parking.

Question - Please provide the approximate size of the parking structures for OCAR?

Answer – OCAR will only have surface parking.

Question - Is it the intent to shortlist without discussions?

Answer - It is the intent of the Government that a Phase I most highly qualified Offerors determination will be made without discussions. However, the Government reserves the right to hold discussions if it determines that discussions are necessary. See paragraphs 2.4 through 2.9 and paragraph 5.0 of the Section 00100 for more details on the establishment of a competitive range for Phase II.

Question - Is it the intent to award after Phase 2 without discussions?

Answer - It is the intent of the Government that a PHASE 2 award will be made without discussions. However, the Government reserves the right to hold discussions if it determines that discussions are necessary. (Sec 00100, para 5.1.7)

Question - Is it acceptable to collectively provide a project sheet for work under a MATOC or LMACC for Factor1; Experience in Relevant Projects or Factor 3; Experience in Design/Build Projects?

Answer - Each project submitted for consideration under Factors 1 and 3 must include the 16 data elements outlined on the CONTRACTOR’S RELEVANT EXPERIENCE form and the CONTRACTOR’S DESIGN-BUILD EXPERIENCE form. Offerors are not required to use the form itself as part of their proposal, but the information requested on the form must be in the Offeror’s proposal and should be in the same format as the form. Each project must have been completed in the last 7 years, as discussed in the Section 00100. Additional minimum requirements are discussed in the Section 00100. Projects that don’t include the necessary information or don’t meet the minimum requirements will not be considered in the proposal evaluation.

Question - Does the Government have any desire or inclination to award both projects to (1) firm? Also, do you see any advantages / disadvantages in doing so?

Answer – The Government will evaluate all offerors in accordance with the solicitation and if it happens to be one firm winning both contracts. Then the Government will award to one firm.

Question - The pre-solicitation indicated that the Phase 2 RFP is to be issued on June 2nd with a due date of June 10th, allowing approximately (6) business days for the proposers to prepare their respective design/build offerings. Is this still the Government's current plan or has it been modified in any manner?

Answer – Phase 2 RFP due date may be extended.
