About this file

This is a Market Intelligence Questionnaire issued by the U.S. Army Corps of Engineers (USACE) for Whiteman Air Force Base. The questionnaire does not address a specific project but seeks contractor feedback on multiple briefed projects related to Other Transactions Authority (OTA) procurements.

The questionnaire contains six questions designed to gather market intelligence from potential contractors: the required timeline between Request for Qualifications (RFQ) issuance and White Paper submission; concerns or reservations about participating in OTA procurements versus traditional FAR contracts; primary uncertainties regarding USACE's OTA evaluation methodology; contractor opinions on qualifications USACE should prioritize during down-select; preferred levels of project detail for Construction Manager at-Risk (CMAR) with OTA engagements when design documents range from 35-100% complete (with options for all drawings and specifications, select drawings for general understanding, or general scope summary); and best practices or standard commercial practices relevant to transitioning to OTAs. Feedback must be submitted no later than 11:00 AM CST on September 18, 2026, to three USACE representatives: michael.g.france@usace.army.mil, stephanie.r.kretzer@usace.army.mil, and angelique.m.dilmore@usace.army.mil.
