About this file
This document is a webinar presentation from USACE Kansas City District regarding federal military construction contract opportunities at Whiteman Air Force Base for the B-21 program transition.
USACE is conducting approximately 30 military construction (MILCON) and Facility Sustainment, Restoration and Modernization (FSRM) projects totaling approximately $900 million through fiscal year 2032. All projects exceeding $7.5 million will utilize Other Transaction Authority (OTA) delivery methods, specifically Progressive Design Build (PDB) with OT or Construction Manager at Risk (CMAR) with OT. These non-FAR-based procurements use Qualification Based Selection rather than Trade-Off or Lowest Price Technically Acceptable methods, and set-asides do not apply. The OTA selection process consists of a Request for White Paper (10–12 pages) with approximately three finalists advancing to interactive Pitch Presentations, followed by negotiation of a Phase 1 agreement for design and preconstruction services with an option to execute Phase 2 for construction if pricing is determined fair and reasonable.
Specific active projects include FY26 awards (Challenger Dorm, B-21 Weapons Release System Storage, B-21 Radio Frequency Hangar); FY27 B-21 Weapons Load Trainer ($55–70 million, 900 calendar days, CMAR/OT); FY27–FY28 B-21 Field Training Detachment and Flight Simulator ($130–150 million, CMAR/OT); FY27 FSRM projects including dock repairs ($18–24 million), sewer replacement ($19–22 million), and maintenance facility repair ($8–12 million); FY28–FY30 Environmental Protection Shelters ($75–100 million per project, 660 calendar days, PDB/OT); and FY29 Low Observable Facility ($145–165 million, 1,095 calendar days, CMAR/OT). Most projects require secure areas constructed to ICD 705 standards and coordination within Construction Free Zones. Security requirements include U.S. citizenship, no criminal record, and state-issued REAL-ID. Contracting POCs are Angelique Dilmore and Stephanie Kretzer at USACE Kansas City District.

PROCUREMENT INTEGRITY
Procurement Integrity is maintained throughout the acquisition, including these early engagements. We protect correspondence and information that you decide to share with USACE.
We anticipate information exchanges to continue throughout the various acquisitions. Under the
Procurement Integrity Act, exchanges become formal when we move into the solicitation phase.
USACE is in listening mode. We need your help and feedback to develop meaningful Requests for
White Papers. Our Project Delivery Team will use your shared knowledge and information to help us with acquisition planning.
If you share proprietary or confidential information with us, please identify it so we can take steps to appropriately manage and protect the information.
To help us manage and keep your information confidential, I ask that you only contact the USACE
POC’s: angelique.m.dilmore @usace.army.mil and stephanie.r.kretzer@usace.army.mil
Please do not contact Whiteman AFB or USACE PMs for information.
OTHER TRANSACTION AUTHORITY (OTA)
10. U.S.C. 2808a has recently been updated to allow its use for military construction.
With this new authority, the Air Force has made a decision that ALL Air Force military construction will use OT delivery methods.
OTA’s are not FAR based and do not follow any of the FAR procedures. OT’s are based on Qualification
Based Selections and not Trade-Off or LPTA. In OT’s, set-asides do not apply.
USACE Kansas City is currently focusing on two OT delivery methods:
Progressive Design Build (PDB) w/ OT – This method seeks a Design-Builder to design and construct a project
Construction Manager at Risk (CMAR) w/ OT – This method seeks a Builder to provide preconstruction services and construct the project. With this method, the Government has a separate contract for a
Designer of Record
Both delivery methods follow the same process:
Step 1 will be a Request for White Paper. This requires Design-Builders or Builders to submit a 10–12-page white paper outlining their capabilities and generally why they are the best fit for this project.
The White Papers are evaluated for the most qualified. Generally, a target of 3 are selected to move onto Step 2.
Step 2 is a Pitch Presentation: This presentation is interactive with the Government and allows the firms to better describe their processes, innovative ideas, and demonstrate their collaborative capabilities.
The Pitch Presentations are evaluated, and a single entity is selected as the Most Highly Qualified for the project and who the Government determines will collaborate the best for that particular project.
After the final selection, the Government will enter into negotiations with the selected firm to establish a
Phase 1 agreement for design and preconstruction services or preconstruction services. During this period, the Government and the selected firm will collaborate and negotiate the pricing for construction through open book estimating.
At the conclusion of the design and preconstructions services, if a fair and reasonable price as agreed to, the agreement will be modified to include Phase 2, Construction.
If a fair and reasonable price cannot be agreed to, an “Off Ramp” of the agreement can be executed and the Government can move out with other options.

o All drawings and specs?
o Select drawings for general understanding (No detail sheets, no enlarged plans)?
o General scope summary?
