About this file
This is a Market Intelligence Questionnaire issued by the U.S. Army Corps of Engineers (USACE) for contract W912DQ279A002 regarding construction and renovation work at General Leonard Wood Army Community Hospital (GLWACH). The project involves constructing hospital parking and renovating an Optical Fabrication Laboratory (OFL).
The questionnaire seeks industry input on eight topics related to the planned procurement approach using Construction Manager at Risk (CMAR) delivery methods under Other Transaction Authority (OTA). USACE requests feedback on: (1) firms' experience with CMAR, Guaranteed Maximum Price contracting, open-book pricing, and collaborative commercial contracting methods; (2) advantages and disadvantages of CMAR OTA procurement versus traditional FAR contracts; (3) timeline requirements between the Request for Qualifications and Statement of Qualifications submission; (4) recommendations for evaluating and applying Qualifications Based Selection under OTA procurement; (5) important qualifications to prioritize during contractor down-selection; (6) appropriate level of project detail to share with contractors when design documents are 35-100% complete; (7) best practices and standard commercial practices for CMAR OTA procurement; and (8) any additional information regarding CMAR OT or collaborative delivery methods. This is a template and questionnaire document designed to gather market intelligence rather than solicit bids or proposals for contract performance.
