About this file

This document is a USACE Industry Webinar presentation regarding a federal construction contract opportunity for General Leonard Wood Community Hospital at Fort Leonard Wood, Missouri.

The project involves constructing a new hospital parking lot and renovating an optical fabrication laboratory (OFL), with a total magnitude of $40–60 million and a period of performance of 1,277 calendar days. Funding is phased: $31 million in FY23 (expiring September 30, 2027) and $35 million anticipated in FY29. The solicitation will be advertised in the first quarter of FY27 with award targeted for the third quarter of FY27. USACE intends to procure this work using Other Transaction Authority (OTA) under 10 U.S.C. 2808a, specifically through a Construction Manager at Risk (CMAR) delivery method. The selection process will be Qualifications Based Selection (QBS) rather than Best Value or LPTA. OTA procurement is non-FAR based and does not include set-asides. The process consists of: (1) Request for Qualifications with white paper submissions evaluated to down-select approximately three firms; (2) pitch presentations by the down-selected firms; (3) qualifications-based selection of the most highly qualified firm; (4) Phase 1 preconstruction services with fixed-price agreement and open-book estimating; and (5) Phase 2 construction, which may include option terms. An off-ramp provision allows the government to pursue alternative construction options if fair and reasonable pricing cannot be negotiated. The parking lot scope includes site grading, drainage, vehicle circulation, pedestrian access, landscaping, lighting, and surveillance, with 970 parking stalls to be maintained during construction (design maturity 65%). The OFL renovation includes demolition and replacement of the mechanical/electrical/plumbing room wall, new ADA-compliant entrance vestibule, medical supply warehouse renovation, new egress corridor, and lightning protection, with the facility remaining fully operational during work (design maturity 100%). The project also requires demolition of the legacy hospital and associated infrastructure, with handling of 60,000–70,000 cubic yards of excavated soil. USACE is the Designer of Record and seeks a Builder to provide collaborative preconstruction services, value engineering ideas, construction phasing alternatives, and execution feedback to accommodate the phased funding profile. Points of contact are David Walsh (Contracting Officer, 816-389-3352, david.j.walsh@usace.army.mil) and Jeri Halterman (Contracting Specialist, 816-389-2198, jeri.l.halterman@usace.army.mil). The webinar includes a request for industry market intelligence and feedback on CMAR OTA experience, procurement approach preferences, timeline requirements for white paper submission, evaluation criteria recommendations, and optimal project documentation detail to provide to potential contractors.

44OTHER TRANSACTION AUTHORITY (OTA)

OTHER TRANSACTION AUTHORITY (OTA)

10. U.S.C. 2808a has recently been updated (FY2026 NDAA) to allow OT Authority (OTA) to be used for military construction and repair projects.

OT’s (Other Transactions) are not FAR based and do not follow any of the FAR procedures. OT’s are Qualification Based selections and not Best Value or LPTA selections. In OT’s, set-asides do not apply.

OT provides maximum flexibility to structure agreements that support project specific collaboration, innovation, and speed, especially for complex or non-traditional projects.

54OTHER TRANSACTION AUTHORITY (OTA)

OTHER TRANSACTION AUTHORITY (OTA)

This project has unique and challenging requirements, and it is our intent to procure the hospital parking and optical fabrication lab requirements using this authority. Specifically, we are contemplating the use of Construction Manager at Risk (CMAR) w/ OT.

USACE is the Designer of Record, and we seek a Builder to provide collaborative preconstruction services, help us determine the best path forward, and ultimately construct the requirements.

A CMAR OT contractor can help us with potential VE ideas, construction phasing, placement, and schedule options to accommodate our funding profile. We see value in having the same construction contractor who will be doing the physical construction work provide us with this feedback.

65OTHER TRANSACTIONs (OT) PROCESS

OTHER TRANSACTIONS (OT) PROCESS

1. Request for Qualifications: Post a Request for Qualifications (Request for White Paper) on SAM.gov. This requires interested firms to submit a Statement of Qualifications (White Paper) highlighting their qualifications, capabilities and why they are the best fit for this project. The submitted White Papers are evaluated to determine the most qualified. Generally, a target of 3 are selected to provide Pitch Presentations.

NOTE: The submission and evaluation criteria for this specific project is still being developed, and we would like your assistance in developing it.

2. Pitch Presentation: Invite the qualifications based most qualified firms to “pitch” their presentation. This presentation is interactive with the Government. It allows detailed conversations about proposed execution, means and methods, allowing the selected firms to describe and demonstrate their processes, innovative ideas, and overall plan to collaborate.

3. Qualifications Based Selection: The Pitch Presentations are evaluated, and a single entity is selected as the Most Highly Qualified firm for the project. Begin Phase 1.

OTHER TRANSACTION (OT) PROCESS

OTHER TRANSACTION (OT) PROCESS

4. Phase 1: After the final selection, the Government will collaborate with the contractor, establish a detailed Phase 1 preconstruction services scope, a level of effort, establish a FFP for the services, and commence those services.

At the conclusion of the preconstruction services, and 100% informed design, the Government and the selected firm will negotiate a construction agreement with the specific terms at a fair and reasonable FFP for the construction work, using open book estimating.

If a fair and reasonable price cannot be agreed to, an “Off Ramp” of the agreement can be executed and the Government can move out with other options for construction.

5. Phase 2: Bilaterally modifies the terms of construction into the agreement. Commence and complete construction. Phase 2 may include option terms.

SITE OVERVIEW

CONSTRUCT HOSPITAL PARKING LOT

The parking lot construction includes site grading and drainage, vehicle circulation roads and parking, pedestrian sidewalks, landscaping (including the planting of trees), site lighting, wayfinding, and video surveillance.

The contractor must always maintain 970 parking stalls during construction. The contractor must also ensure safe pedestrian access from the existing parking lots to the new hospital. A construction phasing plan and traffic management plan must be implemented to maintain a safe environment for hospital patrons and staff.

Design Maturity – 65%

11RENOVATE OPTICAL FABRICATION LABORATORY

PHASE 2

The OFL renovation includes the demolition and replacement of the west wall at the current mechanical, electrical, plumbing (MEP) room, removing all equipment inside the MEP and capping all roof penetrations. After demolition the MEP space will remain and become additional storage space for the OFL contract. A new ADA (American with Disabilities Act) compliant entrance vestibule be provided on the west side of the building where the old connection to the hospital was. The OFL also includes the renovation of a medical supply warehouse. To meet life safety codes the optical fabrication lab (OFL) space on the lower level will receive a new egress corridor and lightning protection. The facility must remain fully operational during all deconstruction, demolition, and construction efforts.

Design Maturity – 100%

DEMOLISH LEGACY HOSPITAL

The former General Leonard Army Community Hospital and infrastructure must be decommissioned, dismantled, demolished, and removed prior to the construction of the new parking lot. This work included the decommissioning of a hospital and clinic, a central utility plant, abatement of hazardous materials and environmental liabilities. All existing paving, utilities, and other site appurtenances, including a helipad, must also be demolished and removed. Approximately 60,000 to 70,000 cubic yards of excavated soil will need to be cut and transported from an adjacent location to the project site for fill.
