About this file
This document is a Questions and Answers file for federal solicitation W912DQ26BA016 concerning building improvements at Wilson and Kanopolis Lake Projects.
The Q&A addresses eight substantive clarifications regarding contract execution and bid requirements. Key determinations include: (1) a single individual may serve as on-site Superintendent, QC Manager, and SSHO if qualified per Section 01 12 00; (2) for CLIN 0009 (Sheathing Replacement), the first two pricing line items should total the CLIN 0009 Total, with a third line providing unit price per square foot as supplemental detail; (3) bid bonds are mandatory and failure to submit generally requires bid rejection, though specific waiver circumstances exist under FAR 28.101-4(c); (4) metal siding specifications (Section 07 42 13) require 26-gauge, 1-inch standing seam, 12-inch coverage with smooth flat texture, snap-together joints or mechanical crimping, and PVDF finish, with no proprietary manufacturer mandated; (5) Drawing Sheet A101 was updated (Update Number 0003, posted August 12, 2026) correcting WI-3 identification, with CLIN 0002 facilities being WI-3, WI-4, WI-5, and WI-9, and CLIN 0003 facilities being WI-2, WI-6, WI-8, and WI-10; (6) WI-1 Lucas Shower house and WI-9 Minooka Shower house each have approximately 1,800 square foot roofs requiring contractor verification; (7) concrete rehabilitation (Section 03 01 00) is ancillary only for minor surface corrections and incidental damage, with no dedicated bid items or estimated quantities provided; and (8) site visit attendance is not mandatory, though site inspection is encouraged, and the Government will not conduct a second formal, escorted site visit.

Questions and Answers Solicitation No. W912DQ26BA016
Building Improvements, Wilson and Kanopolis Lake Projects
Question 1: Please confirm that the on-site Superintendent, QC Manager, and SSHO can be one triple-hatted individual.
Government Response: If the Contractor has an individual that meets all requirements contained within 01 12 00, then yes, a single individual can perform all 3.
Question 2: Clarify the intent of how the government wants to see pricing for CLIN 0009 in the Supplemental Bid Schedule. Specifically, it is unclear as to the desired format and pricing breakdown for the "Sheathing Replacement Unit per Square Foot" and whether that number is simply a derivative of the "Per 100 SQSF" numbers above in CLIN 0009.
Government Response: For CLIN 0009 on the supplemental bid schedule, the first two lines should add up to the CLIN 0009 Total. The third line (“Sheathing Replacement Unit Price per Square Foot”) is simply meant to provide additional detail about the bidder’s pricing for CLIN 0009, specifically the price per square foot of sheathing replacement.
Question 3: Confirm a bid bond guarantee is explicitly required in the proposal or it will be deemed a deficient proposal and not considered as responsive.
Government Response: As stated in the solicitation, bid bonds must be submitted with your bid package. Failure to include a bid bond generally requires rejection of the bid. There are some specific circumstances in which noncompliance may be waived. (See, for example, Federal Acquisition Regulation, Revolutionary FAR Overhaul Version, at 28.101- 4(c).)
Question 4: Does the government have a basis of design for the metal siding material? If so, please provide that basis of design.
Government Response: The specifications for Section 07 42 13 establish the physical requirements (for example, 26-gauge, 1-inch standing seam, 12-inch coverage, smooth flat texture). The Government does not mandate a proprietary manufacturer as a Basis of Design. Contractors may submit any system meeting these dimensional criteria, provided it utilizes a snap-together joint or mechanical crimping, and a PVDF finish.
Question 5: WI-3 identity/CLIN grouping conflict. The CLIN 0002 narrative (Section 00 10
00) names "Spillway Vault" as one of its four facilities, while the Supplemental Bid
Schedule's WI-3 line reads "Sylvan Park Single Vault Toilet" -- but Drawing Sheet A101 identifies WI-3 as "West Dam Double Restroom." Confirm (a) the correct name/building for WI-3, and (b) the definitive facility list for CLIN 0002 vs. 0003
Government Response:
Please note that Drawing Sheet A101 was updated. See Update Number 0003 to the solicitation, which was posted on August 12, 2026. It now has the correct details for WI-3.
The solicitation will also be amended to clarify the facilities listed in CLIN 0002 in the CLIN schedule and the supplemental bid schedule. The facilities for CLIN 0002 are WI-3, WI-4, WI-5, and WI-9. The facilities for CLIN 0003 are WI-2, WI-6, WI-8, and WI-10.
Question 6: Please provide the square footage for the WI-9 Minooka Show House for the purpose of the roof work. The estimated square footage was left oƯ the table.
Government Response: There are two separate roofs WI 1 Lucas Shower house and WI 9 Minooka Shower house, it is estimated that each roof is approximately 1800 sqft., the Contractor must verify.
Question 7: Concrete rehabilitation (Section 03 01 00) spec section carries no quantities, locations, or drawing references anywhere -- unlike every other section. Does the Government anticipate specific concrete repair locations that should be priced as a real line item? If so, please provide estimated quantities similar to the paint and roofing work to level pricing between bidders.
Government Response: The Government does not anticipate any standalone or major concrete rehabilitation work under this contract. Specification Section 03 01 00 (Concrete Rehabilitation) has been included solely as an ancillary requirement to address minor surface corrections, localized repairs during surface preparation, or to remediate any incidental damage occurring during the execution of primary work items (such as painting or roofing). Accordingly, no estimated quantities, repair locations, or dedicated bid items will be provided. OƯerors should factor any minor surface preparation or incidental concrete touch-ups into their pricing for the primary applicable work items.
Question 8: Confirm attendance at the site visit is not mandatory to bid this project. Also, we would like to request a 2nd site visit. Please advise a date and time or POCs to reach out to.
Government Response: The Government confirms that attendance at the pre-bid site visit is not mandatory to submit a bid for this project, though physical site inspection remains highly encouraged. Because all project locations are situated in public-use areas, prospective oƯerors are permitted to visit the site independently as needed to conduct further field observations. The Government will not host a second formal, escorted site visit.
