About this file

This document provides an overview of the Army Facilities Components System (AFCS) program and related federal contract opportunity. The AFCS is an Army program that maintains a database of over 600 standard designs for non-permanent facilities used in contingency environments, including initial construction such as tentage and force provider sets as well as temporary construction of common building sizes using materials like wood, concrete masonry units, and pre-engineered metal. The designs are intended to be troop-constructible and meet requirements for facilities outlined in technical manuals and military doctrine. The overview also describes the Joint Construction Management System software that provides access to AFCS designs and resources as well as the Design Management System web application used for data updates. A related pre-solicitation federal contract opportunity from the Department of the Army Corps of Engineers Engineering District Kansas City seeks a contractor to perform tasks such as AFCS training, design updates, facility modeling, and quality reviews to support the AFCS program.

Program Overview

Army Facilities Components System

Innovative solutions for a safer, better worldBUILDING STRONG®

Definitions Army Facilities Components System (AFCS):

The US Army Program (organization, not software) that provides readily accessible, current, standardized, adaptable and scalable base camp component / super component and facility designs

A Repository of Construction Data for non-permanent, troop-buildable contingency designs for military operations

Joint Construction Management System (JCMS):

The interface tool (computer software) that allows users to access AFCS designs, construction data and resources

Design Management System (DMS):

Web based application that serves as the link to update data in JCMS

Provides a real-time snapshot for all AFCS data/designs

• AFCS provides standard designs for facilities used by the warfighter in the contingency environment

• AFCS maintains a database of ~600 facilities

• The Chief of Engineers is the Department of Army staff proponent for AFCS

• AFCS supports COCOMs with theater construction planning capabilities at the initial and temporary construction levels

• Provide initial and temporary standard designs that meet UFC and doctrinal requirements

• Provide facilities that are “troop constructible”

• Assist logistics and manpower planners with bills of materials and labor requirements

• Provide designs that can be site adapted or built using alternative means

• Provide automated access to tools and designs
