About this file

This document provides questions and answers regarding a solicitation for mowing and trimming services at parks near Pomme de Terre Lake in Hermitage, Missouri. The incumbent contractor is Raymond Pursley under the predecessor contract W912DQ19C1055, which had a total value of $136,825 over five years or $27,365 per year. The solicitation instructions can be found on pages 3 and 66 and allows for subcontractors subject to limitations in the performance work statement and Federal Acquisition Regulation clause on subcontracting for small businesses. Price changes after award are unlikely given that this will be a firm-fixed-price five-year contract, though severe weather could be grounds for an equitable adjustment request.

Solicitation W912DQ24Q1011 -- Questions and Answers (Q&A)

1. How should quotes be submitted?

Response: Please see the instructions in the solicitation, including on page 3 (“Synopsis”) and page 66 (“Instructions”).

2. Is there an existing contract for these services? If so, what is the contract number?

Response: There is a predecessor contract. The contract number is W912DQ19C1055.

3. What is the current contract amount?

Response: $136,825.00. (5-year contract at a total yearly price of $27,365.00 per year.)

4. Who is the current contractor?

Response: The incumbent contractor is Raymond Pursley.

5. Can you provide access to the incumbent’s bid or provide information about what others bid in previous years?

Response: No, information about submitted quotes or proposals cannot be provided.

6. Is there a set budget for this project that you can share?

Response: No, this information cannot be provided.

7. Will the government accept subcontractors for this contract?

Response: Yes. However, please note that certain requirements and limitations will apply, as stated in the solicitation. These include section 1.4.22.1 of the performance work statement, and the Limitations on Subcontracting clause listed in Section I. The full clause title is: FAR 52.219-14 (Dev), Limitations on Subcontracting Deviation 2021-O0008, Feb 2023. It can be viewed at this link:

8. Can the contractor request changes in price after the contract is awarded if there are more rocks or tree limbs to pick up due to a storm and this impacts the contractor’s ability to complete work within the required timeframe?

Response: Submitting a request for such a change is not prohibited, but storms and other weather conditions are normally not grounds for changing the contract price. In unusually severe cases that materially change the scope of the work required, a request for an equitable adjustment could be considered.

9. Since this will be a five-year contract, can the contract price be revised in the future based on changing economic conditions, inflation, etc.?

Response: This will be a firm-fixed-price contract, and such changes would be extremely unlikely.
