About this file
This amendment modifies a solicitation for a Corrective Measures Implementation MATOC at the former Sunflower Army Ammunition Plant. The scope of work includes the removal and disposal of contaminated soils at several solid waste management units across the site. Key details revised in the amendment include extending the response deadline, revising the instructions to offerors and evaluation criteria sections to provide additional guidance on proposal submissions and evaluations. Offerors are required to submit separate technical and cost volumes in electronic format by the amended due date. Technical factors will be evaluated first based on experience removing over 15,000 tons of contaminated soils, sampling experience, and past performance references. Cost proposals will then be evaluated for realism before final award is made to the offeror providing the best overall value based on a tradeoff between non-cost and cost factors.

SECTION 00 21 00 - INSTRUCTIONS
The following have been modified:
EVALUATION CRITERIA
1. Basis of Award
The evaluation factors in are listed in descending order of importance, as follows: Factor 1 – Company Experience, Factor 2 – Performance Confidence, Factor 3 – Cost. All evaluation factors, other than cost, when combined, are significantly more important than cost.
Based upon the results of the integrated assessment of the proposals, the Government may make an award to other than the lowest-cost offeror or other than the highest technically rated offeror if doing so would result in the best value to the Government.
The Government reserves the right to enter into discussions. In the event that discussions are not necessary then the Government intends to award without discussions, to the responsible offeror whose proposal conforms to the solicitation and is determined to be the Best value-trade off to the Government, utilizing the tradeoff process.
2. Source Selection Process
All proposals received in response to this solicitation will be evaluated in accordance with formal source selection procedures. The principal objective of this process is to select a responsible offeror who submits the offer that represents the best value to the Government, utilizing the tradeoff process. The process is designed to ensure the impartial, equitable, and comprehensive evaluation of all proposals received in response to this solicitation.
a) Source Selection Organization The source selection organization is established as a separate organization and management chain of command whose only purpose is to accomplish the objective above. The organization consists of a Source Selection Authority (SSA) and a Source Selection Evaluation Board (SSEB). The SSEB is comprised of separate Technical Evaluation and Cost Evaluation teams. The organization is designed to ensure active ongoing involvement of appropriate contracting, technical, logistics, legal, cost analysis, small business, and other functional staff management expertise.
b) Source Selection Procedure
The source selection procedures will begin with an initial review of proposals and continue with a technical and cost evaluation conducted by the SSEB. The SSEB shall evaluate the proposals based solely on the evaluation criteria identified above. The proposals received in response to this solicitation will be evaluated individually to select the most advantageous proposal. The Government reserves the right to consider and evaluate information regarding past performance from sources outside the proposal. The results of the SSEB evaluations will be presented to the SSA, who reviews the evaluation results of the SSEB to ensure the evaluation process follows the evaluation criteria and the ratings are appropriately and consistently applied. The SSA will make the final source selection decision or determine whether it is appropriate to engage in clarifications or exchanges prior to the establishment of a competitive range, or to establish a competitive range and conduct discussions with those offerors that are included in the competitive range.
All exchanges leading to establishment of the competitive range will be conducted in accordance with FAR Part 15.306(b).
If a competitive range is established, discussions will be conducted with offerors who are included in the competitive range. After conclusion of discussions and receipt of final revised proposals (if applicable), the
SSEB will complete the evaluation and establish the final technical ratings and present them to the SSA.
The SSA will then review the revised recommendations and make the final source selection decision.
The Government is not responsible for information overlooked during the evaluation which is not located in the appropriate proposal section.
To ensure the evaluation credit is appropriately received for proposal material submitted, do not incorporate by reference documents not contained in the proposal.
3. Evaluation Criteria for Factor 1 – Company Experience
The projects submitted will be evaluated to determine how well they demonstrate the offeror’s/team subcontractor’s capability to successfully perform the work requirements in the contract documents. The Government will only consider work that was performed within the past seven (7) years (from the proposal due date). Each offeror’s experience demonstrated in the submitted projects will be evaluated to assess their approach and understanding of the requirements. The Government will evaluate how well the proposal demonstrates experience in the various areas necessary to successfully complete the work described in the contract documents, including:
1. Projects that demonstrate experience requiring excavation and off-site disposal of 15,000 tons or more of contaminted soils/sediments.
2. Projects that demonstrate experience requiring excavation and off-site disposal of dioxin and/or pesticide contaminated soils/sediments.
3. Projects that demonstrate experience with soil/sediment sampling to delineate cut-lines.
The Government intends to assess relevant experience demonstrated by the offeror for projects that demonstrate:
4. The offeror’s experience executing relevant work as the prime contractor.
5. The offeror’s experience on cost reimbursable Federal Government Contracts.
The offeror’s description in the Previous Experience Form (Section 00 30 00, Attachment 9) should clearly identify specific examples that demonstrate the above criteria.
Based on a consideration of risk in conjunction with the significant strengths, strengths, weaknesses, and deficiencies identified in the offeror’s proposal, the proposal will be assigned one of the following adjective ratings for the Company Experience Factor:
Rating Description Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable.
Proposal is unawardable.
4. Evaluation Definitions
Deficiency: A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See
FAR 15.001.
Strength: An aspect of an offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Weakness: A flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001.
Significant Strength: An aspect of an offeror’s proposal that has appreciable merit or appreciably exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance.
Significant Weakness: A flaw that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.
5. Evaluation Criteria for Factor 2 – Performance Confidence
The Past Performance Questionnaires (PPQs) and Contractor Performance Assessment Reports System (CPARS) are the primary source of information on past performance; however, the Government reserves the right to consider past performance information from other sources. The Performance Confidence evaluation considers each offeror’s demonstrated recent and relevant record of performance. Absent any recent and relevant past performance history, the offeror’s proposal will not be evaluated either favorably or unfavorably on performance confidence.
The past performance evaluation will consider each offeror’s demonstrated recent and relevant record of performance on the five (5) examples of similar projects submitted as part of Factor 1 – Company Experience, and any additional past performance information obtained by the Government from other sources. The Government will evaluate the Past Performance Questionnaires (PPQs) submitted with the proposal for the Factor 1 projects, along with any PPQs received directly from the offeror’s clients for the Factor 1 projects. The Government may contact and interview points of contact on the PPQs. The Government reserves the right to interview other individuals acting for the listed references, if the listed reference is not available.
In addition to the PPQs, the Government will review past performance information retrieved through CPARS, using all DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal whose experience is being relied on for Factor 1. It is important to note a CPARS rating is only valid for 3 years for services and 6 years for construction. The Government will consider only the first 20 most recent and relevant CPARS projects. One performance confidence rating is assigned for each offeror after evaluating the offeror's recent past performance.
In reviewing each past performance effort by the offeror, the Government will first evaluate the recency of the offeror’s past performance. Recency, as it pertains to past performance information, is a measure of the time that has elapsed since the past performance reference occurred. All CPARS are considered recent. All PPQs covering work that was performed within the past 7 years from the proposal due date are considered recent.
The second is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The relevancy determination will be based on the Factor 1 Evaluation Criteria above.
Each past performance effort will be assigned one of the levels of relevancy ratings shown in the following table:
Adjectival Rating Description Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The third aspect of the past performance evaluation is to establish the overall quality of the offeror’s past performance. The Government will review the recent and relevant past performance information collected and determine the quality of the offeror’s performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment.
At the end of the performance confidence assessment, the offeror shall be assigned one of the ratings in the table below:
Confidence Rating Description
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
6. Evaluation Criteria for Factor 3 – Cost.
The Cost Proposal will be evaluated to determine whether the proposed cost elements are realistic for the work to be performed; reflect a clear understanding of contract requirements; and are consistent with the contract documents.
The cost realism analyses will determine the probable cost of performance for the offeror. That probable cost will be used for purposes of evaluation to determine the best value. The probable cost may differ from the proposed cost and will reflect the Government’s best estimate of the cost that is most likely to result from the proposal. The probable cost will be determined by adjusting each offeror’s proposed cost, and fee when appropriate, to reflect any additions or reductions in cost elements to realistic levels based on the results of the cost realism analysis.
The maximum Firm Fixed Price labor rates proposed by each offeror in Section 00 10 00 – Contract Pricing, Table 1 will be evaluated to determine whether they are fair and resonable.

3.1 Executive Summary. Volume I of the proposal shall include an Executive Summary which should include an introduction of the proposal team. The Executive Summary shall not exceed two (2) pages in length.
Proposals submitted in response to this solicitation shall consist of the contents required in the sub-paragraphs described below:
3.2. Volume I, Factor 1 – Company Experience
Provide up to five (5) example projects which demonstrate the Offeror’s (prime contractor or joint venture member) and its team subcontractor’s experience performing work relevant to the evaluation criteria. See Paragraph 3.4 below for additional information regarding documentation required for Joint Ventures and Teaming Arrangements.
The Offeror should submit up to five (5) examples of similar projects that demonstrate the Offeror’s or proposed team subcontractor’s experience within the last seven (7) years. The offeror’s proposal shall only describe work that has already been performed and shall not describe any work that was performed more than 7 years from the proposal due date. A project is defined as a work performed at one site or at a single installation. An Indefinite Delivery Contract (IDC) is not a project. A project may contain multiple Task Orders if they are from the same site or installation, and they are for the same remediation effort such as multiple phases of one project. The projects should describe the specific work, identify whether it was performed as the prime or subcontractor. Teaming partner/subcontractor experience can be used for the example projects only if there is a teaming arrangement signed by the prime contractor and the teaming partner/subcontractor submitted with the technical proposal.
Teaming partner/subcontractor projects submitted without a signed teaming arrangement will not be evaluated. Teaming partner/subcontractor experience will only be evaluated for Factor 1 – Company Experience subfactors 1, 2, and 3. Each project shall include the contract number, task order number, percentage of work performed by firm, and owner's contact information. Project descriptions shall clearly state extent of work performed by the team, percent of work completed, dates when work was performed, and date of contract completion. The projects should demonstrate similar experience necessary to complete the requirements described in the contract documents.
The proposal for Factor 1 is limited to 10 pages using Section 00 30 00 Attachment 9: Previous Experience Form provided below.
3.3. Volume I, Factor 2 –Performance Confidence
3.3.1. Past Performance Questionnaires (PPQ)
For each of the projects submitted under Factor 1, Company Experience, the offeror should provide existing documentation of the owner’s opinion of the offeror’s performance by including a PPQ. If no existing PPQ exists for the project, or if new information is required in the offeror’s opinion, the offeror should provide a Past Performance Questionnaire (PPQ) to a representative of the owner that can provide the owner’s opinion of the offeror’s past performance for the project.
The PPQ form (Form PPQ-0) to be used is included in Section 00 30 00, Attachment 11 of this solicitation. A sample cover letter to accompany the PPQ and instructions for completing the PPQ are also included in Section 00 30 00, Attachment 11. Ensure correct phone numbers and email addresses are provided for the owner’s point of contact.
Offerors and/or its team subcontractors should submit to the client for each project, the PPQ form and request that the form be completed and returned to the offeror before the date the proposal is due. If the client requests, PPQs may be submitted directly to the Contracting Division using the following e-mail address: William.J.Hill@usace.army.mil. The only information in the email subject line MUST be the solicitation number W912DQ22R3015. NOTE: All PPQs submitted directly to the Contract Specialist must be received No Later Than the due date and time specified for receipt of proposals. Offerors should not incorporate by reference into their proposal PPQs previously submitted for other Solicitations. However, this does not preclude the Government from utilizing previously submitted PPQ information in the performance confidence evaluation.
Offerors should compile the PPQ for each project submitted under Factor 1 and should organize the information by project, and in the same order as the projects submitted in Factor 1. This will allow the reviewers to match the Past Performance information with the associated Factor 1 project. Only one PPQ should be submitted for each Factor 1 project and if more than one PPQ is received, only the first PPQ will be evaluated.
The offeror is responsible for ensuring that the completed PPQs are signed and submitted by the solicitation closing date and should follow up with clients to ensure timely submittal of the PPQs.
The Government may contact and interview the customer’s representative on the PPQ, and reserves the right to interview other individuals acting for the customer’s representative, if the customer’s representative is not available.
At no time during this process, nor during the debriefing, nor after award, will the names of the individuals providing reference information directly to the Government about an offeror’s past performance be revealed to the offerors or to any other party. If discussions are held, offerors may be afforded the opportunity to respond to adverse comments made by references in accordance with guidelines identified in FAR Part 15.306(b) (4). In this case, comments will be extracted and provided to the offeror.
3.3.2 CAGE Codes and DUNS Numbers
The offeror should provide the CAGE Codes and DUNS numbers for the prime Contractor and all teaming partners, i.e. design firms, key subcontractors, Joint Venture members, whose experience is being relied on for Factor 1. This information will be used by the Government to access past performance information in the Contractor Performance Assessment Reports System (CPARS).
3.4 Additional Information to be Provided in Volume I.
3.4.1 Joint Ventures. For any offeror that is submitting as a joint venture, a copy of the fully executed Joint Venture agreement shall be included in Volume I as a separate tab. The maximum labor rates shall not include an allowance for profit. The offeror shall include any necessary information to support the proposed labor rates, such as payroll data, support for all applicable indirect cost rates, and the basis for annual escalation.
4.1.2 The Offeror shall submit a cost proposal for the Seed Task Order (Reference Section 00 30 00, Attachment 10 in the ProjNet Plan Room for all relevant information), which shall include:
