7.0 BASIS FOR AWARD

The Government intends to select for award the single responsible Offeror whose proposal conforms to the solicitation that proposes a price that is fair and reasonable, and that provides the Best Value to the Government.

The selection will be based on evaluation of the following evaluation factors: Corporate Experience, Performance Confidence, and Price.

The award will be made based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the following evaluation factors:

Corporate Experience, Performance Confidence, and Price. The non-price factors are not of equal importance as shown in Table 3 below.

The Government reserves the right to enter into discussions. In the event that discussions are not necessary then we intend to award without discussions, to the responsible Offeror whose proposal conforms to the solicitation and is determined to be the best value.

The two Non-Price factors, when combined, are significantly more important than price. Offerors, receiving an Unacceptable rating on any individual factor will not be considered for award. Offerors are cautioned that award may not be made to the lowest price offered.

8.0 SOURCE SELECTION PROCESS

The Source Selection Evaluation Board (SSEB) will be established to conduct the evaluation of proposals received in response to this solicitation. The evaluation will be based on the content of the proposal, revised proposals, if necessary, and any information obtained from other sources, e.g. past performance information. The SSEB will not consider any documents incorporated by reference, except as expressly allowed by this solicitation.

Members of the SSEB will independently evaluate the information provided in the proposal. Once these individual evaluations are completed, the SSEB will deliberate and assign a consensus rating for each evaluation factor. It is the responsibility of each member of the SSEB to provide and document sufficient strengths, weaknesses, and/or deficiencies to support the assigned rating for each factor.

The results of the SSEB evaluations will be presented to the Source Selection Authority. The SSA will determine whether it is appropriate to engage in clarifications, communications or discussions. The ratings on individual factors, to include all support documentation, will be provided to the SSA. The SSA, independently exercising prudent business judgment, will determine which offeror presents the best overall value to the Government and will be selected for award.

9.0 TECHNICAL RATING

The SST will use a combined technical/risk rating system that includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings. Assessment of technical risk, which is manifested by the identification of weakness(es), considers potential for disruption of schedule, increased costs, degradation of performance, the need for increased Government oversight, and/or the likelihood of unsuccessful contract performance.

Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed in Table 1A and the risk descriptions set forth in Table 1B.

Table 1A. Combined Technical/Risk Ratings Color Rating Description

Blue

Outstanding

Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Purple

Good

Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Green

Acceptable

Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Yellow

Marginal

Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Red

Unacceptable

Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.

Table 1B. Technical Risk Rating Method

Adjectival Rating Description Low Proposal may contain weakness(es) which have little potential to cause disruption of schedule, increased cost or degradation of performance.

Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.

Moderate Proposal contains a significant weakness or combination of weaknesses which may potentially cause disruption of schedule, increased cost or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.

High Proposal contains a significant weakness or combination of weaknesses which is likely to cause significant disruption of schedule, increased cost or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.

Unacceptable Proposal contains a material failure or a combination of significant weaknesses that increases the risk of unsuccessful performance to an unacceptable level.

Ratings will be assigned for each of the technical evaluation factors for each offeror. No overall rating will be assigned.

10.0 DEFINITIONS

Rating: The rating for the Technical factor will be expressed as an adjectival assessment of Outstanding, Good, Acceptable, Marginal, or Unacceptable.

Deficiency: A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.

Strength: Any aspect of an offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

TAB B, FACTOR 1 –CORPORATE EXPERIENCE

Submission Requirements

Submit three to five projects demonstrating the offeror’s recent and relevant corporate experience for substantially similar requirements as outlined in the RFP. If less than three projects are submitted the proposal will not be evaluated. If more than five projects are submitted, only the first five will be evaluated. The projects submitted shall be limited to no more than two (2) pages each and any information beyond the limit will not be evaluated. Submit projects in accordance with the following:

i. Projects shall demonstrate experience in the construction of similar size, scope and complexity projects as the project in this RFP.

ii. Completed within the last six (6) years of the proposal submission date, except that one (1) project may be substantially complete (90%) at the time of proposal submission. If an offeror presents a project which is substantially complete (at least 90%), the proposal must include an explanation why that project should be considered substantially complete.

Multiple Award Task Order Contracts (MATOCs) or any other type of task-order contracts that provide for the issuance of task orders for the performance of tasks will not be considered projects for the purposes of this evaluation. Only individual task orders issued under such contracts will be evaluated as projects. A phased project for a single customer with multiple inter-dependent facilities on a single site may be considered as one project for the purposes of this evaluation. Project descriptions that do not clearly describe the offeror’s experience, the scope of the project, or the periods of project performance will not be considered.

Provide the following information for each project:

1) General Project Information: Project Title, Location, and Contract Number.

2) Role of Offeror: Indicate type and percentage of work the offeror self-performed and/or subcontracted. Indicate if work was performed as the prime contractor or as a subcontractor.

3) Total Construction Dollar Amount

4) Start and Completion Dates: Project must be identified as complete or substantially complete. If an Offeror presents a project that is substantially complete (90%), the proposal must include an explanation of why that project should be considered.

5) Description of Project: Address how the project experience is relevant to the Mexico National Civil Protection

School training facility project as described in this solicitation. Include: the size and function of the building(s) constructed, the scope of the effort performed by the offeror, any required site improvements, and any coordination with the Government of Mexico or construction requirements for the project. Provide a narrative that includes details on each of the above topics in order for the board to evaluate the relevancy of each project.

Indicate if the project was new construction or renovation/repairs.

6) Customer Primary Point of Contact: Name, relationship to project, agency/firm, phone number, and e-mail address. The Government may contact and interview project references. Reference information will not be revealed to other parties.

Evaluation Criteria

Based on the submission provided, the Government will evaluate the Corporate Experience provided and assign one combined technical and risk rating for this factor. The Government will evaluate the offeror’s Corporate Experience for strengths, weaknesses and deficiencies in the following areas (criteria are not listed in order of importance).

a. Projects that demonstrate new construction of buildings that are similar in size (square meters and cost), scope, and complexity. Similar scope and complexity includes, but is not limited to: multi-story construction; training facility construction with classrooms, simulator rooms, audio/visual production space, administration and support spaces; site improvements; electrical service; fire protection and alarm systems; sustainability/energy considerations; storm drainage; sewer/water/gas utilities; or other required features identified in this RFP.

b. Projects in which the prime contractor’s role is similar to the role proposed for this contract.

c. Projects which show similar experience with coordination and meeting construction requirements of the

Government of Mexico.

Unacceptable: a proposal will be rated "Unacceptable" if it does not substantially meet the requirements listed above.

TAB C – FACTOR 2 – PERFORMANCE CONFIDENCE

Submission Requirements

For each of the projects submitted under Factor 1, provide a final CPARS report with the proposal. If a CPARS is not available for the project, provide a Past Performance Questionnaire (PPQ) to a representative of the owner that can provide the owner’s opinion of the offeror’s past performance for the project. The PPQ (Form PPQ-0) template included in the solicitation is provided for the offeror or its team members to submit to the owner for each project.

The PPQ-0 does not have to be sent directly from the client. If the offeror is unable to obtain a completed PPQ-0 from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ- 0, which will provide contract and client information for the respective project(s). Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Keandre D. Malone via email at keandre.d.malone@usace.army.mil prior to proposal closing date. The offeror is responsible for ensuring that the completed questionnaires are submitted by the closing date. If you have questions regarding the attached questionnaire, or require assistance, please email the Contract Specialist at keandre.d.malone@usace.army.mil.

To ensure the agency has all relevant past performance information, the offeror also should submit copies of Federal/DoD/Navy/Army performance reviews that are likely already in the agency’s databases or likely within the agency’s arm’s reach, i.e., Contractor’s copy of CCASS or CPARS evaluations. To improve accuracy of database searches, the offeror will also provide the CAGE Codes for the prime contractor and all teaming partners, i.e.

design firms, key subcontractors, Joint Venture Partners.

The Contract Number and Project Name should be placed in the top left-hand corner of each page of the Past Performance Data. There is no page limit for this factor.

The Government will evaluate the responses from the customers from which Past Performance Questionnaires have been received. The Government may contact and interview the owner’s representative on the PPQ-0 and reserves the right to interview other individuals acting for the owner’s representative, if the owner’s representative is not available. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Construction Contractor Appraisal Support System (CCASS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency.

At no time during this process, nor during the debriefing, nor after award, will the names of the individuals providing reference information about an offeror’s past performance be revealed to the Offerors or to any other party. If discussions are held, Offerors may be afforded the opportunity to respond to adverse comments made by references in accordance with guidelines identified in FAR Part 15.3. In this case, comments will be extracted and provided to the offeror. Copies of the questionnaires will not be furnished to the offeror and will remain confidential.

Provide the DUNS number(s) and CAGE code(s) for the prime contractor and all teaming partners, e.g.
