5. BASIS FOR AWARD
The agency will use Two-Phase Design-Build Prequalification of Sources Selection Procedures authorized by FARS 36.301. In Phase 1, the Government selected a target of three most highly rated offerors to compete in Phase 2. Phase 2 Basis of Award FAR Part 15.101-1 Best-Value, Trade-Off Process.
In Phase 2, all non-price factors, when combined, are significantly more important than Price. The selection will be based on evaluation of technical factors. There are five non-price (technical) factors in Phase 2, including Phase 1 Factor 1-1 and Factor 1-2.
The Government will select one offeror for award based on their overall merit after consideration of the evaluation factors described below. The relative weight given to the evaluation factors is described in the Phase 2 Table 1 below.
The Technical Factors are not of equal importance.
In Phase 2, the Government intends to select for award, the offeror whose proposal(s) conforms to the solicitation and is determined to be the Best Value to the Government in accordance with the following relationship between price and technical merit. The non- price technical factors from Phases 1 and 2, when combined, are much greater in importance than price. The closer the final price evaluations are to one another, the greater the importance of the total evaluated technical ratings in making the Best Value determination.
The relative weight given to the evaluation factors is described in the table below.
Factor 1-1, Corporate Experience (From Phase 1) Factor 1-2, Past Performance (From Phase 1) Factor 2-1, Technical Approach Factor 2-2, Key Personnel Factor 2-3, Small Business Participation Plan Factor 2-4, Price

6. SOURCE SELECTION PROCESS
The Source Selection Evaluation Board (SSEB) will be established to conduct the evaluation of proposals received in response to this solicitation. The evaluation will be based on the content of the proposal, proposal revisions and any information obtained from other sources, e.g. past performance information. The SSEB will not consider any documents incorporated by reference, except as expressly allowed by this solicitation.
Members of the SSEB will independently consider the information provided in the Phase 2 proposal.
Once these individual analyses are completed, the SSEB will deliberate and assign a consensus rating for each evaluation factor. It is the responsibility of each member of the SSEB to provide and document sufficient strengths, weaknesses, and/or deficiencies to support the assigned rating for each factor.
The results of the SSEB evaluations will be presented to the SSA. The SSA will determine whether it is appropriate to engage in clarifications, communications, or discussions. The ratings on individual factors, to include all support documentation, will be provided to the SSA. The SSA, independently exercising prudent business judgment, will determine which offeror presents the best overall value to the Government and will be selected for award.
7. TECHNICAL RATING
The SST will use a combined technical/risk rating system that includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings.
Assessment of technical risk, which is manifested by the identification of weakness(es), considers potential for disruption of schedule, increased costs, degradation of performance, the need for increased Government oversight, and/or the likelihood of unsuccessful contract performance.
Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed in Table 2.
