About this file
This document provides an amendment to a solicitation for shoreline stabilization and jetty repair work at Harlan County Lake in Nebraska. The scope of work includes construction services for shoreline stabilization, installation of additional riprap revetment, and rehabilitation of jetties by replacing displaced riprap and crushed rock.
The amendment provides updated bid submission instructions due to COVID-19, requiring electronic submission with a bid cover sheet via email. It also details changes to the bid opening process, which will now occur via conference call rather than in person. Bidders are reminded to acknowledge all amendments, use updated forms if applicable, and review bids for errors prior to submission. The solicitation is issued by the U.S. Army Corps of Engineers Engineering District Kansas City by the specified due date.

SUMMARY OF CHANGES
SECTION 00 01 05 - CERTIFICATION PAGE
The following have been modified:
CAUTION PAGE
CAUTION!
Notice: Several changes have been made as a result of the COVID-19 virus and its impacts on the normal course of business regarding the invitation for bid (IFB) and the bid submission process. Those changes are reflected with “red letter” font
BEFORE SIGNING AND EMAILING YOUR BID, please take note of the following, as failure to perform any one of these actions may cause your bid to be rejected.
1. AMENDMENTS: Have you acknowledged receipt of ALL Amendments? If in doubt as to number of amendments issued, please contact our office.
2. AMENDED IFB PAGES: If Amendments are issued and as a result, a form or page included in the IFB is changed those changed forms or pages must be used in submitting your bid.
3. EMAILED BIDS: INCLUDE A BID COVERSHEET WITH THE EMAILED BID. The Coversheet will show the Contractor name and address, the solicitation number, title of project, amendments received, and the date and time proposals are due. Mail in bids will not be accepted.
4. MISTAKES IN BIDS: Have you reviewed your bid prices for possible errors in calculations or work left out?
5. FACSIMILE BIDS AND MODIFICATIONS: Will not be considered. Facsimile withdrawals will not be considered.
6. SUPPLEMENTAL BID SCHEDULE: In addition to the Contract Line Item Schedule, contractors should complete the Supplemental Bid Schedules provided. The Supplemental Bid Schedules are not contractually binding. The Government will use the Supplemental Bid
Schedules to assist in the evaluation of prices. The individual supplemental bid schedule items should add up to the prices for the Contract Line Item Schedule. In the event that the CLIN subtotal in a Supplemental Bid Schedule does not match the CLIN total in the Contract Line Item Schedule, the Contract Line Item Schedule will be the price evaluated by the Government.
7. BID GUARANTEE: Sufficient bid guarantee in proper form must be furnished with your proposal, if your proposals exceeds $150,000.
8. BUY AMERICAN ACT: All are cautioned that, prior Government conduct notwithstanding, the Contractor's selection of a domestic construction material which would require the subsequent selection of a foreign construction material for compatibility is not a justification for waiver of the Buy American Act. It is the Contractor's responsibility to verify, prior to submitting the materials for approval that each system can be built to meet the contract specifications without the use of foreign construction materials.
