About this file
This document provides responses to contractor questions regarding a federal contract opportunity for campground rehabilitation work at Tuttle Creek Cove Campground at Tuttle Creek Lake in Kansas. The solicitation will be an invitation for bid seeking construction services including shoreline armoring, excavation, fill, grading, rebuilding retaining walls, restoring camp sites, reinstalling electrical and water systems, replacing vault toilets, and planting trees and grass. Bidders are advised that excess fill material from excavation can be disposed of on specified slopes and areas within the campground property or transported off-site if necessary. The contract will have optional line items that may or may not be exercised at the time of award. A nine-month maintenance period is required after seeding operations are completed to establish grass growth. The staging area for the contractor's trailer is designated on the project drawings.

RE: Questions for TC Cove Campground Rehab (W912DQ20B1046)
1. With regards to CLIN 5 what all is involved with the asphalt? Where are the details for building the road? Pavement interfaces are shown on drawing CG503. Patching details are shown on Drawing CG505. Typical road section is shown on drawings CG504.
2. Is it our intention to use the ‘cut’ material for fill? Yes.
3. If the ‘cut’ material cannot be used at the project where can the ‘cut’ material be used at Tuttle Creek? Need to know the disposal areas in the park? Excess fill material (rock and dirt) can be placed on the slopes behind sites 1, 3, 5, 7, and 9 on Lakeshore Loop in addition to the area were the playground will be demolished near site 9. Material can also be placed along the lakeside roadway alignment between sites 9 and 11 (old site designations) to widen and create a greater recovery width along the roadway. If these are not adequate, there is an area at the back of the campground, beyond the non-utility campsite area that can be used. We would need to place a lift of material over a rural water line where trucks exit the road to protect the water line in order to haul material into this area.
4. How will the options we awarded? Is the base funding there? The Government reserves the right to exercise all options at time of award or none at all. In the event that an option is not exercised at award, it may be exercised at any point within the Contract PoP. Yes, USACE policy is that funding must be available prior to solicitation.
5. What are the restoration requirements? How long is the maintenance period for the grass? An amendment will be issued to add a paragraph 3.5 to specification 32 92 19.
3.5. Commencement
The seed establishment period to obtain a healthy stand of grass plants shall begin on the first day of work under this contract and shall end nine months after the last day of the seeding operation. Written calendar time period shall be furnished for the seed establishment period.
6. Must the asphalt that is ripped up be disposed of? Yes, but off Tuttle Creek property.
7. What is the area the rocks are put in at? Location for armoring is shown on CG401.
8. Are the fire rings being taken from the park? What else is being taken? Who puts them back?
Drawing CS106 shows the requirements of the contractor to provide inventory as shown.
Note on same page stated Government to provide the remainder of inventory (either new or refurbished. Every pad site is expected to have full list of amenities.
9. Are we changing the size of the camp pads? Yes. The final pad shape size is shown on typical pad site on drawing CS106.
10. Can the blocks be reused? Are the small block walls being disposed of by Tuttle Creek personnel (south side)? If the segmental block appear to be intact without cracking or damage to it, they can be reused. Most of blocks were found to be satisfactory when the USACE team performed wall inspection during the project. Tuttle Creek staff will remove small blocks from the pad sites.
11. Where a contractors’ trailer can be located? Drawing G-004 shows a contractor staging area on the drawings.
