CONTRACTOR QUESTIONS AND USACE ANSWERS

1. According to the FBO synopsis, it states, “Submittals must be mailed or delivered to the following address not later than December 7, 2018, at 12:00 pm Noon Central Standard Time (CST) (no faxed or other electronic submittals will be accepted).”

Question: would the Government consider an electronic submittal through the Government AMRDEC SAFE website: Blockedhttps://safe.amrdec.army.mil/?

USACE ANSWER:

The government will not consider an electronic submittal.

2. Section 3(B) requires a resume for the key discipline “Environmental/Civil Engineering.”

Question: Does the degree have to match the discipline title? For instance, if we have a chemical engineer with more than 24 years of environmental engineering experience, would they be eligible for the key discipline titled “Environmental/Civil Engineering”?

USACE ANSWER:

They may be eligible. Please refer to paragraph (B) of the synopsis. There is no requirement for the degree to match the discipline title.

3. Section 3(B) requires a resume for the key discipline “Chemistry.”

Question: Does the degree have to match the discipline title? For instance, if we have a geochemist with more than 25 years of chemistry experience, would they be eligible for the key discipline titled “Chemistry”?

USACE ANSWER:

They may be eligible. Please refer to paragraph (B) of the synopsis. There is no requirement for the degree to match the discipline title.

4. Section 3(C) states “When evaluating past performances, the Board will determine the relevancy of performance evaluations on A-E services contracts and will only consider the 15 most recent and relevant performance evaluations for each firm.”

Question – Will only CPARS from A-E services contracts be reviewed, or will the Government consider CPARS for projects of similar scope that were performed under other contract types (ERS, ECS, etc.)? For example, if we performed an RI/FS under an ERS contract, will this CPAR be reviewed?

USACE ANSWER:

CPARS from A-E Service contracts, and other similar relevant contracts, will be considered for CPARS.

The Board will determine whether or not performance evaluations are relevant on A-E service contracts, and on any other contracts the Board deems as similar to the types of work and services being performed under this contract on the 15 most recent and relevant performance evaluations. If the type of work is similar, but was not performed on an A-E Services contract, the Board will take this into consideration when determining the relevancy of performance evaluations.

The synopsis, Paragraph (C), last line is amended to read as follows:

“When evaluating past performances, the Board will determine the relevancy of performance evaluations, and will only consider the 15 most recent and relevant performance evaluations for each firm”

See Amendment 01

5. Must all five projects submitted in Section F have been performed under A-E services contracts? For example, if we performed an RI/FS under than ERS contract, can we submit this project as one of our five projects?

USACE ANSWER:

All 5 projects submitted in Section F do not have to be performed under A-E services contracts. If services were not performed under A-E services contracts, the Board will determine if the 5 projects submitted in response to Section F are relevant, or similar, to the types of services that will be performed under this requirement.

The synopsis, Paragraph (A) 1, line 3 is amended to read as follows:

“Experience providing services for HTRW projects located within NWD should also be demonstrated”.

See Amendment 01

6. Do the five projects submitted in Section F require CPARS in the government system? If a CPARs is required but not available, can a Past Performance Questionnaire (PPQ) be substituted and be included in the SF 330 submittal?

The 5 projects submitted in response to Section F do not require a CPARS. In accordance with Paragraph

(C) in the synopsis, no submittals are required by the offerors. The Board may seek information on past performance from other sources, but the Board is not required to seek other information on the past performance of a firm, if none is available from the CPARS system.

7. Criteria (B) for Professional Qualifications states “The basis of the evaluation will be the information in Section E and Section F of the SF 330.”

Question – Can you clarify what personnel-related information is required in Section F (Project Descriptions)?

USACE ANSWER:

In accordance with Section (B) of the synopsis, additional consideration will be given for experience and qualifications of key personnel of the Prime or Joint Venture (JV) firms, and for experience on projects included in Section F.

8. Does the government want offerors to submit Joint Venture Agreements with proposals where applicable and if so will they be included in the page count?

The synopsis does not require submittal of any Joint Venture Agreement.

9. May we include our Joint Venture Agreement, and if so, where should we include these documents, and can they be excluded from the 40-page limit?

The synopsis does not require submittal of any Joint Venture Agreement.

10. May we include our Subcontractor Teaming Agreement, and if so, where should we include these documents, and can they be excluded from the 40-page limit?

The synopsis does not require submission of a Subcontractor Teaming Agreement.

11. In Section (A)(1) it states, “Additional consideration will be given for experience and qualifications by the Prime or Joint Venture (JV) firms, as the Prime/JV.”

Question: Would the Government also give consideration to project experience and qualifications where one of the JV partners on this submission was the Prime contractor for the projects submitted in Section F?

Per the synopsis section (A), firms will be evaluated for experience and competence in sub-criterion 1 and 2 below. The term “Firms” includes either of the firms in the Joint Venture, or the Joint Venture itself.

12. It states in the FBO synopsis in section (E) 4. Secondary Selection Criteria - “The secondary criterion is Volume of DoD A-E Contract awards in the last 12 months". Could you clarify if you also want DoD contract awards from the last 12 months that are not A-E?

USACE ANSWER:

In accordance with Section 4 of the Synopsis, “The secondary criterion is Volume of DOD A-E Contract Awards in the last 12 months.” Non A-E Contracts should not be included.
